FEBRUARY 11, 1988
The Workshop Meeting of the City Council of Palm Beach Cardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room at

Florida; and opened with the Pledge of Allegiance to the Flaq.

The Deputy City Clerk called the roll and present were: Mayor Feeney,
Vice President Martino, Councilman Aldred, Councilwoman Monroe, and
Councilman Kiselewski.

CITY MANAGER
Mayor Feeney announced the City Manager would be late as he was in Miami
working on the bid proposal for Seacoast utilities.

Councilman Kiselewski reported the Metropolitan Planning Organization will
not be meeting next week.

MARTINO
Vice Mayor Martino reported the committee he has service on re: Northern
Palm Beach County General Aviation Airport has been working for several
months and is ready to make final recommendations to the Board of County
C�:.mi;z'_ters. At the last meeting, as s result of a Pt.,bllc Hearinq, the
committee had the County's Attorneys Office draw up some recommendations
on how they could take the 11 recummendations that they hoped would solve
the problems the airport would have. Vice Mayor Martino gave the City
Attorney a copy of a letter written by the County Attorney for his review,
stating the 11 recommendations would be tied into the Development of
Regional Impact and specifically relate those Items as substantial
deviacionS. Vice Mayor Xlartino stated the County Is willing to deed Lh^

airport to the City of Palm Beach Gardens, however, it is just a legal
® manuever so that the City can assign the restrictions to the deed. Also,
an �orerlocal Agrsame-,t will be made between the City and County so that
we can further prevent these restrictions from being left out at a future
d,te. Wh ^ the Bcard of County Commissioners accepts the Development
Order they will re -m force tho 11 restrictions as policy for the airport
In general. The carr fttee wise recommended the airport be named after
Captain M.cCampbell.
COUNCILMAN
ALDRED _. Councilman Aldred reported the Countywide Planning rouncil met last
Thursday and Friday in Stuart to plan the future of land planning for Palm
Bach County. Councilman Aldred stated there was an item addressed in the
newspapers having to do with the Council's interest in annexation, and
then an editorial dealing with annexation and the Planning Council's
interest. Councilman Aldred stated what really happened was the Planning
Council agreed they would ask all municipalities wino are submitting their
land use plans to the Planning Council to indicate where they thought
their ultimate boundaries were.

KISELEWSKI Councilman Kiselewski requested information on balance left In budget for
insurance since the printout indicates almost the entire wcunt
has been spent.

the annexation effort since they have oppo-tunity to get positive input to

residents of the City.
PAYGir FEENEY
Mayor Feeney requested the Assistant to the City Manager research and pro-
vide a report comparing the City and County In areas over the last A years
such as: dollars put into roads from Northlake up to Donald Ross Road,
what each has in total parks and recreation services, what has been soent
orr fire service and equipment, etc. The County has accused the City of
net having the infrastructure available to service this additional
acreage, and the Mayor would like this comparison, Mayor Feeney further
requested information on Sheriff patrols and garbage and trash costs.

Councilman Aldred felt the Council needed to resolve the issue of the
County's acquisition of lands around the County Courthouse.

KISELEWSKI
Councilman Kiselewski stated he is not interested in meeting with the
entire County staff at the February I8, 1988, meeting, since the Council
and the County agreed to meet without the additional staff, to attempt to
resolve concerns re: proposed annexations. The City Council agreed with
Councilman Kiselew-ski's --pinion.

Sam Carsillo, resident of Palm Beach Gardens, addressed the City Council
voicing several concerns, inrluding letterq in newspapers re: annexation.

ORDINANCES
ORDINANCE 4, 1988 Ordinance 4, 1988 would amend Chapter 151 of Title 15 of City's Code of
P CVijinz for ncreases in Fair Share Consrioutions for Road
Improvements (originally adopted 616185 via the City's Ordinance 5, 19851.
Mayor Feeney felt Section 9., subparagraph 4, "the construction of
publicly -owned governmental buildings" being exempt from this contribution
may need to be removed from this Ordinance. The City Manager and City
Attorney were directed to research whether publicly -owned governmental
buildings should be exempt.
ORDINANCE 5, 1988 Ordinance 5, 1988, creating a new subsection of the Palm Beach Gardens
Code to be known as "Traffic Performance Standards ", will not be passed in
its present form as the Council is waiting for more information from Mr.
Kahlert.
ORDINANCE 6, 1988 Councilwoman Monroe requested the Ordinance be amended to include "when
the City staff determines" there is a chanoe in the footprint, environment
or traffic impact. It was pointed out the City Council would still have
the right of appeal for any approvals made by the Site Plan and Appearance
Review Committee that they co not agree with. The City Attorney was
r':re -ted to re -write Ordinance 6, 1988, to ineorpr-rate the thoughts of the
Council.
ORDINANCE 7, 1988 It was the consensus of the City Council to word the first paraqraph of
5ection 30.15 of Chapter 30 of the Palm Beach Gardens Code as follows:
