HomeMy WebLinkAboutMinutes Council 040287s�0 CITY COUNCII REGULAR MEETING CITY OF PALM BEACH GARDENS APRIL 2, 1987 The Regular Meeting cf the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Feeney at 8:00 P.M., in the Assembly Room at r Municipal Complex, 10500 ,North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The City Clerk called the roll, and present were: Mayor Feeney, Vice Mayor Martino, Councilman Aldred, Councilman Kiselewski and Councilwomao Monroe. ,;PPROVAL OF MINUTES The minutes of the Regular Meeting of March 19, 1987, and the Workshop Meeting of March 26, 1987, were approved as written. ASk EM <S BY THE CITY ,MANAGER "PROJECT GRADUATION" The City Manager requested formal approval of $2500 donation '_? Palm Beach Gardens High School for "Project Graduation ". The donation of $2500 was unanimously approved, to be taken from Council Contingency. Y4A PARADE ThP City Manager reported there wit; ? a YAA Parade on Sunday, April 5, 1987, and afterwards the Fire Department will have a dedication of their new fire truck at the Fire Station. ISE15UNSET CONCERT The City Manager stated he has not received any further information on the Sunrise /Sunset Concert, and felt it was new a dead issue. RESOLUTIONS RESOLUTION 25, AF7 Mr. Hank Skokowski, authorized agent for PGA National Ventures, addressed low the Council re: Resolution 25, I987. Mr. Skokowski reported the "Barclay Club" has won 4 awards from the Builders Association of Florida for the land Manning of the propex -,.y, 'tie architecture, the landscape a.chitec- ture and the amenities. The developer of the Barclay Club will be doing Bristol Club. Per the consensus of the City Council the City Clerk read, by title only, n '73nluti0n 25, 1987, creation of multi - fanily "Bristol Club" PUD proposed to b,� located within 21,517 -acre M -25 Tract of the "PCA National" PCD and consist of 154 dctache(I r-sIdential cluster units. Holleman. Per the consensus of the City Council the City Clerk read, by title only, Resolution 27, 1987, appoinCinq a member to the Board of Trustees of the = alicenen`s . Retirement Trust Fund. The City Manager stated he sent the Board of Trustees for the PoIicemen's Retirement Trust Fund and the Board of Trustees for the Firemen's Retirement Trust Fund a letter stating the City was willing to work with them with any problems they may have. However, the City Manager requested an audit so that the City would not be responsible for anything in the future. Resolution 27, 1987, was unanimously approved by the City Council. R- DLUTION 29 1987 Per the consensus of the City Council the City Clerk read, by title only, Resolution 29, 1987, requesting the Palm Beach County School Board to keep the City abreast of any pruj;osed changes 1,� school di,trict 1r uodaries involving Palm Beach Gardens residents. Resolution 29, 1987, was unanimously approved by the City Council. The Council requested the City Clerk send a copy of this resolution to the iowr, of Jup -or. RE50LUTION 50, 1987 Per the consensus of the City Council the City Clerk read, by title only, Resolution 30, 1987, for the expansion of the "Winn- Dixie° grocery store within "Gardens Park Plaza" on the southeast corner of Military Trail and Northlake Boulevard. Verde was not in attendance at this meeting and Council requested to see the architect Is Improved landscaping plans. COMMENTS FROM fl-E PUBLIC FOR ITEMS NOT ON TIC AGENDA AWDINANCES qw- ORDINANCE 3, I987 0 Mr. Arnold Kalb, I2046 Prosperity Farms Road, addressed the Council re: the area of 1 -95 and PGA Boulevard. Mr. Kalb was concerned with the traf- fic lights planned for this area and stated that the construction of I -95 in this area is not being built as proposed. The Council requested the City Manager look into the additional traffic lights at this intersection and determine what exactly Is being installed. Mayor Feeney declared the Public Hearing open, which was duly advertised March 18, 1987, and held on the intent of Ordinance 3, 1987, extending permission,, ti.mB foz complet;on of "Winchester Courts" HUD, Which Was created by Ordinance 15, 1978, adopted 813178, and expired 813181 per Ordinance 16, 1980, adopted 10116180. Mr. George Francis addressed the Council re: berm along Military Trail. Mr. Francis stated land an Military Trail belongs to Palm Beach County and they have no right to put a berm on this property, and do not have enough room on Winchester Courts property to build a six foot berm. Vice Mayor Martino stated the landscaping plan that was originally approved for this project called for ficus trees on the berm and a hedge. Vice Mayor Martino stated those ficus trees should not be replaced by pine trees. Mr. Francis pointed out that Winchester Drive will be a right turn only in the future due to a median being cnngtr,1cted in front of this road, which will cause 111 rusiderts 1n tt�e area to exit on Elm StreeC. the Council requested the City Manager research this problem. By a unar —mous veyte of the City Council the City Clerk read on second and final reading, by title only, Ordinance 3, 1987. Ordinance 3, 1987, was adopted by the City Council by a vote of 4 ayes and 1 nay. Councilwoman Monroe cast the nay vote as she felt any development requirements (impact fees) that would be placed on new developments should also be charged to reapproved PUDs. 46INANCE 4, 1987 By a unanimous vote of the City Council the City Clerk read on first reading, by title only, Ordinance 4, 1987, enacting a Flood Damage Prevention Flan to conform with the National Flood Insurance -ct of 1968, amended October 1, 1986. The City Council will consider final reading and adoption of Ordinance 4, I987, at their Ragular Meeting of April 16, 1987. ORDINANCE 5, 1987 By a unanimous vote of the City Council the City Clerk read on first reading, by title only, Ordinance 5, 1987, annexation of 1.12 -acre parcel on Barnard Drive, immediately south of "Waterway Cafe ", under zoning classification of RS -3. Single Family Residential District, and simulta- neously providing for commercial parking facilities as a "conditional use" is pursuant to Section 159.G61 Parking Lots. of the City's Code of CITY COUNCIL REGULAR MEETING, 412187 PAGE 6 Ordinances. The City Coun,11 of adoption of ordinance 1987, and an ord. ,tnce for an amendment to the Comprehensive Land Use Plan, accor- dingly, will take place subsequent to a duly advertised Public Nearing at a future Regular Meeting. Councilman Aldred: Merit System Board, Zoning Board of Appeal^ sand Palm Beach County Planning Council. Councilwoman Monroe: Beautification and Environmental Committee and Site Plan and Appeprdnce R»✓lew Committee. Councilman KiseIewski: Code Enforcement Board, Palm Beach Co(, ;'ty Solid Waste Authority, and Palm Beach County Metropolitan Planning Organization. Mayor Feeney and Councilwoman Ntnroe will alternate meetings of the Beautification and Environmental Committee. Vice Mayor Martino stated the legislature will be going into session soon and requested If anv resolutions should be adopted stating the City's position on certain items.
