HomeMy WebLinkAboutMinutes P&Z 120788CITY OF PALM BEACH GARDENS PLANNING & ZONING COMMISSION DECEMBER 7, 1988 SPECIAL MEETING The special meeting of the Planning and Zoning Commission of the City of Palm Beach Gardens, Florida, was called to order by Chairman Don Vogel at 7:30 P.M. in the Palm Beach Gardens Commu- nity Center Auditorium, 4404 Burns Road, Palm Beach Gardens, Florida. The roll was called, and present were: Don Vogel, Chairman; John Toshner, Vice Chairman; Robert Hamner, Mike Rosen, Jeffrey Orn- stein, Members. Domenick Lioce, Alternate Member, was not in attendance. Public Hearing - Recommendation to City Council re: Rezoning 1311.51 acres, including site commonly known as "J.D.M. Country Club ", located, in general, between PGA & Northlake Blvds. and N. • Military Tr. & Turnpike, from present City zoning classifications of RS -2 (Residential Single Family District), PDA (Planned Devel- opment Area), Palm Beach County's zoning classification of AR (Agricultural District) (Comparable to City's Zoning Designation of AG) and RM (Residential Multiple Family, Medium Density Dis- trict) Comparable to City's Zoning Designation of RM) to City's zoning classification of PCD (Planned Community District), per petition of Hank Skokowski of Urban Design Studio and Attorney Raymond Royce, Autho. agents for Hansen - Florida, Inc. (Public Hearing recessed from 11/7/88) Mr. Richard Walton, Director of Planning & Zoning, stated that he has not received revised plans or any additional information since the last meeting. However, he has met with the applicant several times and is aware that the applicant has met with the City Engineer and Traffic Consultant and has provided information to them. Mr. Walton stated the City Engineer is still awaiting additional information, but has submitted his preliminary com- • ments. 1 • • Planning & Zoning Commission December 7, 1988 Mr. Walton pointed out a minor problem with the legal advertising for this project, as one of the existing zoning categories, RM, was noted as being a City designation, when it is actually a County zoning classification. Mr. Walton stated that this is not a major technical issue as it did not prohibit the public from being informed of the meeting. Mr. Walton stated it would be up to the applicant to decide whether to readvertise. Mr. Walton advised that a verbatim excerpt, from the November 22, 1988 Planning & Zoning meeting minutes of comments by the City Attorney, has been distributed to the Commission. Mr. Raymond Royce, Attorney for the petitioner, addressed the Commission and discussed concerns raised by residents at the previous meeting. Mr. Hank James, Spokesperson for the residents within the exist- ing JDM, addressed the Commission reporting on meetings held with Mr. Royce and members of the Hansen group. Mr. James stated he feels some progress has been made in attempting to resolve prob- lem issues and hopes to continue negotiations to a successful conclusion -- based on the premise that there will be no barriers of any type, including water treatment. Mr. Skokowski announced that the Hansen Company has retained the services of Golf Course Architect, Joe Lee, to do the work on the 3 existing courses. 2 • Planning & Zoning Commission December 7, 1988 Mr. Howard Searcy, Consulting Engineer, addressed the Commission presenting an overview of the proposed water management system. Mr. Steve Godfrey, Traffic Engineer with Kimley -Horn, addressed the Commission reviewing the Traffic Study prepared for this project. Mr. Godfrey reported the current levels of service on project area roadways and discussed improvements that would be needed to accommodate growth through the year 2000. Mr. Godfrey reviewed a detailed analysis of access points to the project -- where and how they should be provided. Signalization, long -range planning, timing of roadway improvements and traffic performance standards were also discussed. • Mr. David Kier, Landscape Architect with Urban Design Studio presented landscape plans and discussed the proposed buffer. Chairman Vogel requested more detailed information be distributed to the Commission at the next meeting regarding traffic and landscaping. Mr. Joe Lee, Golf Course Architect, addressed the Commission giving a brief history of the golf courses and discussed plans for the future. Chairman Vogel opened the Public Hearing. Mr. Ed Holloway, 100 D Vision Ct., President of Vision I Homeown- ers Association, addressed the Commission expressing concerns with drainage, lower water levels in canals, and with maintaining the historical integrity of the east golf course._ • 3 • Zoning Commission December 7, 1988 Mr. Al Bernard, Garden's Glen resident, addressed the Commission and asked why Garden's Glen was not included in Mr. James' repre- sentation of JDM homeowners. Mr. August Hernandez, Planning Specialist with the Palm Beach County School Board, addressed the Commission reporting on a meeting held with the petitioner to discuss the impact of this project on area schools and requested that the project not be approved unless the petitioner agrees to mitigate the educational impacts. Mr. Hernandez stated the petitioner has been very responsive and shares the School Board's concerns and he feels an agreement is forthcoming. • Mr. Dick Newman, 11811 Avenue of the PGA, addressed the Commis- sion requesting information regarding the type of buffering to be used in front of his condominium. n U Mr. John Parsons, 10108 Seagrape Way, requested information regarding membership rights for residents of the existing JDM area and objected to proposed changes to the east golf course. Mr. Doug Shupe, 4837 Holly Dr. stated a canal is located on the property of the last 3 homes on Holly Dr. and asked if the canal would be relocated. Mr. Ross Wilcox, 9008 Gardens Glen Circle, addressed the Commis- sion expressing concern with fire risk within the buffer area.. 4 • • Planning & Zoning Commission December 7, 1988 There being no further comments from the public, Chairman Vogel recessed the Public Hearing to Tuesday, December 20, 1988 at 7:30 P.M. ADJOURNMENT There being no further business to discus , the meet- ing was adjourned at 9:30 P.M. The next meet ng of the Planning & Zoning Commission will be held on Tue day, December 13, 1988.
