HomeMy WebLinkAboutMinutes Council 051487CITY CODICIL WORKSHOP MEFTING is CITY OF PALM TEACH GARDENS MAY 14, 1987 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 8:00 P.M., in the Assembly Room at the Municipal Complex, 10500 North Military Trsil, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL GALL: The Deputy City Clerk called the roll, and present were: Mayor Feeney, vice Mayor Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kiselewski. PROCLAMATIONS: Mayor Feeney read a proclamation proclaiming 5124 - 5131187 as "Soil and Water Stewardship Week." ORTS VICE MAYOR MARTINO Vice Mayor Martino reported attending a meeting of the Northern Palm Beach County Airport Advisory Committee, and stated a public hearcno should be held around September or October. MAYOR FEENEY Mayor Feeney stated he attended an emergency meeting at the Palm Beach Gardens Medical Center at 4:30 p.m. this date and the Board of Directors wail be notifying the general public that the hospital will not be able to provide neurosurgical coverage and will no longer accept any head traumas as well as -any major head, neck or spine injuries, due to the high cost of malpractice insurance coverage. ITEMS BY THE MAYOR AND COLhCIL Councilman Kiselewski referenced a newspaper article noting the City's contribution to the Palm Beach Gardens Community High School Graduation ". CITY COLNCIL WORKSHOP WETINC, 5114187 PACE 2 AWCE MAYOR MkRTINO At the meeting of the Norther Palm Beach County Airport Advisory lor CLowittee, they wers taken on a tour to review the sound monitoring equip- ment. Vice Mayor Martino requested the City Manager research some material he received to see if the Police Department could use this equip- ment. MUOR FFFNEY Mayor Feeney stated he was contacted by Coach Larry Hocd informing him that -'arolyn Williams of Palm Beach Gardens High school has set a new State record in the 220 and 100 yard dash and requhsting the Council recognize her achievements. The Mayor requested a proclamation be drafted. Mayor Feeney requested the City Manager Iock into the cost of obtaining approximately 8 to 12 golf memberships at PGA National and make them toavailable to citizens of Palm Beach Gardens through the recreational pro - gams. ORDINANCES ORDINANCE 71 1987 The City Manager detailed the revisions requested in the City's 1986/1987 Fiscal Year's Budget. The total budget will go from $7,836,182.00 to $8,015,682.00. The City Council will consider first reading of Ordinance 7, 1987, at their Regular Meeting of May 21, 1987. Councilwoman Monroe requested information re. if budget revision would have an account to pay for the replacement of the front Lawn at the Municipal Complex. The City Manager stated the monies would he taken from Council Contingency, however, staff is now looking into the total cost of replacing the grass. Vice Mayor Martino requested some additional landscaping be done on the front lawn also be looked into. • CITY COMCIL WORKSHOP MRTING, 5114187 PAGE 3 ,ITEMS FOR sCUSSION LLAGE MONTESSORI SCHOOL Mrs. Sarah K. Armstrong, authorized agent for Village Montessori School, addressed the Council re: conditional use for the location of an educa- tional institution within the M -1A Light Industrial District at 10276 Riverside Drive, Palm beach Gardens. The Council expressed concern re: parking for the school and what changes will occur to the outside of the building. Mrs. Armstrong stated nothing would be done to the building except the installation of a fence in the backyard for a playgr000d area. She further stated the circular drive would be extended around the side of the building. Councilman Kiselewski requested the petitioner provide the Council with a picture of the site and be prepared to discuss parking and Iandscaping at the Council's Regular Meeting of May 21, 1987, at which time the Council will consider approval of a Resolution to permit this conditional use. "ARBY'S" Mr. Walter Cornell, authorized agent for "Arby's Restaurant ", addressed the Council re: proposed Arby's fast -food restaurant proposed to be located within "outparcel" of the "Crossroads at Northlake Square" on the southwest corner of Northlake Boulevard and Sandtree Drive. The Council requested the petitioner discuss with the architect to deter- mine if the mansard around the sides and rear of the building could be extended. Councilwoman Monroe requested the petitioner meet with City staff to determine if they have met the landscape codes of the City. The Council requested the petitioner return to the Councils May 21, 1987, meeting with the following information. what treatment will be done to rear of the building to make it appear more appealing, landscaping impro- CITY COLNCIL WORKSHOP WETING, 5114187 PAGE 4 vements, color chips, and the architect's statement re: mansard around the isbuilding. Tot, Council will consider final approval of Arby's at their Regular Meeting of May 21, 1987. TACO BELL Mr. Jim Bartow, authorized agent for Taco Bell Restaurant, addressed the Council re: Ter_o eell restaurant proposed to be IocaCed within out - parcel at "Crossroads at Northlake Square" on southwest corner of Northlake Boule and and Sandtree Drive. The Council expressed concern with Taco BeI1 using the common drive that they share with "Arby's" as a means of parking backing out onto, and requested this area be landscaped. The Council further requested that ten foot parking stalls be used. The Council requested the petitioner appear before the Council with revised landscaping plans, adding more on the east side of the building as well as additional landscaping on Sandtree Drive. The Council also requested to see elevation for signs. SOVEREL MARINE Mr. David Carpenter, authorized aqent for Soverel Marine, addressed the Council re: guardhouse and security fencing proposed to be located at " Soverel Marine Harbour ", 2225 Idlewild Road, Palm Beach Gardens. Mr. Carpenter stated there is a need for the fencing as people are on the Marina property that do not need to be there and they have been requested by their insurance company to come up with a solution to this problem or Iose their insurance. Mr. Carpenter stated the gates would be open in the daytime, and the plan has been approved by the Fire Marshall. The Fire Marshall has requested a box with a key or a breakthrough in the pate. The guardhouse would be located at the end of a 250 foot driveway that is the main entrance for Soverel Marine Harbour. CITY COLWCIL WORKSHOP WETING, 5114187 PAGE 5 The Council will consider a Resolution for adoption to approve the guardhouse and fencing at Soverel Marine Harbour at their Regular Meeting of .•kiy el, .c997. GARDENS EAST PLAZA Attorney Raymond Royce, authorized agent for Foundation Land Company, addressed the Council re: application of "Gadco Organization" for the creation of the 244,000 sq. ft. "Gardens East Plaza" coomnercial PUD on 32.25 acres within the 77.358 -acre "Gardens East" PCD created 315187, by the Ci`y's Ordinance 2, 1987, between Alternate A -1 -A and Gardens East Drive, north of Lighthouse Drive. Attorney Royce presented elevations of all sections of the proposed plaza renovation, and explained all entrances and exits. Attorney Royce stated the plaza would be done In a Spanish mission style. Mr. Steven Godfrey discussed the traffic study and roadway improvements, stating this center would add an additional 10,200 trips pet day. Mr. Jeff Blakely explained in detail the landscaping plans, I including species to be used. The Council expressed concern over traffic problems at Holly Drive and Lighthouse Drive and requested the petitioner and staff research whether Holly Drive could cane across the railroad tracks. The Council suggested the petitioner locate the service station and the car wash next to each other instead of placing another establish- ment inbetween, The City Manager stated impact Fee-3 still need to be discussed with the petitioner. The City Council stated there would be another workshop meeting for this item on May 28, 1987. A petition was received from the residents along Gardens East Drive stating they were opposed to the entrance to the shopping center being placed across from Firetree Drive. Mayor Feeney suggested the City Manager contact the Village of North Palm Beach and request they pass a resolution stating E WY COlNCIL WORKSM?P HEFTING, 5114187 PACE 6 Firetree Drive would not be opened on the North Palm Beach end so the 0 residents could hp of no through traffic. PETI rIONS AND CCWINICATIONS W. vrvr rn� APPROVAL 0 11 The Council referenced a letter from Mr. Kevin Foley of Citizens for 7 County Cmnlssloners. The Council was In agreement with the need for 7 County Commissioners and requested the City Attorney draft an c- dinance for th„ Council's approval at their Regular Meeting of May 21, 1987. There being no further business to discuss, the meeting adjourned at 12.27 P.M.
