The Regular Meeting of the City Council of Pa,m Beach Gardens, Florida,
was called to nrdor by Mayor Aldred at 8:00 P.M., in the At,,rmbj v

R:it.L CALL The roll was called by the City Clerk, and present were: Mayor Aldred,
Vice Mayor Feeney, Councilman Martino, Councilman Kiselewski and
Councilwoman Monroe.
APPROVAL OF
MINUTES The minutes of the Regular Meeting of December 18, 1986, were unanimously
approved as amended. The minutes of the Workshop Meeting of January 8,
1987, were unanimously adapted as amended.

Lighting, he recommended awarding this bid in the runt of $35,118.90 for
the lights, $4,182.23 for she courts, making the total bid $39,301,03.
This includes the alternate bid included for $1,874.18 to redo the conduit
and install conductors to carry the load. The City Council unanimously
approved the awarding of the bid to American Lighting in the amount of
$39,301.03, to be taken from Account # 14- 46.50.

Beach Kawasaki in the amount of $19,779.00 less $3,000 for 7 trade -ins,
For a total amount of $16,779.00. The City Council unanimously approved
the bid be awarded to Palm Beach Kawasaki in the amurt or 116,779.00 to be
taken free Account /r 09- 64.10.

Joe Blazas as Director of Public Works, with a salary of $35,000 a year.
The City Council unanimously approved the eopointment of Mr. ,7ne Blazas as
Director of Public Works, with a salary of $35,000.

The City Manager stated he has been working for some time to have a traf-
fic study cone for the north end of the County to incomr,ass this area east
and west of the turnpike, PGA National is also interested in this traffic
study, but were interested in a traffic study west of the turnpike. The
City Manager stated, after negotiations with PGA National, It has been
determined PGA National was willing to pay 75% of this traffic study, with
the traffic consultants reporting directly to the City, and the City

paying the remaining 25 %. This traffi:, study would be for the whole City
and would cost approximately $30,000. The City Council unanimously
approved the City Manager be authorized to spend up to $7500 from Council
Contingency to have a traffic study done fo. the City.

Brant was working on the resolution.

KISELEW5KI Counci.'man Kisnlewski stated too would be running for re-election for City
Council in the March election.
COUNCILWOMAN
MONROE Councilwoman Monroe stated she received a call from the Municipal League
irrforroino her the meeting to select the Municipal League's representative
to the Countywide Planning Council on February 25, 1987, would be at 7.30
P.M. It has not yet been decided where this meeting would be held.
Councilwoman Monroe requested the City Attorney give an opinion on the
"Sunshine Law" and how it would affect the Council members attending that
meeting discussing which candidate to chose for the Countywide Planning
Council.
MAYOR ALDRED Mayor Aldred statted he would stand for re- election for the Citv Council

SAM CARSILLO Mr. Sam Carsillo, a resident of Palm Beach Gardens, addressed the Council,
conoratulatinq those= Council members who were seeking re- election, and
uroinq representatives from the north end of the County to seek County
offices.

forth extra effort in the landscaping of the guardhouses.
RESOLUTIONS
RESOLUTION 1. The City Manager stated this contract has been worked on since June, 1966,

- -- and now hos a two year agreement that he feels will be beneficial to the
Police Department and the City. Vir_•; Mayor Fe -ney stated, and several
Council members agreed, that mandatory drug testing should be exercised in
the future. The City Manager stated that he agreed with drug testing in
the future for all departments, however, mandatory drug testing is still
in litigation. The City Attorney was requested to report on court cases

By a unanimous vote of the City Council, the City Clerk read, by title
only, Resolution 1, 1967, execution of ermoloyment agreement between the
PBA and the City. Resolution 1, 1987, wa; unanimously adopted by the City
Council. Councilman Martino congratulated the PBA and the City Manager
on the way negotiations were handled.

ORDINANCE 26,
Mayor Aldred declared the Public H-,aring oper;e,i, which was duly advertised
December 29, 1986, and held on the intent of Ordinnnce 26, 1986, adoptinq
a new Chapter I9 of "Artict., II. follce Officers' Retirement Trust Ford"
of the City's Code. there being no comments from the public, the Public
Hearing was declared closed.
By a unanimous vote of the City Council, the City Clerk read on second and
final reading, by title only, Ordinance 26, 1986. Ordinance 26, 1986, was
unanimously adopted by the City Council.

Mayor Aldred declared the Public Nearing opened, which was duly advertised
December 29, 1986, and held on the intent of Ordinance 27, 1986, adopting
a new Chapter 19 of "Article III. Fir -Ten's Retirement Trust Fund" of the
City's Code. There being no comments from the public, tha Public Hearing
was declared closed,
By a unanimous vote of the City Council, the City Clerk read on second and
final reading, by title only, Ordinance 27, 1986. Ordinance 27, 1986, was
unanimously adopted by the City Council.

1987 _ Resolution 5, 1987, recommending to the Palm Beach County Commissiun the
widening of the Donald Ross Road extension over the Intracoastal Waterway

be considered for adoption by the City Council at their Regular Meeting of
February 5, 1987. In the meantime, Nice Mayor Feeney will redraft the
resolution incorporating the thoughts of the Council members at the
current .meeting.
