ROLL CALL The Deputy CIty Clerk called the roll and present were: Vice Mayor ' Martino, Councilman Aldred, Councilwoman Monroe and Councilman Kiselewski. Mayor Feeney was not in attendance due to beino sick. Vice Mayor Martino announced there would tie a meeting of the Planning and Zoning Commission on Tuesday, September 8, 1987, at 7:30 P.M. and a meeting of the Zoning Board of Appeals on Wednesday, September 9, 1987, at 7:30 P.M. By a unanimous vote of the City Council the City Manager was directed to have Lot 12, Ploek 68, Plat 4 6 appraised to determine the vajun of the lot. ITEMS 3y THF. city "4N•IGER PLANNING & ZONING WORKSkOP The Ci,.y Manager stated the Florida Planning and Zoning Association will hold a one -day workshop in Miami at a cost of $253.00 per person. The City Manager requested the Council annrovN members of the City's Planning and Zoning Commission and Site Plan Review Committee be sent to this meeting. By a unanimous vote of the City Council, members of the City's Planning ® and Zoning Commission and Site Plan and Appearance Review Committee were allotted $253 Der person to attend this workshop. The Council stated monies were budgeted for members of advisory boards to attend seminars, however, if them was not e.uLr�h ,r me; budgeted, t''e Council authorized the City Manager to take the remainder from Council Contingency, ACQUISITION OF SEACOAST UTILITIES The City Manager stated he met with the Villaoe of North Pain Beach and the City of Lake Park where it was decided to appropriate some money, based on ropulation, for a feasibility >tudv to d,,.etmine '?P rust of seacoast Utilities. DONATION OF TREFS- SABATELLO CON- STRUCTION Mr. Jon Iles, City Forester, addressed the Council re: SabateIlo Development Corporation's donation of 50 sabal palm trees to the City of palm 8e3Ch Carder,;. v7. Iles Dresentea a plan orgwo gy Jeff Blakely, Landscape Architect, placln,; 37 of the trees at the Community Center to replace some of the trees that were killed a year aeo during severe coln weather; with the remaining IT on the sloped embankment on the east side of City Hail. The City Council reaues',d the City corPster prepare plans to place the remaining 13 trees at the Public Works Department in an attempt to bring the landscaping around that building closer zo the City's Landscaping Code. Mr. Iles further stated he has received several bids to have this work ;dnplet d and the lowest was from Rude Landscaping in the amount of 2;4250.00 Mr. Iles stated ry)ly $2125.00 was in the budont to cover thi, work. The Sabatello Qovelnpment Corporation stated th�ly would donate the additional $2125.00 needod to nay for thr delivery and installation of the sabal ;aims. COL- NCILMAN ALDRED Councilman Aldred reported the Countywide Planning Council will meet tomorrow and will be hiring a Director. Councilman .,Idrpd stated he will report re: tomorrow's meeting at a future meeting. e ZC- TOYOMAN E Councilwoman Monroe reported attendino a Site Plan and Appearance Review Committee meeting where "Stayin Alive" Fitness Center petitioned to change the color of their sign. The petit` -'ow requests occupants of the shopping center be oermittc-d to choose be'•reen 2 colors for tha2r and 3 types of letterino. Councilwoman Monroe questioned whether it was wise to approve additional colors and different types of lettering. Councilman Kiselewski expressed concern re: petitioners coming through the approval process ,end then channing tho-'ir mfnrjs afterwards. Counci ln7a0 Klsplewski also felt the owner of the shoppino center should be requesting the amendment and not the tenants. Tt the concensus of the City Council to place this on the Pendilra Items For Discussion list. COUNCILWOMAN MONROE Councilwoman Monroe referenced a letter frcm the County Comission re: renaming of Campus Drive to Palm Beach .7w,lor Collavc Csuuievdid, stating she was against this change. The City Manager stated the County cannot rename Campus Drive because it belongs to the City. It was the concensus of the City rnrrncil to have the City Mairager write a letter to or,e Count, Commission outlining the City's position. Councilwoman Kbnroe questioned under what circumstances existino ,projects would need to come back before the City Council when thy, were changing their Landscaping plan. Councilwoman Monroe stated Gardens Square is ore- - sently redoing their landscaping and are not using the same species of trees. Attorney Brant stated they must come back before the City Council for approval if they are not using the same species.
