The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was ca�led to order +)y 11.vor Feeney at 8:00 P.M. in the Assembly Zoom at
the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens,
Florida.
+ The Deputy City Clerk called the roll and present were: Mayor Feeney,
Vice Mayor Martino and Councilman Kiselewski. Councilwoman Monroe arrived
at 8:20 P.M. and Councilman Aldred arrived at 8:55 P.M.

Lf3Ydl P; 'CHURCH A number of residents living near St. Ignatius Loyola Church addressed the
C tv Council expressing their concerns re: construction, retention pond
being too close to homes, ana trees that have been bulldozed. The City
Council requested the City Manager attempt to arrange a meeting with
representatives from St. Ignatius and a committee of homeowners to try to
resolve some of the concerns. The City Council informed the residents
that there was nothing they Could force the Church to do, however, wou! -,
attt•mnt to have them respond to the residents' concerns. The City Council
directed Ed Mitchell, Assistant to the City Manager, to take the name= of
residents who wanted to serve on a committee to meet with St. (gnat :us,

the City Council re: problems and noise caused by children skateboarding
In Sandalwood. Mr. Landers stated he has notifled the pollee and
President of the NomEowners Association at Sandalwood, however, the

problem still exists. Mr. Landers felt these same children were also
selling drugs. The City Attorney stated the City cannot enforce the rules
and regulations or the Homeowners Association, however, Mr. Landers could
file a civil suit. The City Attorney stated any criminal activity coula
be handled by the City.
Mr. Rinehart, 3333C Mertdian Way North, President of the Homeowners
Association of Sandalwood, addressed the City Council stating
their Board of Directors were confused as to what they could do to resolve
the problem with children being a nuisance skateboarding in their neigh-
borhood. The City Attorney advised Mr. Rinehart that the answer to this
problem would be Circuit Court.

M;_. Chester Armholl, 3229D Gardens East Drive, addressed the City Council
stating she has had problems with the same children skateboarding and
blocking access to her property.
Mr. Shawn McAllister of Mary Circle stated he has set up a meeting between
Vice Mayor Martino, Commissioner Marcus and homeowners to discuss the
enclaves in the scuth area on Ppr'i 4, 1388, at 7:30 P.M. at the North
County Senior Citizens Center.

Mr. Sam Carsillo, resident of Palm Beach Gardens, addressed the City
Council re: library, insurancc, and dual taxation.

Mayor Feeney stated Resolution 18, 1988, requests the legislature not to
give the Northern Palm Beach County Water Control District the authoriza-
tion to enter into the utility business, It was the consensus of the C1Lr
Council that the last paragraph beginning with "WHEREAS" becc! the first

Council re: Ordinance 17, 1988, modifying the "Clocktower" Professional
Office PUD created 12/19/85 by Ordinance 19, 1985, providing for iden-
tification wall signage for the individual tenants. Councilman Kiselewski
stated that the City's S;qn Code, as it present'sy stands, does not specify
signage ,allowed in PO - Professional Office District. Councilman
Classification. The City Council had no objections to this proposed
Ordinance, and will consider adoption of Ordinance 13, 1988, at their
Regular Meeting of April 21, 1988.

The City Council briefly discussed Ordinance 13, 1988, which would provide
for annexation of 18.9 acre "Cypress Hollow" subdivision (approved 2/10187
by the Palm Beach County Commission as a Special Exception to allow a
Planned Residential Development and recorded 5/28/87 in Plat Book 56,
Pages 147 & 148, Palm Beach County Official Records), located on the
northwest corner of the intersection cf Lake Pa ,k west Road (a!k /a S.R.
809A or Northlake Boulevard) and consisting of 56 single- tamily home
sites. The City Council had no objections to this proposed Ordinance ano
will consider adrption of Ordinance 14, 198P., at their Regular Meeting of
April 21, 1Q89,

units, with the land uses being those as set forth in the RM - Residential
Kiselewski stated h^ has been updating the Sign Code and will submit his
First draft to the City Council later this evening. The City Council
approved of the signage that the Clocktower was now using, however felt an
amendment to the PUD was necessary. The City Council will consider appro-
val of Ordinance 17. 1988. �it their Regular Meetinq of April 14, 1988.

Nr. Chester Jezowski of Blue Boar Taverns, Inc. addressed the City Council
re: permit as a "conditional use" in the CG -1 General Commercial Zoning
District, the retail salelservice of alcoholic beverages. including
liquor, beer and wine, for on- premise consumption at "North Board Tavern"
located within "Palm Beach Gardens Square" shopping center, 4240 Northlake
Boulevard, Palm Beach Gardens. Mr. Jezowski stated there would not be
any live entertainment in this establishment, and the tavern will be open
from 11:00 A.M. to 3:00 A.M. Councilwoman Monroe stated she was against
granting the variance to the distance requirement of 750' between alcoho-
lic beverage vendors for this type of establishment, however, requested
staff to determine if there is ample parking available for finis business
In the Palm Beach Gardens Square shopping center.
The City Council will consider approval of this conditional use, as well
as approval of a variance to `he distance requirement of 750' between
alcoholic beverage vendors, at their Regular Meeting of April 7, 1988.

Mr. Hank Skokowski of Urban Design Studio addressed the City Council re:
annexation of 28.14 acres located approximately 800 feet south of
Northlake Boulevard between the east side of Burma Road and the C -17
Canal: ana simultaneous approval of a PUD to consist of 282 condominium
units, with the land uses being those as set forth in the RM - Residential

® Medium Density District. Mr. Skokowski brie,. , discussed the site plans,

Councilwoman Monroe stated she would need more information re: traffic in
the general area, and the possibility of decreasing the number of units
per acre. In response to Councilman Kicelewski, Mr. SkOKOwski stated this

provide answers for expanding Northlake Boulevard to meet level of service
°C ", which cannot be done. Councilman Aldred stated he is interested in
more information re: traffic impacts. The City Council felt the developer
would have to pay recreational impact fees, since the residents of this
project would be using City recreational facilities. Vice Mayor Martino
requested the petitioner discuss sprinkler requirements with the Fire
Chief. The City Council requested Mr. Skokowski present more detallad

information at a subsequent workshop meeting re: traffic, including any
roads that would be impacted within 5 miles of this site. Councilman
Kiselewski requested Mr. Skokowski provide the Council with a written
report before his next meeting, detailing traffic plans. Mayor Feeney
stated he is not in favor of the density /intensity; that he has a philo-
sophical problem annexing any more property south of Northlake Boulevard
and east of Military Trail; feels this affordable housing is in the wrong
location, feeling the traffic will have a considerable impact on Northlake
Souieva -d and Burma Road; does not like the massiveness of the buildings;
and does not like the 9' x 20' parking spaces. The City Council stated
the processing of petitions will be slowing down until the City has
adopted a Traffic Performance Standard, which is expected to take approxi-
mately 2 months.
Mrs, Debra Brookmeyer, a resident in the unincorporated area adjacent to

this project, expressed her concerns with the intensities of this proposed
project and the traffic impacts. Mrs. Brockmeyer thanked the City Council
for their responsible attitudes towards this developmrnt. Mrs. Brockmeyer
statea the residents in her area will not consider annexation into the
Town of Lake Park.
There was no representative present to discuss amendirg the City's CG -1
General Commercial Zoning Classification, providing for, as a conditional
use, an enclosed structure for the purpose of spray - painting boats.
There being no further business to discuss, the Workshop Meeting was
adjourned at 12:20 A.M.
