CITY OF PALM L ACH GARDENS

The Regular Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M. in the Assemblv Room at
the Municipal Comolex, 10500 North Military Trail, Palm Beach Gardens,
Florida; and opened with the '-ledge of Allegiance to the rlao.
ROLL CALL: Tire Deputy City Clerk called the roll and present were: Mayor Feeney,
Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman
Kiseiewski.
ANNOfNCEMENTS Mayor Feeney announced that the City Counci] and the Palm Beach County
Commission met this evening and the Palm Beach County Com,.mission has
Aft accepted the annexation and will endorse same.
Mayor Feeney announced there would be a meeting of the Planning and Zonino
Commission on Tuesday. Febrr +ary 23, 1988, at 7:30 P.M.
CALL FOR BIOS
GYMNASIUV FLOOR The City Manager opened and read the following bids for resurfacing of
poured urethane flooring of gymnasium at the City's Community Activities
Building, advertised February 3, 1988:
A. Franklin Associates of Boca Raton - $19,992.00
B. Martin Resurfacing of Hockeyville, Maryland - $19,999
Per a unanimous vote of the City Council the bids were remanded to the
City Manager and the Director of Parks and Recreation for their zeview and
recommendation.

PENDING LAWSUIT 7hc City Manager stated the City tas rr�ci�ivr�d a b!rl in ty';-
$5,154.48 from Attorney Jim green, who is rearese°,ting the 1'03ire C,
a lawsuit. Attorney Green has been informed to stop all investigations at
this point, and stated he would take a payment of $5,000. The rity

City Manager John Orr's names on the form.

VJLe Mayor Martino recommooded the Recreation Department become involved
in the annexation Issue to attempt to publicize the fact we are annexing
and how. Vice Mayor Martino felt we needed favorable oublicity. Vice
May,,r Martino suggested we fund the Recreation Department with $1,000 to
use should it become necessary. The City Council unanimously approved the
expenditure of $I,000 by t;ae Recreation Department, to be taken from
Council Contingency, should they need to have signs, etc. made.
Vice Mayor Martino thanked the Police Chief for work he has done to pro-
mote the proposed annexations.

Sam r_'arsillo, resident of Palm beach Gardens, addressed she Cit, Council
re: several concerns, including bike paths, hazardous waste and the heli-
port at Palm Beach Gardens Medical Center.
LOU KLIMAN
Lou Kliman, resident living on Elm ;trees, Palm &Hach Gardens, addressed
the City Council stating there was a problem with the red lights on PGA
Boulevard and A -1 -A not being lined up properly. Mr. Kliman also
requestpd the Police Department pay attention to people going through
yield signs.

JOHN PARSON Mr. Jjhn "arson, 1018 Seiorape Way, addressed the City Council voicing his
concerns re: proposed annexations, feeling less government was better and

facts of the annexation with Mr. Parson and explained it was important to
annex these properties so that the City could control the quality of life
the residents presently enjoy.

CRYSTAL POINTE
A resident of Crystal Pointe addressed the Council expressing his ,oncern
over where his fire and police protection would come from conce the pro-
posed arn,exations are approved. The City ',uncil assured him that hi,,
services would be caring from the same place locations and ,ame duality as
he presently receives from the County.

RESOLUTION 15,1988
Mr. Jack White of Sign Craft, Inc., addressed the City Council, stating
the City CounciI's requests from the February 11, 1988, workshop meeting
have been incorporated into the plans. The Council requested Mr. White
write on the plans the colors being used and the sign being 2161, instead
of 416" and initial these changes. The Council di,•ected the City Clerk tc
nut the City seal on these initialed plans so that cne hiiidinq Department
would know what plans were approved.

funds in the Statf, Tn "rs,trrrcture Trust Fund for matching grants to local
governments to assist in meeting the requirements for infrastructure as
set forth in Section 163.3177, Florida Statutes relative to required
comprehensive development plans.

ORDINANCE 10,1988
Per a unanimous vote of the City Council the Deputy City Clerk read, by
title only, on first reading, Ordinance 10, 1988, modifying the "Oakbrook
Corporate Centre" PUD (flkla "The Financial Center" PUD) created 9125186
by Ordinance 17, 1986, within 14.14 -acre c -,rcel on the southwest corner of
PGA Boulevard & U.S. Highway 1f 1, providing for the maximum of one year's
location of a modulsr unit for routine business of Dean Witter Reynolds,
Inc., while the permanent structure they will be leasing is under
construction.
The City Council will consider second reading and adoption of Ordinance
10, 1988, at their Regular Meeting of ,March 17, 1988.
ORDINANCE 4, 1988
Mayor Feeney declared the Public Hearing open, which was advertised
213188, and held on the intent of Ordinance 4, 1988, amending Chapter 151
of Title 15 of City's Code of ordinances, providing for increases in Fair
Share Co-)tributions for Road Improvement {originally adopted 616185 via
the City's Ordinance 5, 1985).
There beinq no comments from the oublic, Mayor Feeney declared the Public
Hearing closed.

1988, was unanimously adopted by the City Council.
DINANCE 5,1988 Based on an earlier meeting this evening with the Palm Beach Coarnty
a:;,,issi r le. ar.>>- n.JLiun Ordinances 1, 2, and 3, 1988, the City Council
agreed to adopt on a temporary, emergency basis the Peformance Standards
of Palm Beach County. Therefore, the City Attorney advised the City
Council to defeat Ordicance 5, 1988.

known as "Traffic Performance Standards ".
Per a unanimous vote of the City Council the Deputy City Clerk read, by
title only, on second and final reading, Ordinance 5, 1988.
The City Council unanimously voted to defeat Ordinance 5, 1988.
It was the concensus of the City Council to hold a Special Regular Meeting
on Thursday, February 25, 1988, at 8:00 P.M. in order to adopt the
County's Traffic Performance Standards cn an emergency basis.
OROINANCE 8, 1,988 Per a unanimous vote of the City Council the Deputy City Clerk read, by
title only, on first reading, Ordinance 8, 1988, -�mrndzng the City's Zonino
Codes, providing for the sale of alcoholic beverages, for off premise con-
sumption, and for on- premise consumption when in conjunction with a
restaurant, as a permitted use.
The City Council will consider final reading and adoption of Ordinance 8,
1988, at their ,Regular Meeting of MGrch 17, 1988.

title only, on first reading, Ordinance 9, 1988, amending the Citv's Corr:,
repealing the 750' distance requirement between alccholic bpversges ver;-

meetings.

TOWN Of JLPITER Mayor Feeney requested, and the Cnurcil agreed, to meet with the Town
Council of Jupiter. Mayor Feeney stated he would call Mayor Hinton to
attempt to set up this meeting.
