CITY OF PALM BEACH GARDENS

The Regular Meeting of'the City Council of Palm Beach Gardens, Florida,
was called to order by vire Mayor Martino at R.*017 P.M„ to thy, A�, ,embly
Room at the Municipal Complex, 10500 North Military Trail, Palm fJeach
Gardens, Florida; and ooened with the Pledge of Allegiance to the Flag.
POLL CALL: The Deputy City Clerk called the roll, and present were: Vice Mayor
Martino, Councilman Aldred, Councl1woman Monroe and Councilman
Y,iselewski. Mayor Feeney was not in attendance as he was out of town.
APPROVAL OF
MINUTES The minutes of the Regular Meeting of May 7, 1987, were unanimously
approved as written.
094CEMENTS 'lice Mayor Martino announced there would be a meeting of the Planning and
Zoning Commission on Tuesday May 26, 1987, at 7.30 P.M. Vice Mayor
Martino also announced the City's Administrative Offices will be closed
ITEMS BY THE
CITY MANAGER
Leaks at Co7munity
Center and Fire
Station
Mond=y, May 25, 1987, in observance of Memorial Day.
The City Manager stated the problem with leaks at the Communitv Center an,a
the Fire Station have still not been resolved. The company who oer-
formed the work is now out of business. The City Manager stated we could
have the roof re -done and take litigation against the company who orioi-
nally performed the work. The City Manager references ARC Associates Inc,
experts on roofs, and requested they inspect the roofs and be a witness
for litigation. ARC Associates quoted prices of $2500 for the Corynunity
Conter and $1500 for the Fire Station for inspections. It was the

concensus of the City Council to pursue the prob.1im with the roofs and to
enter into IitigAtioo 1f ofca ,nary. Councilman Kiselews.1- also suggested
the City Manager contact the Oynamint Noble Company who produces trocal,
the product that was used on the roofs.
LETTER FROM
COUYTY The City Manager stated rie received a letter from the County Manager, Mr.
Jan Winters, inv`ting the Mayor and City representativcs to a meeting to
justify the removal of the crossing over the Intracoastal at Hood Road and
Frederick Small Road. Councilman KiseIewski stated at the Metropolitan
Planning Organization meeting, this date, Commissioner Adams made a motion
recownendino any changes In the thoroughfare plan, even those that have
been talked about, first be studied throunh the MPO process.
The motion was unanimously oassed to recommend this procedure to the
40 County Commission.
It was the concensus of the Council to have the Mayor make arrangements to
attend this meeting.
REPORTS
COLfNCILMAN
KISELEWSKI Councilman KiseIewski reported attending a meeting of the Solid Waste
Authori*; yesterday, where discussions were on a trip to New York In June
2 and 3, 1987, to break the escrow on the $320,000,000 bonds that have
been In escrow to pay for the resource recovery that is going in the
County, north of Cath Street.
Councilman KiseIewski also reported attending a meeting of the
Metropolitan Planning Organization thi; morning where discussions took
place re: Tri -County Rail Systp-m. AIso discussed was the proposed bus
system. Councilman Kiselew;ki gave a copy of this plan to the City
Manager.

• Councilman Kiselewski reported the MPO received a report from their con-
sultant on the 2010 .,-;ro as wall as the 1995 Plan. Coune'1.1an Kiselewski
requested the M°0 to have s series of meetings in each section of the
County, with various municipalities, to receive input re: traffic patterns.
Councilman Kiselewski stated there will be a meeting on ,lune 5, 1987, at
1:30 P.m. In Boca Ra-n whe_^p -E- state mill t;e unveiifnq their plan for
all of the state roads that Will run through the various counties.
COLNCILWOMAN
MONROE Councilwoman Monroe reported on the Board of County Commissioners meeting
today, where they had their first oublic Ln veiling of a workshop item, the
proposed traffic performance standard. Councilwoman Monroe requested the
City Administration obtain a copy of this standard to determine if it Is
something we could incorporate in our future approval process.

SAM CARSILLO Mr. Sam Carsillo, Dahlia Avenue, Palm Beach Gardens, addressed the Council
with several concerns, Including the building of a County library within
the City and cars speeding on Dahlia Avenue. Mr. Carsillo also complained
about new residents filling in the swales with dirt and planting plants
within the easements in the back of their homes.
EDWARD GUBTSH Mr. Edwc rd Gubish, 11802 Banyan 5tree:, Palm Beach Gardens, addressed the
Council re. vehicles speeding an Elm Street in Plat 4. Mr. Gubish gave
each member of the Council a letter he wrote outlining the problem.
Mr. Darrell Mitchell, also a resident of Plat 4,-ddressed the Council
outlining the same probtem with speeding in Plat 4.

Council members stated they were aware of speeding problems in all sec-
tions of the City ani that something would t�e written in ttie noxt City
newsletter to make the residents aware of these problems. The City
Manager stated the residents of Plat 4 should hold a meeting to discuss
this problem and invite the Police Chief to speak at this meeting.
RESOLUTIONS:
RESOLUTION 35,
1987
Per the concensus of the City Council the Deputy City Clerk read, by title
only, Resolution 35, 1987, amending the "Meadowbrook" multi -family PUD
created August 16, 1984, by Resolution 40, I984, providing for modiflca-
tions Co the architectural elevations of the buildings and extending, 'or
two years, the permissible time for its completion.
Resolution 35, 1987, was unanimously adopted by the City Council.

Per the consensus of the City Council the Deputy City Clerk read, by title
only, REsolution 40, 1987, approving a guardhouse and security fencing to
be located at "Soverel Marine Harbour", 1215 Idlewild Road, Palm Beach
Cardens.
Resolution 40, 1987, was unanimously adocted by the City Council.
RESOLUTION 41,
1987
Mr. Kevin Cornell, authorized agent for "Arby's" addressed the Council,
stating they have amended them site plans to include clusters of cabal
palms and hedges at the rear of the building, parking lot lighting being
changed to 15 feet in heighth. Per the requests of the City Council, the
oetitioner agreed to add two additional palm trees in the cluster on the
Northlake side of the Buildinq (for a total of 6 trees) in order to comely
with the City's codes. The petitioner further agreed to build a baffle on

the mansard at the rear of the buildinq so that the air conditionir g units
will not be visable. At the Council's request, the petitioner noted
changes on the Lite plan and initialed same.

o)ly, Resolution 41, 1987, approving "Arby's" fast-food restaurant to be
ioeated within "outparcel" of the "Crossroads at Northlake Square" on the
southwest corner of Northlake Boulevard and Sandtree Drive.
Resolution 41, 1987, was unanimously adopted by the City Council -
RESOLUTION 42,
1987 The C'ty Manager pointed out that the petitioner would have to go before
the Site Plan and Appearance Review Board for approval for parking and
landscaping requirements. The City Manager further stated tha City
Council would have to decide if this was a proper place for a school
Vice Mayor Martino declared the public hearing open, and there being no
comments from the public declared the _JtiiC ?.caring r;osed.

In response to questions from the Council re: parking and landscaping, the
City Attorney stated if the petitioner couldn't meet the City's codes and
requirements on those items, the conditional use could not be used.
Per the concensus of the City Council the Deputy City Clerk read, by title
only, Resolution 42, 1987, permitting, as a "conditional use" the location
of an educational institution within the M-lA Lighc Industrial District at
10276 Riversi.ie ^rive, Palm Beach Gardens. Councilwoman Monroe requested
a staff report be sent to the Site Plan and Appearance Review Cenmittee
before they make a decision on this site that the Council had a concern
with the parking.
Resolution 42, 1987, was unanimously adopted by the City Council.
RESOLUTION 43,
1987 Per the concensus of the City Council the Deputy City Clerk read, by title
r only, Resolution 47, 1987, endorsing placement of "Seven County

Commissioners" referendum question before 10alm Beach County electors.
Per the Council's request, Resolution 43, 1987, was amended as follows:
5th une of Title - Reverse words "possible" and "legally";
1st Paragraph, 2nd Line - change word "best" to "better;
1st Paragraph, 4th Line - change word "with" to "when";
1st Paragraph, 5th Line - after word "present" add "as can presently
be dcne"
Resolution 43, 1987, was unanimously adopted as amended. The Council
direc'sd the City Clerk mail a copy of Resolution 43, I987, to the mayor
of each municipality in Palm Beach County, all Palm Beach County
Commissioners, the Municipal League, the Loxahatchee Council of
Governments, the Palm Beach County Democratic Party and the Palm Beach
County Republican Party.
ORDINANCES:
INANCE 7,
87 Vice Mayor Martino declared the public hearing poen, which was duly adver-
tised May 5, 1987, and held on the intent of Ordinance 7, 1987, dmending
the City's 1986/1987 Fiscal Year's Budget. There being no comments from
the oublic, Vice Mayor Martino declarar_f the puhlic hearing closed.
By a unanimous vote of the City Council the Deputy City Clerk read, by
"Isle only, on second and final reading, Ordinance 7, 1967.
Ordinance 7, 1987, was unanimously adopted by the City Council.

on the wall behind the Council for their reference.
PROJECT fRADUATION The Council received a letter from Palm Beach Gardens Community High
School thanking the Council for their $2500 donation towards Project

PGA GUARDHOUSES
The Council acknowledged a letter receivod from a resident of PGA National
concerning the guardhouses.

The Council acknowledged a letter from Commissioner Dorothy Wilken re:
removal of billboards un U.S. Highway 1_ Councilman Kiselewski stated
there are other billboards an A -1-A, PGA Boulevard, and along the
Turnpike, that need to be removed.

The Council acknowledged a letter from the Doug Hood, Director of
Recreation and Parks, requesting a joint meeting with the Council and the
Recreation Advisory Board.

GARDENS ELEMENTARY
SCHOOL
The City Manager stated that Friday, May 22, 1987, was the 25th anniver-
sary of Palm Beach Gardens Elementary School. Vice Mayor Martino
requested the records reflect the City of Palm Beach Gardens is proud to
rerogni7e and recognize Palm Beach Gardens Elementary School on their 25th
anniversary.
