HomeMy WebLinkAboutMinutes Council 090188 WorkshopCITY COUNCIL to WORKSHOP MEETING CITY OF PALM BEACH GARDENS SEPTFMBER 1, 1988 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 8:00 P.M. 1n the Assembly Room of the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The City Clerk called the roll and present were: Mayor Feeney, Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman. Kiselewski. ANNOUNCEMENTS Mayor Feeney announced the City's Administrative Offices will be closed Monday, September 5, 1488, in observance of "Labor Day ". Mayor Feeney announced there would be a mcet ;ng of the Site Plan S Appearance Review Committee on Tuesday, September 5, 1988, at 7:30 P.M. _ORDINANCES ORDINANCE 32, 1988 Attorney Lawrence Smith, authorized agent for F. F. Adams, Jr., addressed the City Council re: Ordinance 32, 1986, creation of "Prosperity Centre" PUD on 10.23 acres, more or less, with land uses permitted being thosa as set forth in the CG -1 General Commercial District of the Palm Beach Gardens Code, located, in general, south of PGA Boulevard, east of Prosperity Farms Road, proposed to consis� of 156,420 sq. ft. of hotel, retail sales and office space. Attorney Smith reviewed amendments to the proposed plans, including location of the hotel (moved west approximately 20 feet), reducing the hotel to 5 stories and changing the configuration, Mr. Joe Pollack addressed the City Council re: traffic concerns, par- ticularly entrances and exits to the site. The City Council expressed concern re: traffic on PGA Boulevard. The City Council requested the developer contact the Department of Transportation to pursue the installa- tion of a traffic signal on PGA Boulevard. Mr. Pollack, in resp °rse t,,� CITY COUNCIL WORKSHOP MEETING, 911/88 0 PAGE 2 Vice Mayor Martino, stated this PUD would provide 28% less traffic on PGA Boulevard than what the traffic would be if this parcel was developed under straight zoning development. Councilman Kiselewskl requested the developer consider moving the median cut on Prosperity Fauns Road to Ilae- up with the exit from this project. Attorney Smith stated his client will Pscrow monies to provide for the traffic light on PGA Boulevard. Attorney Smith stated that his client, Mr. Adams, has agreed to purchase the property to the south of this project which is presently being con- sidered by the City Council for annexation. The City Council requested this property be combined with the Prosperity Centre project with Unity of Title. Councilman Aldred requested the "step -up" configuration of the hotel be flipped to the other side of the hotel in an effort to move the hotel height away from the existing residents. Mayor Feeney stated he would prefer the property to the south being a pzrt of this PUD. Vice Mayor Martino suogesied Attorney Smith meet with the City Attorney re: drafting of Ordinarce for the "Prosperity Cantre" and include in the draft specific references to the uses requested and that the remaining issues concerning retail type leases not include doctor's offices, any further restaurants or niyht clubs. It was the concensus of the City Council to place this on first reading on September 15, 1988. ORDINANCE 35,1988 Attorney David M. Shaw, authorized agent for 50 +% of "Horseshoe Acres" property owners and City, addressed the City Council re: "involuntary" annexation of 293.72 acres, including 269.83 -acre unrecurced plat of 6 " Horseshow Acres ", fronting on the south side of Northlake Boulevard at CITY COUNCIL WORKSHOP MEETIN ;, 9/1/88 0 PAGE 3 Kelso Drive. Mayor Feeney stated the City is in receipt of a letter from Mr. Stan Redick of the Palm Beach County staff informing the City of their concerns re: creation of a pocket on the north side of Northlake Boulevard, and requested this petition be postponed or denied until an Interlocal Agreement was signed. Councilman Aldred pointed out an Interlocal Agreement was recently signed with Palm Beach County, wherein It was stated the City and the County would work together to eliminate all pockets in this area. Attorney Shaw stated over 80% of the residents of Horseshoe Acres have voted in favor of annexation into the City. The City Council requested the City Attorney explore the problems expressed in the letter from the County and report to the City Council. The City Council expressed no concerns to this annexation petition. ®ORDINANCE 36,1988 The City Council expressed no concerns re: Ordinance 36, 1988, annexation, under Palm Beach County Development Regulations, of 7 acres, more or less, located within Section 34, Township 41 South, Range 42 East, fronting on south site of Hood Road, approximately 1/2 milt west of the Sunsnine State Parkway (a /k /a Florida's Turnpike), per the petition of Bonnette Shooting Preserve, Inc. Mayor Feeney stated the City is in receipt of a letter from Palm Beach County supporting this annexation. The City Council requested the City Clerk place Ordinance 36, 1988, on a future agenda for first reading. ITEMS FOR DISCUSSION ANNEXATION- 4.15 ACRES The City Council expressed no concerns re: annexation, under Palm Beach County Development Regulations, of 4.15 acres, more or less, located approximately 1/2 mile west of North Military Trail, south side of n• ^nald Ross Road, per the petition of the City with the consent of Donald Ross CITY COUNCIi. ANNEXATION -5 ACRES The City Council expressed no concerns re: annexation, under Palm Beach County Development Regulations, of 5 acres, more or less, located 1/4 mile ,„est of North Military Trail, on the north side of Hood Road, per the petition of the City with the consent of "The Northern P .alm Beach County Jewish Community Center ". Mayor "eeney noted Palm Beach County supports this annexation petition. ANNEXATION -3 ACRES The City Council expressed no concerns re: annexation, under Palm Beach County Development Regulations, of 3 acres, more or less, located fronting on the north side of Hood Road, b:_tween North Military Trail and Alternate A -1 -A, per the petition of the City with the consent of "The Church of ® Jesus Christ of the Latter -Day Saints ". Mayor Feeney noted Palm Beach County supports this annexation petition. PRESTON LAKES PUD Ms. Laurie Schwab rearesenting the Preston Development Venture, addressed the City Council re: amending "Preston E_a�es" PUD credted 11 /6 /8E bl, Resolution 50, 1986, on 5 -11 Tract of the PGA National PCD. Ms. Schwab stated the developer is requesting a reduction in the number of homes in this development from 29 to 19, thereby reducing the density and providing a wider lot. 'he City Council expressed no concerns re: this request and directed the City Attorney to prepare the necessary documents. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 10:00 P.M. E
