COURSES The City Manager had given each member of `.he Council a recommendation on
the public golf courses affording the City an opportunity to have a muni-
cipal golf course in the future. The City Council unanimously approver
the City Manager submiLting a letter to Cushman Wakefield stating the City
is interested in the concept of obtaining a municipal golf course.
COALITION FOR THE
RIGHT TO VOTE The City Manager gave each member of the Council a letter from the
Coalition For the Right to Vote, in response to his request that they
research the cost of labels to send out information re: single member

OCTOBER 6, 1988
The Regular Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 11:15 P.M. in the Assembly Room of
the Municipal Complex, ,0500 North Military Trail, Palm Beach Gardens,
Florida, and opened witl, the Pledge of Allegiance to the Flag.
ROLL CALL
The City Clerk called the roll and present were: Mayor Feeney, Vice Mayor
Piart:no, and Councilman Kiselewski. Councilman Aldred and Councilwoman
Monroe were absent as they were out -of -town.
APPROVAL OF
MINUTES
The minutes of the Workshop and Regular Meetings of 9/1/88, 9/8/88,
9115/88 and 9/22/88 were unanimously approved as written.

FIRE ENGINE WITH
1250 GPM PUMP
Per the recommendation of the City Manager the City Council unanimously
approved the awarding of the bid received 9/22188 for a Fire Engine with
1250 GPM pump capacity to the Ten -Eight Company, the lowest bid, in the
amount of $240,987, subject to obtaining a lease /purchase agreement.

Contingency Account.
ECONOMY INNS
1he Cite Manage^ re,crted he is appealing the decision of the Site Plan
and Appearance Review Committee approving the site plan for "Economy
Inns ", based on traffic flow and ingress and egress problems, to be
located on 1.4 acres adjacent to "Scotty's ".

CITY CLERK
The City Manager stated each Council member had received a letter of
resignation from the City Clerk, effective November 11, 1988.
The City Council requested the City Clerk retract her letter of resigna-
tion. allow the Pianning and Zoning Department to get organized and then
determine if existing problems have been solved.

Councilman Kiselewski statea he would like to see the new "keys to the
City" be given out to individuals, feeling they could have been used at
the Grand Opening of "The Gardens" mall.
Councilman Kiselewski requested the Code Enforcement Officer .isit
Loeh;wn's Plaza since they have never finished screening all the air con-
ditioning units. Councilman Kiselewski also requested the Code
Enforcement Officer inform Taco Bell on Northlake Boulevard that the fTags
they have installed around the upper portion of the building are not
allowed. Councilman Kiselewski also requested election signs around the
C'Ity be removed, and also requested letters be sent to have billboards
around the City be removed.

MARTINO _ Vicp Mayor Mart,% ,,: :ti "The Gardens" mall has finally been realized and
congratulated t;e City Council, City Manager and all department heads on
the effort that was put into having this mall completed. Vice Mayor
Martino stated the Building Department particularly deserved recognition.

seven member districts it also include other ballot issues, such as coun-
tywid impact fees, traffic performance standards, etc. Vice Mayor
Martino stated perhaps a special issue of the City Newsletter would be
appropriate to send this information to the residents.
MAYOR FEENEY Mayor Feeney requested the stop signs at "The Gardens" mall be reviewed,
feeling there were more signs needed.
RESOLUTIONS
RESOLUTION 88,1984 Per the consensus of the City Council the City Clerk read, by title only,
,Resolution 88, 1988, appointment of a City Planning and Zoning Director,
=ffective November 7, 1988.
Resolution 83, 1988, was unanlmnusly adopted by the City Council.
RESOLUTION 89,1988 Per the r_oncen,us of the City Council the City Clerk read, by title only,
Resolution 89, 1988, approving the Employment Agreement with the Service
Employees International Union, as bargaining unit and agent for certain
Public Works and oarks Maintenance employees.
Resolution 89, 1988, was unanimously adopted by the City Council.
RESOLUTION 90,1988 Per the consensus of the City Council the City Clerk read, by title only,
Resolution 90, 19 °8, requesting the Board of County Commissioners to
withdraw the issue of County -wide Impact Fees from the November 8, 1988,
ballot. The City Council unanimously agreed to amend Resolution 90, 1988,
Section 2. by adding the word "certain" impact fees.

ORDINANCE 45, 1988 Per a unanimous vote of the City Council the City Clerk read, by title
only, on first reading, Ordinance 45, 1988, adopting "Traffic Performance
Standards" for the C+_,.
The City Council will workshop Ordinance 45, 1988, at their Workshop

APPROVAL
Meeting of October 20, 19 68, and exercise a Public Bearing for con-
sideration second reading and adoption on October 27, 1988.
Per a request ct the petitioner, the City Council unanimously agreed to
recess until the Regular Meeting of October 27, 1988, modification to the
City's Comprehensive Land Use Plan /Map adopted 11/21185 by ;ordinance 22,
1985, providing for "Planned Community Development" land use designation
on a 102.7 acres, more or less, located between Alternate A -1 -A and
Interstate -95, north of Burns Road, within Sections 1 & 12, Township 42
South, Range 42 East, and Sections 6 & 7, Township 42 South, Range 43
East.
There being no further business to discuss, the Regular Meeting was
aniourned at 2:18 A'M.
