HomeMy WebLinkAboutMinutes Council 091087v` Ci [Y COLNC.'L WORKSHOP MEETING CITY OF PALM LEACH GARDENS SEPTEMBER 10, I987 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, Was called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room at the Monicloal Complex, I0500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The Deputy City Clerk called the roll and present were: Mayor Feeney, Vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kiselewski. ITEMS BY THE CITY MANAGER The City Manager stated Mr. Joe Wise of Hough & Company and Mr. Gordon G^ >tcr of E. P. Hutton were in attendance in croer to give a presen- tation to the City Council so that a financial advisor could be chosen re: acquisition of Seacoast Utilities. MR. JOE WISE HOUGH & CO. Mr. Joe Wise, Vice President of Hough and Company, addressed the City Council outlin`,;g the history and accomplishments of Hough and Company. Mr. Wise stated his company has no standby agreements with any other entity pursuing the acquisition of Seacoast Utilities. Mr. Wise further stated there would riot be a Fee charged tc the Cit; or Pal -. Beach Gardens unless they were successful in the purchase of Seacoast Utilities. W. GORDON GASTER E.F. HUTTON Mr. Gordon Gaster of E. F. Hutton addressed the Council outlining the procedures used by E. F. Hutton as financial advisors and their com- pany's accomplishments. Mr. Wise stated E. F. Hutton would not repre- sent any other client re: acquisition of Seacoast Utilities, should they be chosen by the City of Palm Beach Gardens. The City Council requested the City Attorney prepare a resolution appointing a financial advisor in the acquisition, of Seacoast Utilities. The City Council will anpoint either cough and Caepany or E. F. Hutton at their next Regular Meeting. LOT 12, BLOClf 68, PLAIT #6 The City Manager reported he will reject public bids and will have Lot 12, Block 68, Plat $6 appraised since both bids received for the sale of this property at the meeting of September 3, 1987, were below the appraisal done several years ago. STATE DOT bEETING The City Manager reported attending a meeting re: roadway systems where the 6- laning of Military Trail was discussed. The City Council requested the City Attorney prepare a resolution to be sent to the Public Nearing held by the DOT stating the City is not interested in 6- laning Military Trail. REPORTS. V tc:&"L AI[IM, MARTINO Vice Mayor Martino reported attending the September 8, 1987, meeting of the City's Planning and Zoning Commission. MAYOR FEENEY Mayor Feeney reported he addressed the World Conference of Mayor's and the FBI National Academy and will be addressing a convention of Fax Accessors next week. COUVCILMRN ALDRED Councilman Aldred requested the Police Department begin writing a one page letter to the residents of the City, to be included In the newsletter, addressing the issues of bicycle and jogging safety. CXI� ENTS FROM THE PUBLIC FOR ITEMS NOT ON AGENDA LAUREN HROWNLEY HANK GONZALES Lauren Brownley and wank Gonzales, representing the Spotlight Players, thank the City Council for their support and stated they began their llth season September 11, 1987. SAM CARSILLO Mr. Sam Carsillo, resident of Palm Beach Gardens, addressed the City Council with several concerns, including the heliport at Gardens Medical Center, the acquisition of Seacoast Utilities and passible noise from the proposed North County General Aviation Airport. ORDINANCES: Ordinance 1(.1, 1987 The City Council had no amendments to Ordinance 10, 1987, levying a tax on real and personal property located within corporate limits of City for year ending 12121187; adopting a budget for fiscal year I011187 -- 9130188. The City Council will consider final reading and adoption of Ordinance I0, 1987, at their Regular Meeting of September 17, 1997. ITEMS FOR DISCUSSION "GARDEN OAKS" Attorney Raymond Royce, authorized agent for Burg and DiVosta Corporation, addressed the City Council re: annexation of 117.95 acre- ® parcel located on the rust side of N. Military Trail, south of CITY COLNCIL WORKSHOP MEETING, 9110187 Page 4 Northlake Boulevard (alkla West Lake Park Nest Road); and simultaneous ® adoption of "Garden Oeks" PUD, consisting of 280 detached zero -lot -line un.Lts, 264 townhouse units, and a major recreation facility; with the land usages being those as set forth in the City's RM- Residential Multiple family (Medium Density) District. Attorney Royce presented the City Council with elevations of the single family, homes ana townhouses, and stated there would be a major recreation facility. Attorney Royce stated there would be a 7 foot wall along Military Trail with landscaping and berm, however, there would not be a wall along I -95. Attorney Royce stated there would be one entrance with 2 lanes in and 2 lanes out. Attorney Royce stated the petitioner would like a cable TV torn °r and will be applying for a franchise in the City of Palm Beach Gardens. The City Council requested the petitioner refigure the length of the AM cul -de -sacs to determine if they should instead be loop roads. Councilman Kiselewski stated if the roads remain cul-de -sacs, some type of walkway should be planned so pedestrians can walk to the recreational facility. vice Mayor Martino requested the petitioner determine what can be done to break -up the straight lines of the walls along the perimeter of the project. A discussion ensued re: continguity of this property to property in the City. The City Attorney stated the annexation of this property does not create an enclave. The Council requested at the next meeting the petitioner be prepared to discuss the adjacent school property and treatment on the I -95 side of this project. The City Council requested the City Attorney prepare the necessary documents for approval of this annexation and PUD. CITY COLNCIL WORKSHOP WETING, 91.10187 Page 5 RYDER CUP VILLAS NORTH (THE LEGENDS) Mr. Hank Skokowski of Urban Design Studio addressed the Council re: amendment to "Rvrler villas North" PUD consisting of 66 aulti- family units created 12/18/86 by Resolution 64, 1986, on 10.45 -acre M -11 Tract of the PGA National PCO, providing for, instead, 78 multi - family units. Mr. Skokowski stated the project has been renamed 'The Legends ", and the amendment requests 12 additlonal dwelling units. The only other changes to these previously approved units is an additional 150 sq. feet of living space and enclosed stairwells. The park {nr, p_t n remains at 2.7 spaces per unit. The size of the lake has been slightly reduced. There will be more buildings of 4- units, giving more oppor- tunity for end units. The City Council requested the City Attorney prepare a resolution for approval of the amendment to Ryder Cup Villas North. EMS PROFESSIONAL PUD Mr. Steve Yeckes addressed the City Council requesting additional iden- tification signage (two directories within parking lot) for "Gardens Professional Arts" PUD, created 512185 by Ordinance 8, 1985. Mr. Yeckes stated the additional signage was needed to identify which doc- tors are in which building. Mr. Yeckes stated the signs are more then 200 feet from Burns Road and are designed to match with the elements of the building. The signs are 616" in height with a 414" sign board, and are located in small islands between two parking spaces. Mayor Feeney and Councilman Kiselewski felt the signs were unnecessary, however, Vice Mayor Martino and Councilman Aldred had no objections to the addi- tional signage. Mayor Feeney requested the City Attorney prepare the necessary ordinance for consideration of approval. C� CITY COWCIL WORKSHOP W£ETING, 9110187 ST. Daily, Wocese of Palm Besch, addressed the City Council re: annexation of parcels abutting "St. Ignatius Loyola Cstholic Cathedral" on the south- west corner of Holly Drive and No. Military Trail, totalling 4.513 acres, and simultaneous zoning of RE -2 - Residential F_state District on one acre and Pod - Medium Density Residential District, with the con - diticnal use of 1'a7urches or places of worship, rectory, convent, and accessory buildings, and structures" as a permitted uses on 3.513 acres. Attorney Royce stated they would be coming back in October for approval of a site plan. Attorney Royce stated they were requesting to annex the one acre with the existing Bishop's residence and the remaining 3.513 acres to build an office building for church uses. Attorney Royce briefly reviewed the conceptual plans for the office building. A discussion ensued re: traffic flow problems in and out of the church at the present time. The Co,2ncil requested and the peti- tioner agreed, to work out a plan for the traffic flow throughout the pro- ject and the entrances and exits, to solve existing problems. The Council requested Attorney Royce to relay to the petitioner that the Council requests the landscaping at the church to agree with what was aporoved; the construction debris at the rear of the church property needs to be cleaned L,o, and the retention pond needs to be maintained. There being no further business to discuss the meeting was adjourned at 12:27 A.M.
