'" : c Room at the Municipal Complex, 10500 North Military Trail. Palm Beach Gardens, Florida. 4 The City Clerk called the roll and present were: Vice Mayor Vartino, Councilwoman Monroe and Councilman Kiselewski. Mayor Feeney !,,as not in attendance due to being out of town and Councilman Aldred was not in attendance due to another commitment. Vice Mayor Martino announced there would be a meeting of the Planning and Aft 7oning Commission on Tuesday, March 22, 1988, at 7:30 P.M.; and a Special +leeting of the City Council on Wednesday, March 23, 1988, at 8:00 P.M. NOW., The City lianager gave each Councilmember a copy of the Interlocal Agreement as prepared by Councilman Aldred. This item will be placed on the next agenda of the next City Council meeting so it may be discussed when all Councilmembers are present. Tt,e City Manager stated during contract negotiations the Council agreed to a 2% pay increase effective April 1, 1988, to Police and Public Works employees. At that time the Council agreed to also give this increase t_ all general employees. The City Council will consider approval of this increase by Resolution at their next Regular Meeting. The City Manager pave each Council member a verbatim transcript from Mr. George Webb, Deputy Engineer with Palm Beach County, re: Admiralty II, z The City Manager stated the City received a letter from the Village of North palm Beach today ctatinq thev would not consent to t6- r11v operating as a utility within the incorporated boundaries of North Palm Beach. The City Manager gave each Councilmember a copy of his response, stating the City of Palm Beach Gardens would not give consent to the Village of North Palm Beach to operate as a utility within the incor- porated boundaries of the City of Palm Beach Gardens. The City Manager also gave each Councilmember a copy of his let`_er to the Village of North Palm Beach re: possible surcharge if either City is the successful purchaser of Seacoast Utilities. ry :+• : The City Manger stated a letter has teen submitted to the School Board and to the Foundation relative to the new school locations. To date we have not received a reply. the Solid Waste Authority Councilman Kiselewski reported attending meeting yesterday where they negotiated the sale of land north of Donald Ross Road, north of Central Boulevard. Cc­ic -`man Kiselewski reported attending the meeting of the Metropolitan Planning Organization where plans were drawn re: wide -ing of Okeechobee Boulevard and Indiantown Road. Next Friday Councilman Kiselewski will be in Tallahassee to meet with the State Metropolitan Planning Organization. Vice Mayor Martino reported there was a meeting yesterday of the Land Use Advisory Committee, which is an advisory board to the Board of Co,, 1 11 r fIUNCI LNAN° SELEWSKIii FMMTEMMI N011iOE commissioners. no '.heir agenda was a series of changes to the Thoroughfare Plon and Comprehensive Land Use Plan, several of which would affect the City of Palm Beach Gardens because they dealt with the removal of the Frederick Small and Hood Road corridors. Vice Mayor Martino stated no decisions have been reache,{ yet, and the meeting was continued until March 25, 1988, at 9:00 a.m. Councilwoman Monroe stated the local Commissioner has taken an admirable stand in being a leader towards the Traffic Performance Standard, but yesterday the statement was made that perhaps we have to accept a lower level of service on the PGA corridor or disrupt a residential neigh- borhood. Councilwoman Monroe's concern was she County has a lawsuit against the City and one of the major points that needs to be addressed in order to have this lawsuit dropped is the adoption of a Traffic Performance Standard that is as close to the County's as possible. Councilwoman Monroe stated she found it difficult to understand how the City can adopt a level of service that meets the County's and yet possibly 12 in the position of accepting a lower level of service on PGA Boulevard. Councilwoman Monroe stated that as we hear derogatory statements, keep a list of them and determine what the facts are. Councilman Kiselewski stated he has been working on the ..ign Ordinance and will submit it to the City Council for their review within the next couple of weeks. In response to Councilwoman Monroe, the City Manager stated once all signs are up re: train whistles not being permitted during evening hours, the County will natify T'A s process should take a few more weeps to put into effect. Councilwoman Monroe suggested the Council consider an Ordinance to prctect residents from this problem. The City Manager was reqLestad to send the Code Enforcement Officer to Mrs. Knowles neighbor to attempt to resolve `hi; problem. Vice Mayor Martino referenced the Pier I Imports business that has peen built on an out - parcel of the PGA Plaza Shopping Center, noting that it does not fit in with the architecture cf the existing center. Councilwoman Monroe referenced the remodeling of Winn -Dixie at PGA Plaza Shopping Center and stated they now have four concrete planters on either side of the doors, blocking the walkway, and requested staff to determine if the approved plans referenced what size these planters were suppose to be. Maiy Circle, addressed t,e City Council stating he has heard there were plans presently underway for a mass annexation south of Northlake Boulevard that included Mary Circle, '3nia Drive, the Burg and DiVosta development and Square Lake, to be placed on a referendum in November. The City Manager stated the City may consider annexation all enclaves and pocket areas, however there were no plans for a mass annexation at the present time. e'1 le a !1r. Frank S. DeFilippo addressed the City Council re: Ordinance 15, 1938, CdW I 4hE=z2= amending the City's Comprehensive Land Use Plan /Map adopted 11121/85, by Ordinance 22, 1985, providing for "Residential 9 -12 units /acre land use designation" on .71 acres fronting on the west side of North Military Trail, betwean Lilac Street and Holly Drive, immediately south of "Palm Gardens Apartments ". Mr. DeFilippo at the same time addressed the City Council re: Ordinance 16, 1988, Creation of .71 -acre "Garden Trail" PUD, with land uses per- matted being those -as set forth in the City's RH -High Density F :idential proposed to consist of 8 condominium units and be located on .ii acres Fronting on the west side of North 'lllitary Trail, between Lilac Street and Holly Drive, immediately south of "Palm Garden Apartments ". Mr. DeFilippo stated he has revised his plans to incorporated the Councils' requests from the workshop Meeting of March 10, 1988.
