Mayor Feeney made a presentation to Mr. Edward Elgin, member of the City's Merit System Board from December 20, 1984, to March 16, 1988. Ms. Gatti Payne made a brief presentation to the City Council re: Palm Beach Gardens High School Project Graduation. Councilman Aldred wiil be in attendance at their sub - committee's meeting on April 21, 1988. The City Manager stated he, the Mayor and the City Attorney had a meeting last Thursday with the County Attorney and Jan Winters. As a result of the meeting they have rut a temporary "hold" on their lawsuits re: Sabatello case and Steeplechase case, for 90 days, hoping both parties will reach a successful conclusion. 14111:0111NIPU314M The City Manager gave each Councilmember a copy of a report done by a con- sultant on the City's telephone system. The City manager felt the City should sign an additional agreement with the consultant for the prepara- tion of specifications /selection of a new system and the implementation of that system. The City Manager stated it may be time for the City to build it's own library system. The City Manager stated that according to present infor- mation, the City will contribute $981,000 to the County library system, and he felt this money could be better used for a City 'ibrary system. limn a concensus of the City Council, the City Manager will do a study on the total cost of a library system for the City. ► !) f �� The City Manager referenced a memo sent to the City Council re. candid„te for the position of Nanning and Zoning Director withdr;n! ^,g his name for that position. The City Manager 'further stated our present salary structure is not competitive when searching for a Planning and 'Zoning Director. Councilwoman Monroe suggested the City Manager advertise the position in Florida journals. The City Manager will research what the average salary for this position is statewide and report back to the City Council so they may determine a salary range to offer. In response to Mr. McAllister, the City Manager stated tie did not have a status report on his request to Mr. Lassiter to put trees on the Mary Circle side of the Gardens Park Plaza. Mr. Sam Carsillo, 10063 Dahlia Avenue, addressed the City Council with several concerns, re: dual taxation. City library, heliport and railroad signs that ban train whistles during evening hours. Ms. Janet Bereda, 1027 Rainwood Drive, addressed the City Council re: terrible -o,ditions of the drainage canals in Palm Beach Gardens. The City Manager will look into this problem and report back to the City Council. Mr. Frank DeFilippo -dressed the C-ty Council re: Ordinance 15, 1988, amending City's Comprehensive Land Use Plan /Map adopted 11/21/85, by Ordinance 22, 1985, providing for "Residential 9 -12 units /acre land use designation" on .71 acres fronting on the west side of N Military Trail, between Lilac Street and Holly Drive, immediately south df "Palm Garden Apartments "; and also addressed the Council re: Ordinance 16, 1988. �i Ordinance 16, 1983, r­uld provide for the creation of .71 -acre "Garden Trail" PUD, with land uses permitted being those as set forth in the City's RH - High Density Residential District, proposed to consist Of 6 condominium units and be located on .71 acres fronting on the west Side of North Military Trail, between lilac street and Holly Drive, iranediat?ii couth of "Palm Garden ,Apartments ". Mr. DPF'lippo reviewed the modifications made to the plans pursuant to comments of the City Council at previous Workshop Meetings. The City Council had no concerns with the draft of Ordinance 18, :988, annexing 5.05 -acre "Prosperity Oaks" single family subdivision, (as recorded 3127130 in Plat Book No. 39, Page 122 of Palm Beach County Public Records), located fronting on the west side of prosperity Farms Road, bet- ween Burns Road and RCA Boulevard (f /k /a Monet Road), and consisting of 17 single family lots; and simultaneously zoning same RS -3, Residential Single Family District, per the petition of Ms. Paula J. Bradfield, authorized agent for 100% of property owners. The City Council will con- sider seco,­id reading and adoption of Orainanca 18, 1988, at 'ieir Regular Meeting of April 21, 1988. 5'1 The City Council had no concerns with the draft of Ordinance 19, 1988, annexing 9.i -a re "Hionet Oaks" single family subdivision (as recorded j194177 in Plat Book 32, Pages 161 and 162 of Palm Beach Coarty Public Records), located fronting on the north side of RCA Boulevard (f /k /a Monet Road), between Alternate A -1 -A and Prosperity Farms Road, and consisting of 20 single family lots; and simultaneously zoning same RS -3, Residential Single Family District, per petition of Mr. Jeffrey D. Renault, authorized agent for 100% of property owners. The City Council will consider second ITEMS. F R; PAGE'G reading and adoption of Ordinance 19, 1988, at their Regular Meeting of April 21, 1988. Mr. Neil Crealy addressed the City Council re: amending "Gardens East Plaza" PUD created 6/18187 by Resolution, 44, 11987, by amending Section 9 of Resolution 44, 1987, to permit modification to the approved service station located within Outparcel #a. Mr. Crealy stated Mobil Oil is requested some r ^visions to the site plan, including an increase in the driveway width to 45 feet to permit the tanker truck to enter and leave the site; the addition of underground fiberglass storage tanks for fuel; move off -site parking spaces; and a change in the roof canopy, using the same material. The City Council expressed dissatisfaction with the pro- posed canopy and requested the petitioner consider keeping the canopy as originally approved. MOW Mr. Michael Houston of Urban Design Studio, addressed the City Council re: modifying the City's Comprehensive land Use Plan /Map adopted 11121/85 by Ordinance 22, 1985, providing for a change in the delineation of the City's boundaries by a 44.247 -acre expansion within Section 14 -42 -42 north of Lake Park West Road (a /k /a Northlake Boulevard, immediately east of Gibosn Road, and simultaneously providing for "Residential C -5 unitsiacre 1 -ind use designation. The City Council expressed no concerns relative to the above and will ccn- Sider first reading of an ordinance to approve this request at their Regular Meeting of April 14, 1988. •� Mr. Donald Miller of First Partners Companies addressed the City Council re: amending "Gardens Plaza" PUD created 3/21/85, by Ordinance 3, 1985, by PAGE 7 permittina the additin^ of a monument sign for tenant identification. Mr. Miller requested direction from the City Council on signage for major tenants in "Gardens Plaza" on whether they preferred the identification signage on the building or on the monument sign at the entrance to the project. Vice Mayor Martino stated he did not want any signs in the 55 foot green space and would also prefer not to have signs on the building. Councilman Aldred preferred a limit of two signs on the face of building, no higher than 30 feet, regardless of the square footage a tenant used, with one sign out front indicating the name of the building. Councilwoman Monroe agreed with two signs being allowed on the hii=lding, no higher than 30 feet. Mayor Feeney stated he has a problem with putting signs on the walls of the building, however, can understand the need foi Mr. Miller stated any signs would be in all white, identical to what Glendale Federal has had approved. Mr. Miller will bring a sketch of proposed signage at his next scheduled meeting. � 1 1 The City Council expressed no concern; re: modifying the City's Comprehensive Land Use Plan /Map adopted 11/21/85 by Ordinance 22, 1985, providing for a change in the delineation of the City's boundaries by a 4.513 -acre expansion within Section 13 -42 -42 immediately south of St. Icnatius lnyola Catholic Cathedral on the southwest corner of Holly Drive ,ncl No- *,h Military Trail; and simultaneously providing for "Residential E -8 units /acre land use designation.
