HomeMy WebLinkAboutMinutes P&Z 121388CITY OF PALM BEACH GARDENS PLANNING AND ZONING COMMISSION .DECEMBER 13, 1988 REGULAR MEETING The Regular Meeting of the City of Palm Beach Gardens, Florida, was called to order by Chairman Don Vogel, at 7:30 P.M. in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Garadens, Florida, and opened with the Pledge of Allegiance to the Flag. The roll was called by the secretary, and present were: Don Vogel, Chairman; Robert Hamner, Mike Rosen, Jeffrey Ornstein, Members; Domenick Lioce, Alternate Member. John Toshner was not in attendance. PUBLIC HEARING - Recommendation to City Council re: amending plans for architectural elevations, landscaping, site li.ghting, & parking lot of "Marriott Hotel ", approved 11/17/87 by Ordinance 209 1987, on RCA Blvd., per application of Thomas T. McMurrain, •` Vice President of Marpalm Corporation (adv. 11/28/88) Mr. Raymond Royce, Attorney representing the petitioner, ad- dressed the Commission stating that Ocean Properties is now the owner of the subject property. Mr. Royce stated the number of guest rooms has not changed and there are no changes to the footprint or interior. The only modification will be to the exterior appearance. Mr. Royce presented a print of the project as originally approved and pointed out the proposed changes to the facade and towers. The color scheme has been changed to coral /aquamarine and flower boxes and awnings have been added. Mr. Royce stated the loading dock has been repositioned. 1 Planning & Zoning Commission December 13, 1988 Chairman Vogel declared the Public Hearing open. There being no comments from the public, the hearing was closed. Mr. Rosen moved to recommend approval to the City Council for amending plans for architectural elevations, landscaping, site lighting, & parking lot of "Marriott Hotel ", approved 11/17/87 by Ordinance 20, 1987, on RCA Boulevard. Mr. Hamner seconded the motion which carried unanimously. WORKSHOP - Recommendation to City Council re: Creation of "Golf Estates Villas" High Density Residential PUD, proposed to consist of 16 townhouse units and be located on 1.5 acres contiguous to north of triplex existing on the northwest corner of Holly Drive and N. Military Trail, per application of Mr. Len Kirscke (adv. 12/12/88) The petitioner was not present. • Mr. Rich Walton, Director of Planning & Zoning, addressed the Commission stating the applicant was informed of this meeting. Mr. Walton advised that he has concerns regarding the subject petition and has made recommendations to the applicant that as yet have not been adequately addressed. Mr. Walton stated he feels the density is higher than desirable in that general area, approximately 10 units per acre, and is concerned with the project design, rear setback, ultimate right -of -way along Mili- tary Trail and aesthetics. • Mr. Lioce requested that the Commission be provided with a re- duced copy of the site plan prior to the next meeting. 2 • Planning & Zoning Commission December 13, 1988 PUBLIC HEARING - Recommendation to City Council re: Rezoning from zoning classification of M -1 Research and Light Industrial Park District to a zoning classification of PCD Planned Community District, 102.7 acres, more or less, located between Alternate A -1 -A and Interstate -95 and Burns Road & RCA Blvd., within Sec- tions 1 & 12, Township 42 South, Range 42 East, and Sections 6 & 6, Township 42 South, Range 43 East, per the petition of Attorney Larry Smith, autho. agent for PBG Development Associates (Public Hearing recessed from 7/26/88, 8/9/88, 8/23/88, 9/27/88, 10/25/889 11/9/88, and 11/22/88 meetings) (adv. 7/11/88 & 9/12/88) (NORTHCORP) Chairman Vogel stated the applicant has requested that the Public Hearing for this petition be recessed to the first meeting in January. Chairman Vogel recessed the Public Hearing to January 10, 1989 at 7:30 P.M. NEW BUSINESS Mr. Walton reviewed the "PUD's and Rezoning Application Review Schedule" with the Commission. The Commission complimented Mr. Walton for the work he has done on the schedule and expressed their appreciation for the good job he is doing. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 8:30 P.M. The next regular meeting of the Planning and Zoning Commission will be held on Tuesday, December 27, 1988. 3 Planning & Zoning Commission December 13, 1988 • A Special Meeting of the Planning & Zoning Commission will be held on Tuesday, December 20, 1988 at 7:30 P.M., at the Community Center.
