ROLL CALL. The Deputy City Clerk called the roll and present were: Mkiyor Feeney, Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kise1 ewski . PRESENTATION BY DR. EDWARD M. FISSE'Y, PBJC Or. Edward M. Eissey, President of Palm Beach Junior College, made a pre- sentation to the City Council re: their request that "RCA Boulevard" "PBJC "Pacer ". (alkla Monet Road") be renamed either Boulevard" or Way the City Council had no objections tc renaming RCA Boulevard "College 3culevard" or "College Way ". The City Council stated that from A -1 -A to F'rns^erity Farms Road, RCA Boulevard is under the jurisdiction of Palm Beach County and Dr. Eissey would have to appear before the County Commissioners with his request. The Pity Council directed the City Attorney to prepare a resolution Por their approval at their Regular Mecping of January 11, 1988, indicating the Council's agreement with the renamino of RCA Boulevard. PRESENTATION BY AXUSTIN q. HERNANDEZ, PALM Mr. Jim Daniels of the Palm Beach County School Board, addressed the City EIACh COUNTY SCHOOL BOARD_ Council re: proposed new pvilic school sites "AA 11 and "C ". Mr. Daniels stated there were plans to build an elementary school and a middle school of f1 A F3,aulev»rd with 4cress on Shady Lakes Drive. Mr. Daniels stated they will examine the suggestions made by the City Council and rp;—. t bar;, to than, tnciudino a report on the demography of the proposed schools. ITEMS BY THE CITY MANAGER ENCON the City Manaoer stated En,�n _ regu °s "_' ^g :egls <,t re to extend their area south to include the Seacoast Utilities area. The City Manager request ^d the City oppose this move and felt representatives of the City should attend a meeting at the Jupiter Town Hall January 26, 1988, at 6:00 P.M. to voice the City's opposition. The City Council directed the City Attorney to prepare a resolution for their approval at their Regular Meeting of January 21, 1988, opposing Encon's request. It was further directed that Reoresentatives Jim Hill, Marian Lewis and Doc Meyers be made aware of the City's opposition. PAL ASSISTALLT The City Manager stated the City would need additional legal assistance for possible litigations, and gave each Council member a Letter of Intent 1`rom Ken Spillias. The Cit,' q*:.orney stated there would not be a need to go out for bid on this matter. The City Council agreed with the City Manager obtaining additional legal assistance. PUBLIC RELATIONS the City Manager suggested the City Council consider contracting the use of a public relations consultant to get across the benefits and rationale ror the proposed annexations to ,make sure the City's side of the story is undorstnod and well presented. 7hr., City Manager felt this information should be made available to the residents of the City. The City Attorney stated there was not a need to go out for bid on this item. The City Cefnci! agreed with this idf >a and requested the City Manager obtain some proposals for their review. CITY COLPVCIL WORX�40P AE'ETING, 1114188 PAGE J PALM ECACH COLINTY FIRE RESCUR W10N The City Manager stated that on Saturday January 9, 1988, members of the County Fire Rescue Un1on passed out information re: proposed annexation at u , :Jmra� iiy c,entFr. Mr. Orr stated the information contained in their leaf!ets was false. The City Manager stated what they were doing was against the law, since "paid political advertisement" was printed on their Evaflets. It was the conceo.us of the City Council to have t',e City ,:,.to. -ney investigate whether this action is illegal, and if co, file a normal complaint. TELEPHONE SYSTEM The City Manager stated the City's telephone system has reached maximum utilization. The City Council authorized the City Manager to look Into hiring a consultant to determine the City's needs for a telephone system. REPORTS VICE MAYOR MARTINO Vice Mayor Martino reported the Northern County General Aviation Airport Committee held rublic hearings and received public input this past week. Vice Mayor Martino stated one of the concerns raised was possible traffic pronlems the airport may present, and stated at the next meeting he will reouest the County to abide by their Traffic Performance Standards and request them to put improvements it place. MAYOR FEENEY Mayor Feeney reported the Beautification and Environmental Committee is in need of members and requested the City Clerk's Office submit applications for the appointment of additional members. Mayor Feeney stated the Beautification and Environmental CLvwittee requested either Lick Cameron o, Iles be available for their meetings, and perhaps the City request ?c,ff Blakely, Landscape Architect, to atrend some of their meetings. COUNCILM4N ALDRED Councilman Aldred reported the Countywide Plannino Council is again, in the process of trying to secure the services of an Ex�cut!ve L` rector. Vice Mayor Martino offerred his services in writing a mnnthly newsletter to the residents to inform them of Council actions. COLNCILMAN KISELEWSKI Counciiman Kiselewski expressed concern that the Code Enforcement Officer has not acted on several illegal signs that were presently in use around the City, citing the corner of PGA Boulevard & U.S. 1 and 'Wendy's on Northlake as examples. COKI NTS FROM THE PUBLIC CLARE Mr. Clare, of Edgemere Drive, addressed the Council stating he was dissappointed in not receiving any feedback on his request that the Police Department consider a canine unit. Mr. Clare was handed a report prepared by the Pn1 ce Chief re: the need for a canine unit, and he stated he would review the report. SAM CARSILLO Mr. Sam Carsillo, resident of Palm Beach Gardens, addressed the City Council with several concerns, including, cable TV service, putting bike path information in the City newsletter, and possible noise from the pro - rose -' Norchern County General Aviation Airport. Attorney Smith stated the marina currently has 175 slips, and they are proposing 17 additional slips, however, they will be deleting 10 for a net increase of 7 slips. Attorney Smith sta* %J there are more than enough oarkinq spaces to occoirmodate these additional slips. Attorney Smith felt the items for the City Council's consideration would be the parking and the confiquration of the concrete pad, since the Corp of Engineers has already approved the slips. The City Council objected to the concrete pad at this time, and requested the petitioner, at the next meeting, address the parking since the concrete pad will not be built and possibly not removing the 10 "finger" slips, ORDINANCES DINANCE 1'1968 The City Council expressed no objections to Ordinance 1, 1988, which would provide for the "involuntary" annexation of (1) 19.5866 -acre "Cinnamon Plat No. I',, (a /k /a "Woodberry Lakes" and "The Garden of Woodberry "), as recoreded 12115178 in Plat Book 36, Pages 56 -59, and (2) 17.7004 -acre "Cinnamon Plat No. 211 (a /k /a "Woodberry Lake" and "The Gardens of Woodberry "), as recorded 817180 in Plat Book 40, Pages 66 -70, together consisting of 240 lots (of which 218 have been developed with attached residential units); and simultaneoc-ly zoning same RM- Medium Density Residential oistrict, per the oetition of Mgr. The City Manager stated the two triangular areas that the County questioned were (1) West Palm Beach Water Catchment Area and (2) right -cf- way for the DOT. The City Attorney did not feel this objection by the -ounty was sufficient. The City Council reminded the City Attorney to add verbage to the referendum to identify the location of lands being annexed. The Council will consider second reading and adoption of Ordinance 1, 1988, at their Regular Meeting of February 4, 1988. The City Manager stated that because Jupiter opposes the northern area of Frenchmen's Creek (north of Donald Ross Road), they have filed four reso- lutions. These resolutions went to (1) requesting the developer of Frenchmen's Creek to reconsider and inviting them into the Town of Jupiter; (2) one to Foundation Land; (3) one sert to the County Commission requesting their support and help; and (4) one to the County Attorney's office requesting they help with a Special Council the Town of Jupiter is Ask creating to oppose the annexation. Several Council members expressed the desire to have an interlocaI agreement with the Town of Jupiter re: where boundaries of the cities should be and felt that Palm Beach Gardens should propose to annex tG the Section line where the proposed extension of Donald Ross Road is shown. The City Manager referenced a letter received from Palm Beach County which z-°sed three issues: fire protection, County road system, and inv ergo vernmentol Cooperation. Referencing fire protection, the County offered 4 alternatives. The City Manager recommended alternative "A" where the County would continue to provide fire protection to the areas proposed for annexation until we can jointly develop a contract fur cost recovpry on mutual aid. Alternative "C" would be the City N =pager's second recommendation, where Palm. Beach Gardens purchases the County's CITY COWCIL WORKSHOP MEETING, 1/14/d8 PAGE 9 existing station in Cabana Colony and contra,:ts with the County to provide service to the unincor- „rated area. Referencing the County road system, The City Manager stated none of the municipalities in Palm Beach County have adopted In total the County's Traffic Performance Standards. However, the City Manager stated he is presently working on a Traffic Performance Standards Ordinance for the City, using one adopted by the 7own of Jupiter as a model. Peferencing the Intergovernmental Cooperation issue raised by the County, the City Manager stated the City has done the very best in addressing the annexation and concerns by meeting with municipalities surrrinding Palm Beach Gardens. The Council requested the Traffic Performance Standard Ordinance be placed on first reading and subsequent workshop agendas. The City Council requested the Mayor write a letter responding to the County's letter by January 19, 1988. EMS FOR DISCUSSION UAKBROOK CORPORATE CENTRE The petitioner is •equesting, as a temporary conditional use, the location of a modular unit, for routine business f Dean Witter Reynolds, Tnc., while the permanent structure will be leasing is under construction as part of "Oakbrook Corporate Center' PUD, within the 14.14 -acre parcel on the southwest corner of PGA Boulevard and U.S. Hiphway 01. The City -until determined th,_ ontitioner would need to apply for an amendment to the nrc'inance 17, 1986, which created "Oakbrook Corporate Centre” PUD (f /k /a "Financial Center "). rhP Council stated that when the petitioner came back before them the would like to see elevations of the sign, and that the petitioner give some thought to the sign on the front of the modular unit. E MY CUNCIL WORKSHOP WET1NG, 1114188 PAGE 10 GARDENS EAST PLAZA Mr. Jim Fullwood, authorized agent for Gadco, addressed tho City Council ® requesting to amend the "Gardens East Plaza" shopping center PUD created 611„i8l by rresolution 44, 1981, on the northeast corner of Alternate A -I -A and Lighthouse Drive, providing for location of two leasing signs. Mr. Fullwood requested to move the existing 4' x 8' sign on Lighthouse .Drive, and install an 18, x 8' sign on Alternate A -1 -A for leasing our - ,noses. Councilman Kisalewski stated this was in violation or the City's Sign Codn, since billboards are not permitted. After discussion, the petitioner agreed to a sign 8' x 121, no higher than 2 feet of the center line of the road, with landscaping and Iattic work. The City Council requested the City Attorney prepare a resolution for this request. GARDENS PLAZA PUO Mr. Dan May of Ferrin Sign Comoany, authorized agent for First Partners, addressed the City Council re: amending the "Gardens Plaza" PUD created 3121185 by ordinance 3, 1985, on the southwest corner of PGA Boulevard and Fairchild Gardens Avenue, providing for the addition of a monument sign advertising three (3) tenants. Mr. May stated the requested sign is 6' x o' in size with three panels with tenants names treat would be 18" x 1011, with the copy being illuminated. Councilman Kiselawski stated this sign Is similar to a pole sign, which is one type of sign the Council is con- sidering not permitting in the new sign code. Several Council members felt the existinq sign was in violation of the City code and requesteo cooie�� or the original ordinance to determine what was approved. The City Council requesters further research by the City staff and this item be scheduled for another workshop agenda. DIOCESAN CENTER AND BISHOPS RESIOENCE Attorney Stnve Mathison addressed the City Council re: Diocesan Center and iBishops Residence proposed to be located as southerly expansion of CITY COLNUL WORKSHOP MEETING, 1114188 PAGE 1I 14.457 -acre St. Ignatius Loyola Catholic Cathedral on the southwest corner approval at their Regular Meeting of January 21, 1988. CYPRESS HOLLOW Attorney Raymond Royce, authorized agent for Sabatello Development Corporation, III, addressed the City Council re., annexation of 18.9 -acre ":y ress Hollow" subdivision (approved February 10, 1987, by the Palm Beach CountyCommission as a Special Exception to allow a Planned Residential Development and recorded 5128187 In Plat Book 56, Pages 147 J 148, Palm Beach County Official Records), located on the rnrthwest corner of the intersection of lake Park West Road (alkla S.R.809A or Northlake of N. Military Trail and Holly Drive within 4.513 -acre parcel ar)— i ;<V0i70#,ed 12 /lI00 at 9999 N. Military Trail, Palm beach Gardens. Attorney Mathison stated the landscaoing for the project has been designed so that the landscaping will be both for the Diocesan Center and the existing St. Ignatius Loyola Cathedral. The church has cIenred the debris around the pond area and has installed a sprinkler system, as well as half of the sod. The South Florida Water Management District will require the retention pond to be enlarged somewhat, so the remainder of the sod will not be put in place until this is accomplished. One of the conditions of approval by the Site Plan and Appearance Review Committee was proper shielding of the compressor, which Is 8 feet wide by 15 feet long. The Council requested the compressor be "tucked in" behind trees so that it Is not visable from the street and to design a sound screen. The petitioner agreed to install a sidewalk on Military Trail and Holly Drive, and to install a walkway from the Diocesan Center to the Cathedral. Councilman Xiselewski requested the City Forester investigate whether the present landscaping at St. Ignatius Loyola Cathedral Is in compliance with the City's Landscaping Code. The City Council will consider this item for approval at their Regular Meeting of January 21, 1988. CYPRESS HOLLOW Attorney Raymond Royce, authorized agent for Sabatello Development Corporation, III, addressed the City Council re., annexation of 18.9 -acre ":y ress Hollow" subdivision (approved February 10, 1987, by the Palm Beach CountyCommission as a Special Exception to allow a Planned Residential Development and recorded 5128187 In Plat Book 56, Pages 147 J 148, Palm Beach County Official Records), located on the rnrthwest corner of the intersection of lake Park West Road (alkla S.R.809A or Northlake CITY COMM WORKSHOP MEETING, 1114188 PACE 12 a.m. Boulevard) and Consisting of 56 single- family home sites. After much discussion the petitioner agreed to wait until the referendum elections on t-­ — n- vition ., Steeplachosc so as to assura this property is more substantially contiguous to City property. The City Council deter- mined first reading of this proposed Ordinance would be Marc?-, 1, I988. PRESTON COURTS Mr. Robert Frein, Vice President of Golden Development Company of Palm ??ac ". nty, ,daressed the :.Lty Council re: "Preston Courts" multi- family PUD proposed to be located within 4.789 -acre M -18 Tr8ct of the PGA Natlorai PCD, and consist of 34 duplex units. County Sanitation has requested the owners in iinJts 1, 2, 3, snd 4 bring their garbage to the curb side as the trucks would have a hard time getting into this area. Mr. Frain discussed elevations and unit sizes. There are 95 parking spa- ces provided on site, which is 2.8 spaces per dwelling unit. One space per unit consist of a one -car oararlP, 7e Sn?Ces on &ive -way aprons, and 27 spaces scattered throughout the project. A discussion ensued re. the layout of the duplexes. The petitioner will take into consideration the Council's suggestions re: unit north of the entranceway. The Council will consider a resolution for adoption of this project at their Regular Meeting of January 21, 1988.
