HomeMy WebLinkAboutMinutes Council 092288CITY COUNCIL dak REGULAR MEETING or CITY OF PALM BEACH GARDENS SEPTEMBER 22, 1988 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 8:00 P,M. in the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flac, ROLL CAL'_ The Deputy City Clerk tailed the roll and present were: Mayor Feeney, Vice 1finyor Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kiselewski. ITEMS BY THE CITY MANAGER RECOMMENDATION- VEHICLE TOWING SERVICE Pursuant to a recommendation made by the City Manager, a motion was made and unanimously approved to award the Vehicle Towing Service contract to Lyons Towing of Lake Park. PLANNING AND ZONING DIRECTOR The City Council requested the City Manager schedule a meeting with the person he recommended to be appointed as Planning and Zoning Director. PRESENTATION SOLID WASTE AUTHORITY Ms. Mixon, representing the Solid Waste Authority, made a presentation to the City Council re: participation in a curbside recycling pilot program to be operated for a 6 to 9 month period by the Solid Waste Authority of Palm Beach County. It was the concensus of the City Council to par - ticipate in this program, and will consider the adoption of a resolution at this meeting to put this into action. ORDINANCES )RDINANCE 39, 1988 Mayor Feeney declared the Public Hearing open, which was advertised 9/7/88, 9/18/88 and 9/21138, and held on the intent of Ordir)nr_e 39, 1988, CITY COUNCIL REGULAR MEETING, 9/22188 PAGE 2 providing for the adoption of the City's Budget for the 198811989 Fiscal Year. There being no commcnts from the public, Mayor Feeney declared the Public Hearing closed. Per a unanimous vote of the City Council the Deputy City Clerk read, by :l.le achy, on secono and final reading, Ordinance 39, 1988. Ordinance 39, 1988, was unanimously adopted by the City Council. RESOLUTION 77, 1988 Per a concensus of the City Council the Deputy City Clerk read, by title only, Resolution 77, 1988, levying a tax of 3.79 mills on non - exempt real and personal property located within the corporate limits of the City for the year ending December 31, 1988. Resolution 77, 1988, was unanimously adopted by the City Council. RESOLUTION 78, 1988 Per a concensus of the City Council the Deputy City Clerk read, by title only, Resolution 78, 1988, establishing and adopting the range and the minimum and maximum salaries of the job classifications in the Merit S.stem of the City. Resolution 78, 1988, was uianimuusly adopted by the City Council. RESOLUTION 79, 1988 Per a concensus of the City Council the Deputy City Clerk read, by title only; Resolution 79, 1988, increasing the annual salary and continuing the ernploymsnt benefits of the City Manager for the Fiscal Year October I, '988, through September 30, 1989. Resolution 79, 1988, was unanimously adopted by the City Council. RESOLUTION 80,1988 Per a concensus of the City Council the Deputy City Clerk read, by title only, Resolution 80, 1988, reappointing individuals /firms to various offi- ces of the City. Resolution 81, 1988, was unanimously adopted by the City Council. RESOLUTION 82,1938 F,er a concensus of t`_ C't the Deputy City Clerk read, by title only, Resolution 82, 1988, authorizing and directing participation in a curbsid recycling pilot program to be operated for a six to nine month period by t`:e Solid Waste Authority. By a vote of 3 ayes and 2 nays, Resolution 82, 1988, was adopted by the City Council. Mayor Feeney and Vice Mayor Martino cast the nay votes, feeling a different neighborhood should have been selected for the pilot program. RESOLUTION 83 „1988 Payor 7 °2ney declared the Public Hearing open, which was duly advertised 9/7/88, and held on the intent of Resolution 83, 1988, amending the 100.2 -acre "The Gardens” regional shopping mall (created 11/15/84 via Resolution 62, 1584, and amended 5/15186 via Resolution 21, 1986) pro- viding for the sale /service of alcoholic beverages, for on- premise con- sumption at "The Polo Grille "4 located in Space # F141 of "The Gardens" shopping mall, 3101 PGA Boulevard, Palm Beach Gardens. Resolution 83, 1988, was unanimously adopted by the City Council. There being no comments from the public, Mayor Feeney declared the Public Hearing closed. Per a concensus of the City Council the Deputy City Clergy: read, by title only, Resolution 84, 1988. Resolution 84, 1988, was unanimously adopted by the City Council. RESOLUTION 85,1928 Per a concensus of the City Council the Deputy City Clerk read, by title only, Resolution 85, 1988, creation of "Eagleton Estates" PUD, proposed to consist of 58 single - family zero lot line homes, to be located within 14.3 -acre M -32 Tract of the PGA National PCD. Resolution 85, 1988, was unanimously adopted by the City Council. RESOLUTION 86,1988, Per a concensus of the City Council the Deputy City Clerk read, by title only, Resolution 86, 1988, providing for the payment of longevity benefits to the regular employees who are under the Merit System Rules and Regulations of the Cite. Members of the City Council expressed their concern re: increase in longe- vity benefits and the provision of longevity benefits. Resolution 86, 1988, was adopted by the City Council by a vote of 4 ayes and 1 nay. Mayor Feeney cast the nay vote stating competency should be rewarded instead of length of time on the job. ORDINANCE- ORDINANCE 44,1983 Per a unanimous vote of the City Council the Deputy City Clerk read, by title only, on first reading, Ordinance 44, 1988, amending the first paragraph of Section 30.15 of Chapter 30 of the Palm Beach Gardens Code by setuting forth that the City Council each month shall hold 2 Regular CITY COUNCIL REGULAR MEETING, 9/22188 ITEMS BY THE MAYOR AND COUNCIL PAGE 5 r,aet,ng� and 2 Worksnop Meetings with the day, time and place of such meetings to be established by a Resolution of the City Council. MAYOR FEENEY Mayor Feeney received a letter fi= the Palm Beach Gardens high School Advisory Board stating they would be a meeting on September 27, 1988, at 7:30 r.M., and requested a member of the City Council be appointed to that Board. Per a concensus of the City Council, Vice Mayor Martino was appointed to that position. COUNCILWOMAN MONROE Councilwoman Monroe reported attending the Recreation Advisory Board meeting, along with Vice Mayor Martino. COUNCILMAN ALDRED Councilman Aldred reported on a television ad of the Palm Beach County Is Fire Service requesting volunteers, and reminded the City Council that during the annexation procedures this group felt Palm Beach Cardens fire service was inadequate because they used volunteers. COIJNC'' LM "N eISELEW.SK: Councilman Kiselewski referenced a Resolution received from the City of Boca Raton which opposes the County's action re: Countywide Impact Fees. Councilman Kiselewski felt the City should also pass a resolution opposing these fees. The City Council was unanimous in agreeing with the imposing of �mpact fees, however, some members of the City Council did not feel chat the County should be the entity imposing these fees. It was requested this item be placed on the workshop agenda of October 6, 1988. VICE MAYORR. MARTINO vice Mayor Martino acknowledged a copy of a letter received from the City of Boca Raton requesting a retainer wall to buffer I -95 from residents to ''91P with the noise.
