SEPTEMBER 17, 1987
The Regular Meptinp of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly
Po.,m qt rho u ;,cira, ^ rp er, 10:D0 North Military Frail, Palm Beech
Gardens, Florida; and opened with the Pledge of Allegiance to the Flao.
ROLL CALL The City Clerk called the roll and present were: Mayor Fecnay, Vice Mayor
Martino, Councilwoman Monroe and Councilman Kiselewski. Councilman Aldred
was absent due to being ill.
APPROVAL OF
MINUTES The minutes of the Regular Meetings of August 20, I987 and September 3,
1987, were unanimously approved as written.
QGVCEMENTS Mayor Feenev announced there would be a meeting of the City's Planning and
Zoning Ccrrmission at 7:30 P.M. on Tuesday, September 22, 1987.

PLAT it 6 Per the recommendation of the City Managei the City Council unanimously
turned down bids received on City Lot 012, Block 68, Piat 96. The City
Manager was instructed to have this lot appraised and re- advertise for
t_ds. The ad will state the appraises value as a min?cenum bid that will
bp acceptad by the City.

CITY HALL The City Manager stated he has received a cost estimate of 5110,000 for
the expansion of City Hall. The City Manager stated he will discuss this
further at the next meetinq.

Utilities. It_ was decided the County would pay for their feasibility

yesterday.

ter" use to appear in the local newspaper, however, this information is

Council stating the problem with posting a police officer on holly Drive

Mayor Feeney declared the Public Hearing open, which was duly aOvertised

levying a non -voted millage rate of 3.455 and a voted millage rate of .345
on real and personal property located within the corporate lJmits of the
City for year ending December 31, 1987; adopting the October 1, 1987 -

There being no comments from the public, Mayor Feeney declared the public
hearing closed.
Per a unanimous vote of the City Council the City Clerk rear+ on _rcond and
final reading, by title only, Ordinance 10, 1987.

rather then the minimum and maximum ranges.

Pesolution 68, 1987, establishing and adopting the range and the minimun
and maximum salaries of the job classifications in the Merit System of the
City.

Thr City Council unanimously approved tabling this Resolution until the
Regular Mecting of October 1, 1987, so that all Council members can be

Mayor Feeney declared the public hearing open. Mrs. Marqie McGuire, 328
Sandtree Drive, Palm Beach Gardens, addressed the Council, sLatinq that

advertised ir, the newspaper. vice Mayor Martine explained that an ordi-
nance that is advertised is workshopped several times and may be altered

The City Council requested the City Manager, at the next Regular Meeting,
info --r the Council if signs at the adjacent medical building were put up
legally.
D;DINANCE 12,
Attorney Raymond Royce, authorized agent for Burg & Di vosta, addressed the
City Council re: their concerns from the previous workshop meeting.
Attorney Royce read a letter from Mr, Shannon, legal council for Burg &
DiVosta, to the Palm Beach County school Board stating they were willing
to do the followino for Grove Park Elementary School. Install adequate
sewer ',ervic.6 lines to the school property boundary, allowing the school
to connect to sewer service and remove the sewer package plant presently
0,^ L -9c sr_hool grounds; provide, at their cost, certain species of native
Florida landscape material; will cooperate with the Scho.,1 Board
Landscaping Department to allow their tree space to replant more than 50
sIbal palms. The City Council requested a representative frrrp the Palm
Beach County School Board, as well a- a representative from Palm Beach
County, attend the next workshop meeting to discuss their positions on
this project. The Council requested the petitioner be prepared at the
workshop meeting to discuss median cuts, control of traffl

Beach Road. Councilwoman Monroe requested the petitioner provide her with
copy or tneir trprfic study and plans for phasing of this project
showing how it would coincide with the proposed road lmorovements to be
done by the County.
Per a vote of 3 ayes ano 1 na) of the City Council (with r'ourr.ilwoman
Monroe voting nay) the City clerk read on first reading, by title only,
Ordinance 12, 1987, providing for annexation of 117.95 acre - parcel located
on the east side of North Military Trail, south of Northlake Boulevard
(alkla Lake Park West Road); and simultaneous adoption of "Garden Oaks"
PUD, consisting of 280 detached zero -Iot -line units, 264 townhouse units
and a major recreation facility; with the land usages being those as set
forth In the City's RM- Residential Multiple Family (Medium Density)
District. The City Council will workshop Ordinance 12, 1987, at their

ORDINANCE 13,
1987 Attorney Raymond Royce, authorized aoent for Bishop Thomas V. Daily,
Diocese of Palm Beach, briefly reviewed the annexation request and concep-
tuaI plans for the two story office building. Attorney Royce stated the
petitioner will not cone back before the City Council for site plan appro-
val until issues raised by the City Council at the previous workshop
meeting have been addresWcd. The Council regue ^ted unity of title for
this property and deed restrictions stating the eropPrty cannot be u-& :1
for any other purposes than what approved.
