MILITARY TRAIL PALM BEACH GARDENS, FL 33410 627 -2558 PARKS AND RECREATION ADVISORY BOARD September 27, 1988 The Palm Beach Gardens Parks and Recreation Department Advisory Board met on Tuesday, September 27, 1988, at 7:30 p.m. in the Community Center. Present were Chairman Chuck Campbell, Art Kaminski, Lynne Bundick, Alan Shisgal, Chuck Goforth, Parks and Recreation Director, Doug Hood, and Mayor Dick Feeney. Chairman Campbell called the meeting to order at 7:40 p.m. He summarized the Board Meeting that was held September 20. First was the Community Center expansion adding 10,000 sq. ft. of space including a second story on the existing structure. This addition would allow additional classes • and maintain the quality of the present programs. Doug Hood will request funds for an architect's study, other options that might be available and cost. • The Board plans to review alternatives to over crowding of some classes and especially the Summer Program. One option may be to.utilize some of the local school facili- ties. Definate plans need to be made so a referendum could possibly be added for the March, 1989 election. The expansion for the Municipal Swimming Pool was discussed. Since the present pool does not met the resident's needs and is overcrowded much of the summer months, an adjacent 8 lane, 25 meter, shallow lap pool would alleviate some of the problems and fit in the surrounding area of the present pool.and jogging trail. In spite of the fact that a swimming pool is a high operational cost item, the resi- dents may be willing to pay for it. A survey would determine this. The condition of the fields at Lake Catherine was discussed. The fields are in need of repair, there is a safety factor, a maintenance problem and that fact that this is a remote facility. "QUALITY LEISURE SERVICES... JUST FOR YOU" w Dick Feeney stated he can foresee Foundation Land selling the Lake Catherine property for development and relocating the ball fields south of Howell Watkins Jr. High School. He is also hopeful Foundation Land may eventually donate land west of PGA Blvd. for a regional park. Chuck Campbell asked if names for a city -wide survey should come from tax rolls or voter registration rolls. The voters will be the ones making the decision if a referendum should pass. A survey should be a simple one with only a few questions and the taxpayers should be taken into consideration. Dick Feeney stated he would like to see more volunteers working with some of the recreation programs. More people are living here and less are participating. More citizens should get involved and become a part of the community. Doug Hood said Palm Beach Gardens is an effluent city and people here do not wish to volunteer their services - they are willing to pay for quality programs. There was a discussion on the Youth Athletic Association and their programs and the problems they have had getting direc- tors and coaches. It was suggested the Parks and Recreation Department may eventually run the baseball and basketball programs and have the Y.A.A. supply the volunteer coaches. • Doug Hood prepared and presented a report on non - resident participation in the Parks and Recreation programs. This report was also sent to the City Council members and because of the low percentage, the study should answer some of the questions that have been raised concerning non - residents. Doug Hood explained how the Soccer Program is set up and how the teams are divided. This is a contrast to the way the way the Y.A.A. runs its programs. Doug also complimented the Advisory Board for their interest and enthusiasm and stated they were on the right tract and to stay with the issues.
