CITY OF PALM BEACH GARDENS
MARCH 12, 1987
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Feeney at 8:00 P.M., in the Asse.,.aly Room at
t ^-- Municipal Complex, 10500 N'orch Military Trail, Palm Beach Gardens,
Florida; and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: The Deputy City Clark called the roll, and present were: Mayor Feeney,
Vice Mayor Martino, Councilman Aldred, and Councilwoman Monroe.
ITEMS BY THE
CITY MANAGER
CENTEL The Cir.v Manager Introduced Mr. 31I1 Hanley of Centel, formerly Perry
Cable TV. Mr. Hanley presented the City with a check in the amount of
$50,239.50 reoresentiog the franchise tar. Mr. Hanley discussed future
plans of Centel.
9I1 EMERGENCY
SYSTEM The City Manager stated the 911 Emergency System would be discussed at
Budget Revision time.
LANDSCAPING
PLANS The City Manager stated some problems have - xisted with developers not
installing materials that were listed on approved landscaping plans and
felt perhaps an Ordinance at a later date requirinq landscaping to be
verified and certified before a C.O. was issued would eliminate the
problem.
NEW FIRE TRUCK The City Manager stated the new fire truck has been deliverea and is one
of the first back -to -back cabs in the area. The City Manager stated he
will have a lease - purchase agreement with First Amf—rican Fsr
purchase of this vehicle, which cost $209,000.

RDENS PARK The City Manager staff ^d he has received 3 quotes on the rPn-vation of the
bathrooms at Gardens Park, and the cost will be approximately $13,059 to
put in the and fixtures. The City Attorney ruled there was not a need to
go out for bids since this is a repair and maintenance operation that
would also include the use of Public Nhrks �nnlrvoP�.

ALDRED Councilman Aldred stated the first meeting of the Countywide planning
Council is scheduled for April 17, 1987.

KNROE
Councilwoman Monroe reported attending a meeting of the Beautification and
Environmental Committee whpro rencern sass expressed re: cone enforcement

on weekends. The Committee also requested items that affect the public
be printed in the front of the Newsletter instead of the back.
VICE WYOR
MARTINO
Vice Mayor Martino felt code enforcement on the weekends and evenings
should be taken care of by the Police Department.
Vice Mayor Martino reported the ballfields at Lake Catherine are in bad
shape and would like to see some attention giver -t-o them as well as a tem-
porary parking scheme. The City Manager stated he would have Doug Hood
and Joe Blazas look i«to the problem.
Vice Mayor Martino reported attending the Loxahatchee Council of
Governments meeting.
MAYDR FEENEY
Mayor Feeney stated the Recreation Advisory Board would like to have a
meeting with the City Council. Mayor Feeney requested the City C1Prk

a workshop meeting with this advisory board to begin at 7 :15 P.M.

on a Thursday when thq Council regularly meets. The Mayor also requested
the City Clerk :&t duie this mceting when there will bp a full attendance
of the Council.

VICE MAYOR
MAR UVO Vice Mayor Martino announced the Chamb -r of rnmr-r ^^ w`11 ~c:; „) nlr wow
on March 29, 1987, west of PGA National and has requested the City's
cooperation. He further announced sponsorships are need from the business
community.
Vice Mayor Martino reported the Community Center needed some maintenance
work done, i.e. painting of floor. Vice Mayor Martino requested the City
Manager and Doug Hood look into the cost of this work. He also stated the
building needs to be pressure nr cream cleaned. Vice Mayor Martino
referenced the roof Ieaks in the Community Center and requested a letter
be written and sent to Pappalardc and the architect, giving them 25 days
to rorrect the problems or the City will have to take the matter to court.
Vice Mayor Martino stated there is a need for m. re space at the Community
Center and requested the City Manager determine if the structure can
accommodate a second floor. Vice Mayor Martino further stated parkino at
the Community Center has been a prob,,m and requested the employees of
that department use the security syster^ and speakers to announce to people
to move their cars if they are not parked legally. If they do not respond
to the announcement within 15 minutes, Vice Mayor Martino requested the
Police be called to issue tickets.
Vice Mayor Martino requested the Council discuss at a future workshop
meeting, what areas surrounding the City they would consider for annexa-
tion.

METHODIST CHURCH
Mr. Ted Davis, architect and authorized agent for Trinity United Methodist
Church, addressed the Council re: four -acre expansion of Trinity United
mnhhnd +,t Church, 2075 Nor%n ,�411itary Trail, Palm Beach Gardens. The

Council reviewed the site plans and landscaping plans, however, stated
they would like to have comments from the City Engineer regarding this
project.

The Council will consider final approval of the four -acre expansion at
their Regular Meeting of March 19, 1987.

Attorney Larry Smith, addressed the Council re: permitting a retail outlet
for the ssle of drugs, within 1500 leasable space of the "Gardens
Professional Arts" Professional Office PUD created 4117185 by Ordinance 8,
1985, an the north side of Burns Road, east of Gardens East Drive.
Attorney Smith stated this pharmacy would only sell prescription drugs and
related over the counter drugs, emphasizing no other commercial products
would be sold. Several CouncilmPmbers expressed concern over allowing
rretail sales in the Professional Office District since it would be hard to

patrol what was tez•ig sold. There was a cor,cera that this would set a
precedent to allow other retail sales in this district. The Council
requested the pharmacist supply them with a list of items that would be
considered "related over the counter drugs" and that this request oe sche-
duled for an additional workshop session.

PG.) V,T.ONAL Mr. Hank Skokowski, authorizea agent for PGA National Ventures, addressed
the Council re: consideration of granting two -acre credit, toward the 20
one -acre recreational sites required gby the Development Order, for "Canoe
Park" proposed to be located at Wetland Marshes within southwest corner of
PGA National PCD. Mr. Skokowski stated they were requesting a 2 acre cre-
dit sinca the Wetland Marshes would be rw opened for use, and presented a
conceptual site plan. It was the concensus of the Council that a two -acre
® credit should not be given for this use, as there was only one acre of
land involved with the docks that was also being used for the pump station
and emergency access road, however, the Council approved of the Canoe Park
plan.

PGA NATIONAL PCD Mr. Nark Skokowski, authorized agent for PGA National Ventures, addressed
the Council re: creation of multi - family PUD pronosed to he located within
21.517 acre M -25 Tract of t~, "T'GA National" PCO and cons st of 154
detached residential cluster units. Mr. Skokowski stated this was to be
built by the Channing Corporation and would be similar to the "Barclay
Club". Mr. Skokowski stated each unit would have a one or two car garage
and a 2 car parking apron and further stated there were 53 addtional guest
parking spaces provided. The architect and landscape architect reviewed
site plans and landscape plans.

PUD Mr. Hank Skokowski, authorized aqent for PGA National Ventures, addressed
the Council re: 16,000 so, Ft., twe s` -ry, L_';h` &Aiding, pro-
posed by Wrisco Industries to be located on 1.066 acres oo "Hyatt Drive"
withii, the East I65.08' of Lot 3 of the "PGA National Commerce Park" PUD,
approved 11120186 by the City's Resolution 58, I986. Mr. Alan StrassIer,
architect for this project, addressed the Council, reviewing architectual
elevations, and Mr. Caster, landscape architect, reviewed landscaping
plans. The Council requested more landscaping in the parking area, and
further requested the City Engineer look at the plans for this project.
The City Council requested Mr. Skokowski report at the next meeting how
delivery trucks will be handled on weekends and evenings.
