was called to order by lla,yor Feeney at 11:56 P.M., subscouenz to a
Vorkshcp Meeting, in the Assembly Room of the Municipal Complex, 10500
North Military Trail, Palm Beach Gardens, Florida.
"A The City Clerk called the roll and present were: Mayor Feeney, Vice Mayor
Plartino, Councilwoman Monroe, Councilman Aldred, and Councilman Kise'ewski.
The minutes of the Workshop and Regular meetings of 4/21/88 and Vorkshop
and Regular meetings of 4/28/88, were unanimously approved as written.
Councilman Kiselewkki stated the City Council has been workshopping the
Sian Code and requested the Council set up another meeting. Councilman
Kiselewski also requested the Building Department, Zoning Board of
A.,-,peal,, and other committees, be advised that the Sign Code is being
revised and close to being adopted, and they should review this document
before approving any signs. Councilman Kiselewski stated he would like
the Building Official not to issue any more permits for pole signs since
the Council has aqreed to not allow these signs in the future. The City
Attorney suggested, and the Coun•il agreed, to adopt an Ordinance, on an
emergency basis, placing a moratorium on pole signs. This Ordinance will
be considered at the Regular "ceting of May 12, 1988. The City Council
agreed to a special meeting to discuss the Sign Code on Monday, May 9,
068, at 7 :30 P.M.

Councilwoman Monroe reported attending a meeting of the Site Plan and
Appearance Review Committee where the Costco Wholesale Corporation site
plan was discussed and pabsed. Councilwoman Monroe stated the committee

HEVice Mayor Martino stated he contacted Commissioner Marcus' office to set
up a meeting to finish discussions on the annexation of the Burg & DiVosta
parcel, Mary Circle, Sunset Drive, etc. issue, and she will be getting
back; to him when she returns from the Directions 188 Program.
'lice Mayor Martino stated the Airport Advisory Committee has been having
problems with the FAA, as he reported, re: one of the restrictions con-
cerning commercial aircraft. The Committee tried to get it resolved with
the local board in Orlando and was unsuccessful. Mr. Adams has arranged a
meeting with the FAA in Washington, D.C. which is to take place on May 11,
1988. Vice Mayor Martino stated he has volunteered to go to Washington,
D.C., since Commissioner Adams is resigning effective May 12, 1988.

Councilwoman Monroe stated she spoke to Mr. Pimentel who stated he heard
the City was disappointed in his vote on the Intracoastal crossings.
Councilwoman Monroe stated she has heard there is somethinc- in the works
to find a crossing in the same general area of Hood Road.

Councilman Kiselewski suggested, and th¢- Council agreed, future workshop
agendas should not include "Call For Bids" and "items By City Manager ",
and future regular meeting agendas not include "Proclamations ", Items by
the Mayor and Counril" and "Comments From the Public For Items Not On The
Alf =nda ", in an effort not to be repetitive.

Mayor Feeney declared the Public Hearing open. Per a unanimous vote of
the City Council the Public Hearing for Resolution 39, 1988, was postpored
until the City Council's meeting of May 19, 1988, at approximately 8 :OC
P.M.

1985, providing for a change in the delineation of the City's boundaries
by a 44.247 -acre expansion within Section 14 -42 -42 north of Lake Park
West Road (a /k /a Northlake Boulevard), immediately east of Gibson Road,

designation ".
Ordinance 20, 1988, was unanimously adopted by the City Council.
Mayar Feeney declared the Public Hearing open, and there being no comments
from the public, declared the Public Hearing closed.
Per a unanimous vote of the City Council tn: City Clerk read, by title
only, on second and final reading, Ordinance 21, 1988, modifiying the
City's Comprehensive Land Use Plan /Map adopted 11121/85 by Ordinance 22,
1885, providine, for a change in the delineation of the City's boundaries
by a 4.513 -acre expansion within Section 13 -42 -42 immediately south of St.
Ignatius Loyola Catholic Cathedral on the southwest corner of Holly Urive
and North Military Trail, and simultaneously providing for "Residential
C-8 units /acre land use designation ".
Ordinance 21, 1988, was unanimously adopted by the City Council.
