CITY OF PALM BEACH GARDEN;
OCTOBER 15, 1987
The Regular Meeting of Lhe City Council of Palm Reach Gardens, Florida,
was called to order by Vice Mavnr Martino at 8:00 C. thn Assembly
Room at the Municloal Lomplox, 10500 North Military Trail, Palm Beach
Gardens, Florida; and opened with the Pledge of Allegiance to the Flag.
ROLL CALL The City CIerk called the roll and present were: Vice Mayor Martino,
Councilman Aldred, Councilwoman &I nroe and Councilman kiselewski. Mayor
Feeney was out of town.
APPROVAL OF
MINUTES The minutes of the Regular Meeting of October 1, 1987 and the Workshop
Meeting of October 8, 1987, were unanimously approved as amended.
FROCCLAMATION Vice Mayor Martino read a proclamation proclaiming November 15 - November
21, 1987, as "Alzheimer's Disease Public Awareness Week ".
ORDINANCES
ORDINANCE 12
1987 vice .'Mayor Martino announced there was an advertisement error re:
Ordinance 12, 1987. Vice Mayor Martino stated this ordinance has been
readvertised per the suggestion of the City Attorney. This Ordinance will
be an first reaainq tonight.
Per a vote of 3 ayes and 1 nay of the City Council the City Clerk read, by
title only, on first reading, Ordinance 12, 1987. The nay vote was cast
by Councilwoman Monroe. The intent of Ordinancc 12, 1987, is to annex
a 117.95 acre - parcel located on the east side of N. Military Trail, south

of Nor-) lake Boulevard (alkla Lake Park We -t Road); and simultaneous adop-
tion of "Garden Oaks" ?UD, consisting of 279 detached zero - lot -line units,

being those as set forth in the City's RM - Residential Multiple Family
(MPdl"'m Density) District.

PGA BOULEVARD Mr. Bill Walsh of the State Department of Transportation fam:liarized the
, ;,a-,7bers of the Council and owners irepresentatives of businesses on the
north and south sides of PGA Boulevard, h -tween Ellison Wilson Road and
U.S. Highway # 1, of the possible elimination of the existing median cut
or its relocation to accommodate the greatest traffic generation,
"Oakbrook Corporate Center" (flkla "The Financial Center ").

kISELEWSKI Councilman K.iselewski reported attending a meeting of the Met.'cpcllten
Planri-�g rCenization this morning where they discussed the Tri- County
Canmuter Rail System; the Palm Beach County Expressway Authority; and Sam
Carsillo's reappointment as a representative to the Bicycle Cnmmitcee of
the MPO.
COUNCILMAN
ALDRED Councilman Aldred reported attending a meeting of the Countywide Planning

Council, where they met with representatives of the offices of the County

placed on a 4 to 5 foot mound with landscaping. The Council was in
agreement with the 11 foot sign on a m,;un,d.
Per the concensus of the City Council the City Clerk read, by title only,

"The Gardens" Shopping Mall PUD approved 11/15/84 by Resolution 62, 1984.
The petitioner submitted a drawing of this sign, with markings showing the
signage raised and elevated on a 4 -5 foot mound or berm landsc?oed area.

RESOLUTION 87,
1987 Per the concensus of the City Council the City Clerk read Resolution 87,

Resolution 87, I987, was unanimously approved by the City Council.
RESOLUTION 88,
1987 Per the concurrence of the Ci'y Council the City Clerk read Resolution 88,
1987, authorization to submit by 10123187 -n initial publiclprivate sector
proposal to Kidder, Peabody, & Co., Inc., as per their request, for the
possible acquisition of Seacoast Utilities, Inc.
Pesolution 88, 1987, was unanimously approved by the City Council.

1987 Vir_e Mayor Martino referenced an anrepnenr stated by the reti*_ioner at the
last wcr;csnup reoting, whereby he agreed to take down 5 illegal signs that
were now on "gardens Profession Arts" property.
Vice Mayor Martino declared the Public Hearing open, which was duly adv-r-
tised 9130187, and held on the intent cf Grdinance- 11, 1987, aooroving
additional identification signage {two directories within parYi-q lot) for

1987 Per a unanimous vote of the City Council the City Clerk read, by title
only, on first reading, Ordinance 14, 1987, amending the "Golden Bear
An Plaza" Commercial PUD, created 415184 by Ordinance 7, 19V4, providing for
the addition of a monument sign and a drive -in bank Facility.
Ordinance 14, 1987, will be work-shopped by the City Council at their
Workshop Meeting of October 22, 1987.
