ROLL CALL: The City Clerk called the roll and present were: Mayor Feeney, Vice Mayor Martino, Councilman Aldred, Councilwoman Minroe and Councilman Kiselewski . APPROVAL OF MINUTES The minutes of the Regular Meetine of 10115187 and the Workshop Meeting of 10122187 were unanimously approved as written. ANNOL►JCEMENTS Mayor Feeney announced there would be a meeting of the Planning and Zoning Commission as well as a meeting of the Palm Beach Gardens Fire Department, Inc., on Tuesday, Ncvember 10, 1987, at 7:30 P.M. SENTATION BY PALM LEACH GARDENS FIRE DEPARTMENT TO WINNERS OF "FIRE PROTECTION WEEK" POSTER AND ESSAY CONTESTS. Peter Bergel, Fire Marshal, stated the posters and essays were judged by the Women's Club. Peter Berqel announced `hr, the first, second and third place winners of the various age groups for the contest. Peter Bergel made presentations to members of the Women's Club for .heir help and par- ticipation in this contest. Kathy Arrants, on behalf of the PBG Fire Department Women's Auxiliary, made presentations to those individuals the riuxiliary judged as winners of the contests. ITEMS BY CITY MANAGER GENERAL AVIAITON AIRPORT STUDY Per the recommendation of the city Manager, the City Council unanimously approye,i payments of $14,484.06 and $598.71 for the City's 40% par- ticipation in the General Aviation Airport Study. The money will be taken fr(ni Council Contingency. SEACOAST UTILITIES The City Manager reported receiving a letter from Kidder Peabody to all those who submitted bids for the purchase of Seacoast Utilities approving th -m for the RF PORTS CO(JVCILMAN ALDRED Council )n Aldred reported attending the 5ite Plan and Appearance Review Con nittee meeting on Tuesday, November 3, 1987. Councilman Aldred informed the Committee they would be jr-c'v ^d in a joint reeting with the Council in the near future so they could discuss procedures and solutions to problems. COLVCILMAN KISE_L_Ew_j_KI Councilman Kiselewski reported receiving a copy of the new State Transportation Plan. ITFMS BY !MAYOR VICE MAYOR MARTINO V"ce Mayor ,Martino reported receiving proposed site selections for new ele- mentary and middle schools, and stated he was not i-i syra -ent with these site locations. Vice Mayor Martino felt the new locations should u� further west and closer to Central Boulevard. The Council reouested more information from the .School Board re: site selection. Vice Mayor Martino expressed concern re: boundary considerations for the School Board, stating the children now attending Palm Beach Gardens High School should be permitted to remain at that Sc,honl. Vicn M-vi`r M,:�:•tino stated the problems of the school board are understandable, but felt furthr -r studies were needed. RESOLUTION 86, 1987 Per the recommFndation of the City Manager, Resolution 86, 1987, was post- poned until a future Regular Meeting of the City Council. RESOLUTION 90, 1987 Mayor Feeney declared the Public Nearing ooen, which was duly advertised 10121187. There being no carrrcrts fram the public, Mayor Feeney declared the Public Hearing closed. Mr. ''Oardell of ".iessie's Seafood" addressed the Council statino there was a total of 160 seat capa- city (140 seats for the 7 ,-s:.aurant and 20 seats fcr lounge). Mr. Wardell stated the restaurant /lounge would eventually tie open from 6:00 a.m. and serve until 10:00 P.M. There being nn further comments, Mayor Feeney declared the Public Hearings closed. Resolution 97, 1987, was unanimously approved by the City Council. ORDINANCES INANCE 14, 7 Mayor Feeney declared the Public Nearing open, which was duly advertised 10121187, and held on the intent of Ordinance 14, 1987, amending the "Golden bear" commercial PLD, created 415184 by Ordinance 7, 1984, pro- viding for the addition of a monument sign and a drive -in bank facility, Per a unanimous vote of the City Council the City Clerk read, by title only, on second and final reading, Ordinance 14, 1987. Ordinance 14, 1967, was unanimously adopted by the City Council. ORDINANCCE 15, 1987 Councilwoman Monrne pointed out that the public park needed to be rc�noved from Ordinance 15, 1987, per past discussions. Per a vote of 4 ayes and 1 nay of the City Council the City Clerk read, by title only, on first reading, Ordinance 15, 1987, creating "Admiralty 11" PUD on 12.497 acres on the south side of PGA Boulevard, west of 1 -95, with CITY COLWIL REGULAR h£ETING, 1115187 PAGE_ 7 Councilwoman Monroe, the City Clerk reap, by title only, on firsr reading, Ordinance 17, 1987, mc,difying the City's Comprehensive Lan,, Nsf, Plan /,�fao adopted 11i121185 by ordinance 22, 1985, providing for a c'range in the delineation of the City's houndaries by a 8.05 -acre expansion within the land usages being those as set forth in the City's CG -1, General Commercial District, including providinq for the sale of alcoholic bevera- y„a for orr- premise consumption as a conditional use. The nay vote was cast by Councilwoman Linda Monroe. Councilwoman Monroe stated ;he did not Feel this Ordinance was ready for first readino since the majority of the Council has expressed concern with the intwnsity of fhi^ ,ro pct ?n traffic problems it would create. Members of the Council felt this first reading was simply procedural, and further workshopping of this project would still be needed. ORDINANCE 16, 1987 Per a vote of 4 ayes and 1 nay, with the nay vote being cast by Councilwoman Monroe, the City CIerk read, by title only, on first reading, Ordinance 16, 1987, annexing a 8.05 acre parcel of land located within Section 23 -42 -42 or the south side of Northlakc Bn- ulevard, at Howell Lane, and simultaneously created "Hidden Hollow ", a 6.25 u /o /a Planned Lhit Development, with usages as set forth in the City's Rs--4 - Single Family Residential District. The City Council will consider second rea,,7ino and adoption of Ordinance _ 1987, at their Regular Meeting of December 3, 1987. ORDINANCE 17, 1!'87 Based on the recommendations of the City Attorney, the City Council requested Ordinance 17, 1987, be Changed to reflect o -& units pFr acr- instead of 0 -5 units per a--re. Per the City Council the City Clerk was directed to modify Resolution 98, 1987, at the end of Section 1. striking out the last sentence and inserting "The colon coordination permitted shall be a uniform shade of brown, red, and white and a rombin3tion shall consist of two ,.olors. Resolution 28, 1987, was approved by the City Council by a vote of S ayes and 2 nays, with Mayor Fenopy and Councilman Kiselewski castin., the nay votes. Councilman Kiselewski stated the sign code has no provisions to allow signage in PO and CPO districts, yet permits are being issued for these signs. Councilman Kiselewski Stated at a future workshop meeting he will bring pictures or slides showing signs tl�2t are now in the City to deter- mine the type of signs the Council would like to see in the City.
