HomeMy WebLinkAboutMinutes Council 060288The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 10:08 P.M., subsequent to a Workshop Meeting, in the As�embty Room of the Municipal Complex, 10500 North Military Tre °;, Pal,— Seao: uardrns, = 'icrtaa. + The City Clerk called the roll and present were: Mayor Feeney, Vice Mayor Martino, Councilwoman Monroe and Councilman Kiselewski. Councilman Aldred was not in attendance due to another commitment. The minutes of the Workshop and Regular Meetings of May 19, _.,88 and May 26, 1988, were unanimously approved as written. + The City Manager stated each Council member received a notice of the Planning Council meeting on June 3, 1988, at 8:30 a.m. and tomorrow after- noon at 5:00 p.m. The 5:00 P.M. meeting will be a Public Hearing for the adoption of an annexation policy. The Mayor and City Manager were directed to write a letter to the Ccuntywide Olanning Council to be read at the meeting indicating that if they usurp the powers granted to them by the electorate the City will take them to court. The letter will also request a cop, of the legal opinion that was rendered by their attorney as well as the back -up references. Vice Mayor Martino stated the letter should also state the City would like to reserve judgement on this annexa- tion policy until such time as we receive these comments back. The City Council directed the City Manager to negotiate these proposed boundaries with surrounding municipalities. Mayor Feeney reouesCed the City Clerk place on the agenda by July 1, 1988, the discussion of the elimination of all non - residents in the use of faci- lities in the City of palm Beach Gardens. •a• as $� Vice Hdyor Martino reported approximately 2 months ago he and Commissioner Marcus had a meeting with residents of Mary Circle, Sunset Drive and Dania Drive area. Vice Mayor Martino, as directed, obtained information from Seacoast Utilites and met with Commissioner Marcus and the City Manager this morning. It was determined it would cost approximately $330,000 to hook -up these residents with water and sewer, not including the plumbing necessities to take it from the house to the street connection. Vice Mayor Martino discussed this with the Burg and DiVosta Corporation and they indicated they would consent to pay 1/3 of this expense, providing the County drop the law suit. Commissioner Marcus stated she will get back to the City on this proposal. Vice Mayor Martino stated they also discussed the area between Donald °oss Road and PGA Boulevard. Commissioner Marcus stated she has concerns about the accuracy of the Traffic Modal and she has asked the staff to study it over the next two years and report their findings to the County + + Councilwoman Monroe stated when the Council approved the "PEG Prescription Shop" witnin the medical office on Burns Road, there were not to be any signs and there is a sign advertising this service. The Council requested the Code Enforcement Officer be notified of this violation. + In response to Councilman Kiselewski, Attorney Bill Brant stated the sign code ordinance and the waste ordinance will be ready for review next week. Councilman Kiselewski stated he would like the Council to be able to determine what could be built on a piece of property under straight zoning when it is compared with what is proposed under a PUD. OEM +•+ ' Mayor Feeney declared the Public Hearing open, which was duly advertised May 18, 1988, and held on the intent of Ordinance 24. 1988, placing a moratorium on pole signs in the City. There teing no comments from the public, Mayor Feeney declared the Public Hearing closed. Per a unanimous vote of the City Council the City Clerk read, by title only, on second and final reading, Ordi ance 24, 1988.
