HomeMy WebLinkAboutMinutes Council 010887CITY UJUNCIL f NORKShCP MEETING CITY OF PALM BEACH GARDENS JANUARY 8, 1987 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Vice Mayor Feeney at 8:00 P.M., in the Assembly Room at the Municipal Complex, 10500 North Milita.y Trail, Palm Beach Gardens, c_'orida; and opened with the Pledge of Allegiance to the Flao. ROLL CALL The roll was called by the Deputy City Clerk, and present were: Vice Mayor Feeney, Councilman Martino, Councilman Kiselewski and Councilwoman Monroe. Mayor Aldred was not in attendance as he was attending another meeting. ANNOUNCEMENTS Vice Mayor Feeney announced there would he a meeting of the Planning and Zoning Commission on Tuesday, January 13, 1987, at 7:30 P.M. - n moat { ^q of the Palm Beach Gardens Fire Department on Tuesday, January 13, 1987, at 7 :30 P.M.; and a meeting of the Beautification and Environmental Committee on Wednesday, January I4, 1987, at 7:30 P.M. CALL FOR BIDS 3 KAWASAKI MOTORCYCLES Tne City Manager opened and read a bid from Palm Beach Kawasaki for 3 Kawasaki Motorcycles with 7 trade -ins, duly advertised December 24, 1986. The City Manager stated there was only one bid received. The bid from Palm Beach Kawasaki was $19,779.00 less $3,000.00 for the trada -ins for a total of $16,779.00. By a unanimous vote of the City Council, the bid was remanded to the City Manager and the Police Chief for their review and reoor,iendation. DIVING BOARD The City Manager opened and read a bid from The Sporting Sole of North Palm Beach 'or one diving board for the Recreation Department, duly advertised December 24, 1986. By a unar,xmous vote of the City Council, the bid was remanded to the City Manager and Director of Recreation and Parks for their review and recom- mendation. LIGHTS FOR PLANT DRIVE PAP.K -PA5E- BALL FIELD AND BASKETBALL COURTS The City Manager opened and read a bid from Basic Lighting Maintenance, Inc., "Ing business as American Lighting, Inc., of North Palm Beach, for the re- lighting of the baseball fields and basketball courts at Plant Drive Park, duly advertised December 24, 1986. The City Manager stated there was only one bid received. The bid from American Lighting Inc was $37,426.85. There was an alternate bid for $1,874.18 for addi- tfnn34 pct ^ ^icic ruch as or,dults, etc., should they be needed. By a unanimou_ vote of the City Council, the bid was remanded to the City Manager and Director of Recreation and Parks for their review and recom- mendation. REVIEW OF ARCHITECTURAL ELEVATIONS AND LANDSCAPE PLANS FOR 'W CY'S DEPARTMENT STORE, PROPOSED TO BE LOCATED WITHIN "THE GARDENS" MALL. Mr. James Ryan, of Forbes Cohen, made a brief presentation to the City Council, stating "The Gardens" Mall was on schedule. Mr. Ian Smith, architect for Macy's Department Store, presented the Council with eleva- tions and sample colors for stucco and roof tiles. Mr. Ashley, landscape architect for Macy's Department Store, briefly reviewed landscaping plans to surround Macy's Department Store. Plans for the signs and lighting were also reviewed. The City Council expressed their desire for all of the stares in "The Gardens" mall to coordinate their plans so the end result would be very much like what was approved by the City Council as the overall project. CITY COUNCIL haRKSHOP MEETING, 118187 Page 3 EMS BY THE tTY_MANAGER STREET LIGHTING AT- GLEN The City Manager stated that in response to requests from residents of Gardens Glen Circle, he had instructed Florida Power and Light to install street lights on Garden Glen Circle. The City Manager stated Florida Power and Light t'as marked the areas for the .installation, and since that time has had numerous complaints from residents of Gardens Glen circle stating they do not desire street lights in their area. Several residents of Garden GIen Circle addressed the Council, stating they do not want street lights on Garden Glen Circle, however, would like lights at the entrance to their street. The City Manager and mem- bers of the Council expressed concern re: liability should an accident occur on that stree4 bue to poor lighting. The residents felt their Oarea was adequately lit by way of individual lightposts in each yard. The City Manager suggested, and the Council agreed, that the two lights at he entry °.ce to Garden Glen should be installed now, and not to install the other six lights. In the meantime, Mr. Orr will meet with two representatives from the residents of the area to discuss the need for future lighting. ANNEXATION OF STEEPLECHASE The City Manager stated due to the time schedule in advertising the proposed annexation of Steeplechase, we will not be able to have this ready for the March election. A discussion ensued as to the inccmpletness of the annexation apoiication and what was still needed to proceed with this item. Councilman Marino stated he was definateIv ir+ favor of this annexation. Councilwoman Mon, stakra sne „a, (iu,'.Loately against the annexation of Steeplechase, as she did not feel the property was substantially contiguous to Palm Beach Gardens, and operation and service would be inadequate or costly to the City of Palm Beach Gardens. Vice Mayor Feeney stated he was in favor co' t,tie There was no formal action taken by the Council on pro- ceeding with the annexation of Steeplechase. LANDSCAPING AND rte *SCOW,. -- ^v °1 ^NS The City Manager gave each member of the Council a COPY Of the Landscaping and Driveway Plans for the Municipal Complex, and requested a concensus of the Council on putting this Mork out for bid. It was the concensus of the Council to advertise fur bids for the Landscaping and Driveway Plans for the Municipal Complex. 0 ROAD The City Manager stated a resolution should be sent to the County Commission suggesting Frederick Small Road or Donald Ross Road be extended and improved since it will not be possible to extend Hood Road. It was the concensus of the Council to have the City Attorney prepare a resolution to this effect. REPORTS COUNCILMAN KISELEWSKI Councilman Kiselewski briefly reported on a meeting he attended with a sub - committee for the Metropolitan Planning Organization re. bus transportation. Councilwoman Monroe requested the City Manager ask .Ion Iles if the crc- ,gerty at Northlake Boulevard and Sandtree Drive has been properly cleared. COUNCILMAN WRT£NO Councilman Martino stated he has asked numerous times for reoorts from the County showing where monies from the north County area, impact fees, gasoline tax, sales tax, etc., are being spent. Councilman Martino requested the City Manager request a representative from the County attend a Council meeting to answer some of his questions. Councilman Martino stated the bathrooms at the ballfields need to be repaired. The City Manager stated he will have Building Official Jack Hanson check into these conditions. Councilman Martino requested information on the problems with the roof at the Community Center. The L:ty Manager stated there was a meeting and it was determined the people who installed the roof Mould take care of the repairs after contacting the manufacturer of the materials. Councilman Martino expressed concern that the proposed North County air- port plans have be altered since the Council saw them and felt this item warranted the Council's attention. Vice Mayor Feeney suggested, and the Council agreed, that a resolution be sent to the County Commissicn requesting notifications on Public Hearings for this airport be sent to the City. Councilman Martino stated he would be running for re- election to, the City Council in the March election. 11 CITY COUNCIL CRKSHOP MEETING, 118187 PAGE 5 t ISLrtYCILMAN ELEWSKI Councilman Kiselewst.l again exaressed concern re: conditions of walkways at I -95 and Northlake Boulevard, due to construction. The City Manager stated he has contacted the State Department of Transportation. Councilman Kls,:�lewski suggested a resolution be sent to the head of the Department of Transportation. ITEMS FOR DISCUSSION M -33 TRACT OF PGA PlAf ONAL Mr. Hank Skokowski, President of Urban Design Studio, addressed the Council re: M -33 Tract of PGA National. The M -33 tract is proposed to c&-is.'st of 136 one -Itwe -story zero - lot -line units. Having presented this project to the Council In orevious workshops, MT. Skokowski briefly reviewed the pro- posed site plan, and plans for the collector road. The Council's final consideratio, of this project will be at their Regular Meeting of January 15, 1987. "REWRITE" OF CITY "S CODE OF ORDINANCES It was the concensus of the City Council to accept the new Code of Ordinances as presented by the American Legal Publishing Company and to make any changes at a later date. The City Manager stated he has reviewed the new code book and found nothing omitted. The Council directed the City Attorney to prepare an ordinance to adopt the "rewrite" of the City's Code of Ordinances as prepared by American Legal Publishing Company.
