HomeMy WebLinkAboutMinutes Council 100887CITY COUVCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS OCTOBER 8, 1987 �1/ The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Vice Mayor Martino at 8:00 P.M. in the Assembly Room at the Municipal Comolex, 10500 North Militar,v Trail, 9ea�'; Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL The Deputy City Clerk called the roll and present were: Vice Mayor Martino, Councilman Aldred, Councilman Kiselewski and Councilwoman Monroe. Mayor Feency was not in attendance as he was out of town. ANNO94CEMENTS Vice Mayor Martino announced there would be a meeting of the Planning and Zoning Commission on Tuesday, October 77, 1987, at 7:30 P.M.; a meeting of the Palm Beach Gardens Fire Department an October 13, 1987, at 7 :30 P.M. Vice Mayor Martino announced there would be an Election for the Palm Beach Junior College on Tuesday, October 13, 1987, from 7:00 A.M. to 7:00 P.M. I TEMS BY THt CITY MgNAGER FELL rOR AIRPORT STUDY The City Manager stated the City has received a bill for it's portion of the airport study. To date the bill Is $14,484.06. The City Manager reminded the Council we agreed to pay 40% of the cost of this study. Vice Mayor Martino stated he will give a full report to the Council on results of the Northern Palm Beach County Airport Advisory Committee meetings when a full Council is in attendance. Vice Mayor Martino felt this report would justify the expenditures. ACQUISITION OF SE,jCOAST UTILITIES The City Manager stated he has contacted the village of North Palm Beach to set up a meeting with them re: possible acquisitio,, of Sw .. Utilities, however, they are not sure they want to get together before CITY COUVCIL WORKSHOP MEETING, 1018187 PAGE 2 October 23. The Council requested the CVy Manager attempt to get a meeting scheduled with North Palm Beach and Lake Park to discuss Seacoast Uo111ties, and possibly invite the County. REPORTS COUNCILWOMAN MONROE Councilwoman Monroe reported attending the Sfte Plan and Appearance Review Committee meeting on Tuesday night where they approved a rzqurst for signage for Palm Beach Gardens Square. The approval included the tenants being able to choose from a variety of colors and lettering. It was the concensus of the City Council that the City Manager file an appeal to this decision to enable the City Council to rule on this request. COLNCILh1AN ALDRED Councilman Aldred reported the Countywide Planning Council has appointed ano Executive Director and hired an Attorney. c,ounciiman Aldred also reported that the "Nome Depot" ads are advertising this store is located in Lake Park, The Council requested "Home Depot" be informed they are in Palm Beach Gardens. Councilman Aldred reported tomorrow he would be the moderator for a sec- tion of a seminar being sponsored by FAU concerning l,n1 use, a ng and zoning. Councilman Aldred will be speaking on planning. ITEMS BY MAYOR AND COUNCIL COUVCILMAN ALORFD _ Councilman Aldred stated he attended a meeting re: gifted program for the Palm Beach County School system, where they discussed offering full time gifted programs in certain schools, instead of programs at the local school level. The Council agreed that Councilman Aldred draft a resolution rbiectioning tc this process. DI CHICCO M_. uiChiccu, resident of Palm Beach Gardens, questioned why there were so many sign violations in the City and who is responsible for the enfor- cement. The City Manager stated we have a full time Code Enforcement Officer, Lee Leffingwell, who is doing the best job she can under the pre- sent laws. The City Manager stated there is a process that must be followed when a violation is discovered. Mr. Sam Carsillo, member of the Code Enforcement Board, stated the City's Code Enforcement officer is bringing more violations before that &.ard then has been done in the past. SAM CARSILLO Mr. Sam Carsillo, resident of Palm Beach Gardens, addressed the Council re: quality of water in Palm Beach GardEr,�. R ESOLUTIONS: OOLUTION 83, 1987 It was the concensus of the City Council to postpone discussing Resolution 83, 1987, appointingrreappointing members to the City's comprehensive Land Use Plan Committee, until there was a full attendance of the Council. ORDINANCES ORDINANCES 11, 1987 Mr. Steve Yeckes, architect, addressed the Council re. additional iden- ,cation signage (two Directories within parking lot) for " Gardens Professional Arts" PUD, created 512185 by Ordinance 8, 1935. Councilman Kiselewski requested, and Mr. Yeckes agreed, to remove the S signs pre- sently located on this property if these additional identification signs are approved. ORDINANCE_ 12, 1987 Attorney Ravmond Royce addressed the Council re: Ordinance 12. 1987, ® annexation of 117.95 acre - parcel located on the est side of North Military CITY COLNCI1. WORKSHOP MEETING, 1018187 PA GE 4 Trail, south of Northlake Boulevard (alkla Lake Park West Road); and simultaneous adoption of "Garden Oaks" PUO, consisting of 279 detached zero •.lot-line c,nitz, 2�P *n••nhouse emits, and a major recrcatton Facility; with land useages being those as set forth in the City's RM - Residential Multiple Family (Medium Density) District. Attorney Royce stated the petitioner has met with the Palm Beach County School Board, as requested by the City Council, however, the petitioner refuses to purchase 3 portables that the School Board requests. The peti- tioner _uggests the School Board pass an impact fee that would be fair to everyone and not choose developers from time to time to pay for impacts. Attorney Royce stated the petitioner is still agreeable to providing the School Board with trees for landscaping improvements and oversize pipes for sewer hook up. Attorney Royce stated the petitioner is willing to go to extra expense for these items. The Council informed the petitioner these two items would be a condition of the approval. Attorney Royce stated they have had some discussion re: Thoroughfare Plan, with Palm Beach County representatives. Thp petitioner was of the opi- nicn, and the Council agreed, with the exception of Councilwoman Monroe, that the extension of Park Avenue through this development was not logical. The City Manager stated he has spoken to both Haney Frakes and Charlie Walker of Palm Beach County on any alternatives to 'his possiole extension, suggesting that Silver Beach Road would be a better alternative for an extension. The City Manager felt an alignment study should be done, paid for by the developer, to help resolvc- this problem. Mr. Haney Frakes, Assistant County Engineer, addressed the Council re: Palm Bearh County Thoroughfare Plan. A discussion ensued re: extension of Park Avenue, alternatives and the County's position. Mr. Frakes requested the impact fees collected by the City be donated to the widening prole ^t of Military Trail. The City Council requested Mr. Frakes to CITY COUYCIL WORKSHOP FETING, 1018187 PAGE 5 report to the City how much money has been :ollected by the County for road improvements and where it has been spent. Mr. Frakes also informed the amity Council that the County Attorney has determined the annexation of this property would create an enclave. The City Council stated the City Attorney has ruled this annexation would not create an enclave. Tree City Council will consider first reading of this Ordinance at their Regular Meeting of October 15, 1987. I TEM5 FOR DISCUSSION BRIT SYSTEM RULES & REGULATIONS IC was the concensus of the City Council to postpone disussing modifica- Lion to the City's Merit System Rules & Regulations, per the recommen- dations of the City's Merit System Board; until there was a full Council attendance. WINCHESTER RTS Mr. Samuel Holden, President of the Winchester Courts Homeowners Association, addressed the City Council re: amendments to the final landscaping plans for the Winchester Courts PUD, createo 813187 by Ordinance 15, 1978. Mr. Holden stated ficus hedges were rt„Iaced with australian pine hedges, since the ficus plants were destroyed twice by cold weather. The City wrote a letter to Winchester Courts on May 11, 1987, statinn they were to remove 'he australian pines and replace witn the ficus plants that were approved on the landscaping plan. Councilman Kiselewski pointed out that austra.ilian pines are not permitted in the City's landscaping p1an. The City Manager was requested to determine what landscaping plan was originally approved by the City Council and make a recommendation to the City Council to resolve this problem. CITY COLtVCIL WORKSHOP MEETING, 1018187 PAGC 6 Cj nFN r� PLAZA Mr. Robert Whitley, pr- titioner representirg Golden Bear Associates, addressed the Cis. ro1n,,fT re: amendment to the "Golden Cu.,* Plaza" com- mercial PUD, created 415184 by Ordinance 7, 1984, providing for the addi- tion of a monument sign and a drive -in bank facility. The monument sign will face U.S. Highway # 1, in front of the first building. The sign is a chevron shape with a flat front. Each arm of the sign will be 20 feet long, with the straight piece parallel to U.S. Highway I I being 5 feet Jong. The sign is 5 feet 9 inches tall. The sign would be for tenant advertisement, with a possible restriction to nationally recognized logos and full Florida users. Mr. Whitley stated all illegal signs will be removed. The City Council requested the City Attorney and City Administration inform the Council where the Golden Bear Plaza project fits into the City's sign code. Councilman Aldred requesteu Lne petitioner find a similar sign and take a picture of someone standing next to it so he can determine what it would look like. The Council also reauested the petitioner present styles of lettering they are requesting. The petitioner stated the requested banking facility would t� unmanned ATMs. The City Council requested the petitioner contact the Police Chief 4e: lighting plans around the banking facility. The City Council requested the City Attorney prepare the necessary docu- ments for the Council's consideration. ADMIRALTY I-L Attorney Raymond Royce, authorized agent for Vincent J. Papolardo, addressed the City Council re: creation of 12.497 -acre "Admiralty II" PUD, with the land usages being those as set forth in the City's CG -1 General Commercial District, including providing for the sale of alcoholic bevera- CITY COLNCIL WORKSHOP MEETING, 1018181 PAGE 1 ges for on- premise consumption as a "conditional use", proposed to be located on the south side of PGA Boulevard, west of I -95 and consist of tw,; ten -story oft1ce buildings, a ten -story 160 -Suite Hotel with four meeting roans and retail space, a one -story restaurant, a four -story atrium, a 3.5 -story parking structure and a 3 -story parking structure, a public park, and a .244 acre site of existing lift station. Since the City Council expressed concern at the previous workshop meeting re: traffic, the petitioner presented a video showing U -turns being made at Northlake Boulevard and MacArthur Boulevard. The petitioner stated the U -turns that would be necessary an PGA Boulevard would not be any more difficult than thcse being made at the Northlake location. Basel on the suggestions of the City Council at the last workshop meeting, the petitioner stated there will be an exit to Military 7rai1 through the pre- sent Admiralty parking lot. The Council requested the petitioner provide 0 them with elevations of the parking structures. The Council further requested the petitioner expand the site plan to include the exit through the present Admiralty I parking lot. The Council requested the petitioner consider have just one entrance to access both the present Adm =ratty building and the Admiralty II. The Council directed the City staff and the petitioner discuss where on Military Trail (Larch or Johnson Dairy Road) a traffic light should be installed.
