The Wirkshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florie,. The City Clerk called the roll and present were: Mayor Feeney. Vice Mayor Martino, Councilwoman Monroe, Councilman Aldred, and Councilman Kiseinwlki. Mayor Feeney announced there would be a meeting of the Planning and Zoning Commission; Merit System Board and F.B.G. Fire Department, Inc., on Tuesday, May 10, 1988, at 7:30 P.M. Mayor Feeney also announced there would be a meeting of the Zoning Board of Appeals and a meeting of the Beautification d Environmental Committee on Wednesday, May 11, 1988, a`_ 7:30 P.M. Mayor Feeney read a proclamation proclaiming May 24 - 31, 1988, as "Soil and water Stewardship Week" and a proclamation proclaiming May 8 - 14, 1988, as "National Hospital Week ". e e •� The City Manager stated he gave each member of the City Council an addi- tion to the non- binding proposal submitted to Kidder Peabody for purchase of seacoast Utilities' western system. The City Manager stated this is in keeping with what the City intended in the beginning and tl,�s new proposal exempts the City from having to seek consent from the other municipalities in order to purchase the western system. The City Manager stated the City should be ready to file a friendly con- demnation for the west_rr system only, in the event that the Village of North Palm Beach files a condemnation suit. Per the recommendation of the City Manager the City Council authorized the City Manager to notify ken Meyers, legal consultant in Miami re: purchase of Seacoast Utilities, to research possible condemnation. :i 1j e The City Manager felt the City should decide on possible future corporate boundaries and presented a map to the City Council outll:iing proposed expansion areas. The City Manager stated the County has requested the City adopt proposed boundaries so that we can interface it with other municipalities. The City Manager will incorporate the thoughts of the Council for future expansion areas, and have the City Attorney prepare a IML resolution to adopt same at the Council's Regular Meeting of May 12, 1968. affimm fhe City Manager stated he had given the Council his recommendation on looking for a City Planner position other than a Planning Director and requested the Council discuss this as scan as possible. Councilman Kiselewski stated he would like to see one of the duties of this planner to be in atterdance at the Council meetings to give an oral presentation after tho petitioner gives a presentation. The City Council was in agreement to have the City Manager advertise for a City Planner. Mr. Sam Carsillo. 10063 Dahlia Avenue, Palm Beach Gardens, addressed the City Council with several concerns, including railroad signs, City library, dual taxation, and education for proper riding of bicycles, �'� a Mr. Michael Houston of Urban Design Studio, authorized agent for Peter V. WWI Cowie, addressed the C. ty Council re: modifying the City's Comprehensive land Use Plan /Map adopted 11/21/85 by Ordinance 22, 1985, providing for a change in the delineation of the City's boundaries by a 44.247 -acre expan- sion within Section 14 -42 -42 north of Lake Park West Road (a /k /a Northlake Boulevard) , immediately ea ^t of Gibson Road, and simultaneously rrevifiing for "Residential 0 -5 units /acre land use designation ". The Cite Council had no objections to this petition. :yri�aY Attorney Steve Mathison, authorized agent for Bishop Thomas V. Daily, Diocese of Palm Beach, addressed the City Council re: modifying the City - Comprehensive Land Use Plan /Map adopted 11/21/85 by Ordinance 22, 1985, providing for a change in the delineation of V.e City's boundaries by a 4.513 -acre expansion within Section 13 -42 -42 immediately south of St. Ignatius Loyola Catholic Cathedral on the s/w corner of Holly Drive and N. Military Trail, and simultaneously providing for "Residential 6 -n units /acre land use designation ". '"he City Manage, stated staff from the City and the Cathedral have met with residents who had concerns with the construction of tnis project, and the residents are satisfied. Vice Mayor Martino stated the petitioner would need to have a fountain in the lake per tie petitioner's agreement with the City Council. the City Council had no further objections to this petition. t• MOM e Mr. Dennis Stevenson of James E. Neuhaus, Inc., authorized agent for COstco Wholesale Corporation, addressed the City Council re: (i) tie plan review approval for "Costro" discount department store, including automo- bile service bays under consideration as permissible "conditional use ". ="Ii7 4.1110=19 29ERJMTS114-1 {i.M� proposed to be located on 12.144 acres located east of the FP E L huildin3, south or °,!-!ndy1s1 restaurant; and (2) permitting, as a CG-1 (General Commercial) "conditional use ", retail sales of automobile parts and accessories and service bays at "Costco" discount department score proposed to be located on 11.144 acres located east of the FP 8 L building, south of "Wendy's" restaurant. At their Regular Meeting of May 19, 1988, the City Council will consider adoption of resolutions providing for approval of the plans and automobile service bays as a conditional use at Costco. The Council also requested the petitioner show what off -site improvements are planned.
