The workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was crlied to order by Mayor reeney at 8:00 P.M. in th^ 45te"-tly ocom
of the Municipal Complex, 10500 North Military Trail, Palm Beacn Gardens,
Florida
•i The City Clerk called the roll and present were: Mayor Feeney, ',ice Mayor
Martino, Councilwoman Monroe, Councilman Aldred and Councilman Kisplewski.

Commission on Tuesday, April 26, 1908, at 7:C0 I.M.
• ;rji :,e iM, Mayor Feeney read a proclamation proclaiming April 24 - 30, 1988, as "Beta
Sigma Phi 'creek ", and presented the proclamation to Ms. Jean Price, a
re;:rrssentative of Beta Sigma Phi.

Counr: l,man Kiselewski reported attending a meeting of the Solid waste
Authority yesterday and a meeting of the Metropolitan Planning
Org- iization today, where there was discussion re: County's 2010 Plan.

Vice Mayor Martino reported attending a Public Hearing before the
I,�x,hatchee Council of Governments on April 13, 1988, re: the 'food Road
and Frederick Small Road intracoastal cr•ssings. Vice Mayor Martino
requested the City Manager and Mayor compose a letter to the County
C'orrmis. ion requestina their position as far as the Traffic Per'armance

issue when the resida-t Commissioner suggests the very data they used to
make this ordinance a reality was flawed. Vice Mayor Martino requested
the same letter include a request the County Commission inform the City or
Palm Beach Gardens where it has approved a project that would allow any
area of PGA Boulevard to go to Level of Service "c ", which has seen
suggested at several public hearings and has not been disputed by the
resident Commissioner. Vice Mayor Martino also requested the County
Commission to demonstrate to the City how specifically the regional malt
has eaten up all the traffic capacity on PGA Boulevard. Vice Mayor
Martino requested the same letter to reflect a statement that would
challenge the County Commission to answer tha •,uestion "Fs the data they
are providing to the municipalities to the planning effort in Palm Beach
County, as far as the traffic effort, flawed ?"
Vice Mayor Martino requested the City Council give consideration to the
following: the Council's policies concerning membership and who should
represent the Council in organizations such as the Council of Governments
and the Municipal League; development of a policy that would state whether
our attendance is needed in advisory board type public hearings; whether
the City can continue to afford the opportunity for unincorporated resi-
dents to use the facilities of Palm Beach Gardens. Vice Mavor Martino
further requested the City Council somehow educate the residents of the
City to the problems we are facing with the transportation in the north
end of the County.

Councilwoman MenroF thanked the City Clerk's office for the chart the City
Council has received on petitions scheduled for review by the Planning and
Zoning Conmission and the City Council.

+ e, Councilman Kiselewskl briefly explained the disadvantages to the County's
;proposed Health Care Taxing District Bill. The City Council directed the
City Clerk amend Resolution 37, 1988, by wading the following to the last

The City Council directed the City Clerk to amend Resolution 38, 1988, as
follows: 5th paragraph, second line "to potcntlally adverse health con-
sequences; Section 1., second line, "proposed above - ground Florida... ".
v;r, Donald filler of First Partners Comp.nies addressed the City Council
re: amending "Gardens Plaza" PUO created 3/21/85, by Ordinance 3, 1985, by
permitting the addition of a monument sign and /or wall sign for tenant
identification. Mr. Miller presented the City Council with elevations of
the proposed signage, stating they were requesting two tenant iden-
tification signs per building, located in the right corner of the
building, with white iett2rs. The lion on each building would advertise

The City Council had no problems with the petitioner's proposed signage.

Sam Carsilio, resident of Palm Beach Gardens, addressed the City Council,
voicing several concerns, including dual taxation, City library, b', —I r

: , I!& a Abu 21 Attorney Raymond Royce, a resident of Steeplechase, addressed the City
Council re: materiels available from Palm Beach County showing statistics
if proposed Intracoastal crossings were left in their plan or taken out.

Mr. Neil Crilly represent,ng Gail Pitcher, authorized agent for Mobii Oil
Corporation, addressed the Lity Council re: amending "Gardens East Plaza"
PUD, created 6/18/87 by Resolution 44, 1987, oy amending Section 9. of
Resolution 44, 1987, to permit modification to the approved service sta-
tion located within Outparcel N4. It was the cc, census of the City
Council that they preferred the architecture approved with the original
plans and preferred to not change these plans. The City Council had no
objections to the change in parking and the traffic circulation oat_tern.

Mr. Gary Carothers of the Babcock Company addressed the City Council re:
extension of the permissible time for completion of " Prosperity Laks"
Density Residential "Housing for the Elderly" and CG -1 General
Commercial "Nursing Facility'- PUD created 2/7185 by Ordinance 1, 1985, on
the west side of Prosperity Farms Road, south of PGA Boulevard. Mr.
Carothers stated there has been a delay in the completion of "Prosperity
Oaks" because they received a rejection for a Certificate of .deed for this
development since there was no need for additional nursing home beds
through 1988. Mr. Charles Sparks, 11 Lethington Road, Palm Beach Gardens.
Chairman of the National Home Builders Senior Housing Committee, addresseo
the City Council re: personal care for the elderly.
The City Council was agreeable to allowing a two (2) year extension for
