HomeMy WebLinkAboutMinutes Council 022687CITY COUNCIL NORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 26, 2987 The Workshop Meeting of the City Council of Palm beach Gardens, Florida, was called to order by Vice Mayor Feeney at 8:00 P.M., in the Assembly "aOTr at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The Deputy City Clerk called the roll, and present were: Vice Mayor Feeney, Councilman Kiselewski, and Councilwoman Monroe. Councilman Martino arrived at approximately 8:20 P.M. Mayor AIdred was not in atten- dance as he was out of town. ANNOUNCEMENTS Vice Mayor Feeney announced there following meetings would be held on Tuesday, March 3, 1987, at 7:30 P.M.: Recreation Advisory Board, Site Plan & Appearance Review Committee; Merit System Board. PRESENTATION OF PLAQUES Vice Mayor Feeney presented a plaque of appreciation to Ms. Lynn Huber, member of the City's Site Plan and Appearance Review Committee February, 1981 - February, 1987. Mr. Richard Rogers of the City's Site Plan and Appearance Review Committee and Ms. Seena Hardie, member of the City's Beautification and FrvirmnmPntal Com,it"Pe were not in attendance to receive their plaques. .ITEMS BY CITY MANAGER PGA NATIONAL. PARK The City Manager stated the items of contention in the agreement with EGA National re: City Park located in PGA National, have been discussed, and the deed with include the park is dedicated to the City of Palm Beach Gardens to be used by and maintained by the City in perpetuity consistent ® with other parks within the City of Palm beach Gardens. SITE PLAN RFVIEW PROCESS The City Manager referenced an Ordinance passed by the City Council requiring all projects anproved by the 51 *e Plan a ^,.' A;;oea.aoce Review Committee that were over 3 acres come before the City Council for their final aoprovaI. The City Manager requested direction from the City Council re: intent of that Ordinance, and if it includeo new construction or it included amendments. It was the concensus of the Council that any changes to the permanent construction on site should appear before the City Council for final approval, however, the Council felt since Mayor Aldred and Councilman Martino were not in attendance their input should be obtained. REORCANIZATIONAL MEETING the City Manager stated Councilman Kiselewski will not be in attendance at the March 12, 19 and 26, 1987 Council meetings. The reorganizational meeting would normally be scheduled for March 12, 1987. The City Manager recommended the reorganizational meeting be scheduled for March 5, 1987, since the election has been cancelled and the Council members who would have been running for election have been duly declared elected. Since the City Attorney did not feel changing the date of the reorganizational meeting would pose any legal problems, it was the concensus of the City Council to hold that meeting on March 5, 1987, to be effective March 12,1987. REPORTS COUNCIL Wi7MA N MONROE Councilwoman Monroe stated the Board of County Commissioners were to approve a Land Use PIan Amendment at their last meeting, located on CITY MUNCIL 40RKS4OP MEETING, 2126187 PAGE 3 the southside of Northlake Boulevard, to the east of .Sandtree Drive, to ® change the use to iz.;ustrial use, however, Commissioner wi_'kens stated she Mould like the input of the City of Palm Beach Gardens. ITEMS BY THE MAYOR AND CITY COUNCIL COUNCILMAN KISELEKSKI Councilman Kiselewski stated when the publix's located .7:n P;,r National appeared before the Council for approval, he understood they Mould screened and shielded from the turnpike. Councilman Kiselewski stated this has not been done. The City Manager stated PGA National will berm that and plant Austrailian Pines as soon as the other phase is built. RESOLUTIONS RESOLUTIONS 10, 11, I2, & 13, 198; It was the concensus of the City Council that since there are 2 members of • the Council not in attendance at this meeting, that Resolutions 10, 11, 12 and 13, 1987, appointing members to various advisory boards of the City be postponed until the Regular Meeting of March 5, 1987. Mr. George Francis, Vice - President of Winchester Courts Development Corporation, addressed the Council re: request for extension of per- missible time for completion of 'Winchester Courts ". Councilman Martino presented the City Council with a petiton he received from residents of Winchester Courts requesting the developer remove the construction • trailYr. The City Attorney was directed to prepare this ordinance, Incorporating thA Council'= thoughts, to include imposing of a Traffic Impact Pee if the developer does not obtain his final CO at the end of a 2 year period. The Council further requested the City staff to review landscaping plans originally approved and an inspection of the berm on Military Trail. ADJOURNMENT There being no further business to discuss, the meeting adjourned at 9:04 P.M.
