WORKSHOP MEETING

CITY OF PALM BEACH GARDENS
OCTOBER 6, 1988
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room of
the Municipal Complex, 10500 North Military Trail, Palm 9each Gardens.
Florida; and opened with the Pledge of Allegiance to the Hag.
ROLL CALL.
The Citv Clerk called the roll and present were: Mayor Feeney, Vice Mayor
Martina, and Councilman Kiselewski. Councilman Aldred and Councilwoman
Monroe were absent as they were nut -of -town.
ANNOUNCEMENTS
Mayor Feeney announced there would be a meeting of the Planning and
Zoning Commission, a meeting of the Palm Beach Gardens Fire Department,
Inc. and a meeting of the Merit System Board on Tuesday, October 11, 1988,
7:30 P.M.; and a meeting of the Beautification and Environmental

Committee on Wednesday, October 12, 1988, at 7:30 P.M.
PROCLAMATION
Mayor Feeney read a proclamation proclaiming October 9, 1988, as "Palm
Beach Gardens Fire Department Gay.

Mayor Feeney presented plaques of appreciation to the Palm Beach Gardens
Fire Department, Inc., recognizing their 25th anniversary.

CARE TAXING
DISTRICT
Mr. .loin Udell, Palm Beach County Emergency Services Division Director,
made a presentatinr, to the City Council re: "Countywide Health Ca e Taxing
District" proposal they have placed on the November 8, 1988, General
Election Ballot. Mr. Udell stated this is the only piece of legislation
dealing with the financing of health care at a local level and will allow

his office to assure the public that the provision of emergency ser�,Ires
will be available within the next five years in this County. Members of

the City Council expressed their concerns with the proposed legislation.
FESTIVAL Mr. Aldred 2uCaro, Jr., Treasurer of Italian Street Festival, In-.., made a
presentation to the City Council re; "First Italian Street Festival" they
propose to he.ve on March 19, 1989, on lands within John 0. 8 C&therine T.
MacArthur Foundation PCD on the north side of PGA Boulevard, east of
Alternate A -1 -A. The City Council requested this festival be coordinated
with the City staff.
PRESENTATION -
SPOTLIGHT PLAYERS Mr. Hank Gonzalez and Ms. Lorian Brownlee brought the City Council up to
date on the activities of the "Spotlight Players ".
ITEMS FOR
DISCUSSION
*ART ART IN PUBLIC
PLACES Per a concensus of the City Council, the City Clerk was directed to sche-
dule the -)rdinance for "Art in Public Places" for first reading, with an
additional workshop thereafter fcr further discussions. The Ciry Council
agreed with the general concept of the ordinance, as amended, but felt the
language needed further "fine tuning ".
PROPOSED PUD
4.5 ACRES Attorney Raymond Royce, authorized agent for Sigma Development. Inc.,
contract purchaser, addressed the City Council re: the creat,on of a PUG,
with land uses beirg those as set forth in the CG -1 General Commercial
Toning District of the Palm Beach Gardens Code, proposed to consist of a
two- story, 54,000 sq. ft. retail center, including restaurant use not to
exceed 6,156 sq. ft., and be located on 4.5 acres, morE c.- less, fronting
on the south side of PGA Boulevard, east of Fairchild Gardens Avenue,
directly across from 'The Gardens" regional shopping wail.

Mr. Hank Skokows'i of Urban Design Studio detailed proposed plans,
including parking, ingress and egress, limitation of restaurant uses,
architectural elevations, and landscaping plans.
Mayor Feeney stated that he will not approve any additional
retail /commercial on PGA Boulevard, including this project. Councilman
Kiselewski stated he would like to see all accesses on PGA Boulevard
closed, would like the landscaping improved at the Motor Vehicle
Department, and at a future meeting would like to hear the rationale for
the traffic impact report. Councilman Kiselewski did not approve of
parking along the building. Councilman Kiselewski stated he did not share
the same conviction as Mayor Feeney as far as retailrcommercial on PGA
Boulevard. Vice Mayor Martino stated he would like to investigate what is
qW happening on both sides of PGA Boulevard, to insure that this project
would fit in with the surrounding neighborhood. Vice Mayor Martino stated
the petitioner would need to convince him of the need for commercial use
in this area and how the architecture fits in with the zurrounding neigh-
borhood.
GREAT WESTERN
BANK PUD Mr. Gregg Livingston, authorized agent for Great Western Bank, addressed
the City Council re. "Great Western Bank" PUD, proposed to be located
�jithin "Out - Parcel" (i.e., Future Building Site 3) of "PGA Shoppes on the
Green ", created 1/29/867 by Resolution 1, 1986, and amended 8121186 by
Resolution 37, 1986. Mr. Livingston reviewed proposed elevations and
landscaping plans. In response to Councilman Kiselewski, City Attorney
Bill Brant stated Councilman kiselewski's participation in discussions on
® this subject would not be a conflict of interest even though he is a
tenant in the PGA Shoppes on the Green. Vice Mayor Martino reminded the
