PRESENTATION - PALM BEACH GARDENS GATORS A member of the Palm Beach Gardens Gators thanked the City Council for their generous donation that assisted them in their trip to Texas for a tournament, where they placed 5th in the world; and presented a plaque and picture of the team to the City Council. COMMENTS FROM THE PUBLIC OAM CARSILLO Mr. Sam Carsillo, resident of Palm Beach Gardens, addressed the C,tv CITY COUNCIL WORKSHOP MEE'ING i CITY OF PALM BEACH GARDENS SEPTEMBER 8, 1988 The Wo"shop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The City Clerk called the roil and present were: Mayor Feeney, Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kiselewski. ANNOUNCEMENTS Mayor Feeney announced there would be a meeting of the Code Enforcement Board on Monday, September 12, 1988, at 7:30 P.M.; meetings of the Planning and Zoning Commission and the Palm Peach Gardens Fire Department, Inc. on Tuesday, September 13, 1988 at 7:30 P.M.; and of the Zoning Board of Appeals and the Beautification and Cnvironmental Committee on Wednesday, September 14, 1988, at 7:30 P.M. ITEMS FOR DISCUSSION ART IN PUBLIC PLACES 11 SOVEREL HARBOUR F1 Mr. D-ve Miller, representing the Chamber of Commerce, addressed the City Council re: the Council's consideration of an ordinance for "Art in Public Places ". It was the concensus of the City Council that the residents of Palm Beach Gardens V.ould have the opportunity to vote on this item to determine if they would like to be taxed to implem^.nt "Art in Public Places. It was also the concensus of the City Council that an impact fee not be imposed on developers to provide for "Art in Public Places ". The City Council requested Mr. Miller meet with the City Attorney to work out details of the ordinance. Mr. Hank Skokowski of Urban Design Studio, authorized agent for Soveral Harbour, addressed the City Council, reviewing modifications made to pro- posed plans as a result of City Council requests in previous workshop meetings. Mr. Skokowski pointed out the yacht club has been deleted from the proposed plans. Mr. Skokowski stated the the total number of trips per day resulting from the project has been reduced by 32% because of overall modifications. The Council and the petitioner discussed parking requirements and what was provided. The City Council requested City staff to review requirements re: distance of fuel tanks from structures. Mr. Skokowski stated that the slips around the marina are present;y CITY COUNCIL WORKSHOP MEETING, 9/8/88 PAGE 3 rr .ed. but the oa.r pian:, call for a "condominium" sale or these existing slips. The City Council requested the petitioner color code the parking spaces that are allotted 1`07 the Slips, hotel, restaurant, etc. Several alternate plans were suggested to assist in meeting parking requirements. Mr. Skokowski stated he would examine all suggestions and present his ideas to the Council at the next meeting. Mayor Feeney stated he did not approve of the 9' x 18' parking spaces in the parking garage structure. Attorney Stephen Mathison, representing the "Harbour Shoppes ", addressed the City Council stating his client has met with Mr. Soverel and will con- tinue to work towards a reasonaV a ingress and egress plan for the overall site. Attorney Mathison stated Mr. Soverel has agreed to rcccr�l a docu- ment with the Clerk of the Court specifying that no structures will be actually constructed in the marina basin itself. Attorney Mathison stated while additional meetings are needed, his client does endorse the plan presented to the City Council, Mr. Frank Calendar, co -owner of the "Riverhouse Restaurant ", addressed the City Council stating he has had several meetings with Mr. Soverel, is happy with the reduction of the density, and will continue to meet with Mr. Soverel to work on the fine details. Mr. Calendar stated he has no p °ob'ents with the project as presented, however, needs to workout the details of the ingress and egress roadway. ADJOURNMENT There being no further business to discuss, the Workshop meeting was adjourned at 10:20 P.M. r]
