HomeMy WebLinkAboutMinutes Council 090888CITY COUNCIL REGULAR MEETING CITY OF PALM BEACH GARDENS SEPTEMBER 8, 1988 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 10:21 P.M., subsequent to the adjournment of a Workshoo Meeting, in the Assembly Room of the M• : ^, c'pe' Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The City Clerk called the roll and present were: Mayor Feeney, Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kiselewski. ITEMS BY THE CITY MANAGER SEACOAST UTILITY AUTHORITY Per the request of the City Manager, the City Council unanimously voted to arp. -ove the expenditure of $8,000, to be taken from Council Contingency, for the City's share of the initial expenses to open the bank account for the Seacoast Utility Authority. ITE14S BY THE MAYOR AND COUNCIL COUNCILMAN ALDRED Councilman Aldrea stated he received a telephone call from the president of the PTA re: the closing of Molly Drive, statina the street was being re- opened too soon. The City Manager was directed to meet with the Police Chief to determine appropriate times to close and re -open Holly Drive. Councilman Aldred also requested the Police Chief to inform the crossing guards re: Groper way to cross children riding bicycles. VICE M8rOR �A4TINO Per the recommendation of the City Manager, it was the concensus of the City Council to return to the old City Council meeting schedule (Regular °eetings on Ist and 3rd Thursdays, and Workshop Meetings on the 2nd and 4th Thursday), effective November 1, 1988. The City Attorney was directed CITY COUNCIL REGULAR MEETING, 9/8188 PAGE 2 to prepare the neressary documents. The City Council requested staff mem- bers to submit any further suggestions on meeting schedules for the Council's consideration. A;-DRED _ Councilman Aldred stated he had a discussion with Commissioner Watt, who stated the County Commission had approved the Interlocal Agreement. Commissioner Watt thought it was wrong that the County's Planning Departmert sent the City a letter requesting we should hold off on annexa- tion of "Horseshoe Acres" since in the Interlocal Agreement the County agrees to he:c the City annex that property. The City Managar was Vice Mayor Martino disrvssed dual taxation with the use of the Sheriff's ueparciment, stating the County's increase in its budget for that depart- ment is $13,000,000. The City Council requested staff to obtain a copy of the study done by the County and the results. COUhCiLMAN KISELEiiCKT Councilman Kiselewski requested the Code Enforcement Officer call the various candidates who still have their political signs posted around the Citv and have them removed. Councilman Kiselewski further stated that any political signs that are in excess of our sign code be removed. Mayor F,_;ey stated that signs posted on telephone poles are illegal, and felt that a $250 bond should be posted by all political candidates who wish to post signs in the City. If they do not abide by the law they would lose the bond. PAYOP FEFNE� Mayor Feeney expressed concern re: a house on lighthouse Drive as you approach Holly Drive, on the right hand side, that appears to have ')e entire yar-' under construction. Mayor Feeney requested the City Manager notify the residents to have the debris cleared. Councilman Kiselewski requested the KOA Campground be notified that their signs within the City advertising their use be removed. ',AfCR rr_EN11,1 ;,aycr eeney requested the City Manager inform the City Council o¢ a meeting with Marian Lewis today at City }call, The City Manager stated the legislature passed a new Solid Waste Bill that states effective 711/89 the City will have a program in place re: separation of garbage. The City Manager also stated the Solid Waste Authority is going to start billing as RESOLUTICNS a "fee" instead of a "tax" on the ad valorem bills for tipping fees. RESOLUTION 74,1988 Per the concensus of the City Council the City Clerk read, by title only, Resolution 74, 1988, increasing Interim Service & Facilities Fees of the City, Resolution 74, 1988, was unanimously approved by the City Council. QDINANCES ORDIN4NCE 4�. 7583 Pcr a unanimous vote of the City Council, the City Clerk read, by title only, on first reading, Ordinance 40, 1988, annexation, under Palm Beach County Development Regulations, of 4.15 acres, more or less, located approximately 1/2 mile west_ of North Military Trail, on the south side of Donald Ross Road. Ordinance 40, 1988, will be considered for second reading and adoption at the City Council's Regular Meeting of October 13, 1988. ORDINANCE 41, 1938 Per a unanimous vote of the City Council, the City Clerk read, by title only on first reading, Ordinance 41, 1988, annexatior, under Palm Beach County Development Regulations, of 5 acres, more or less, located 1/4 mile :v,st of North Military Trail, on the north side of Mood Roar, C,-dinance 41, 1485, will be considered for seconi reading and adoption at
