HomeMy WebLinkAboutMinutes Council 012287CITY COUNCIL WKSHOP MEETING CITY OF PALM BEACH GARDENS JANUARY 22, 1987 The Workshop Meeting of the City Council of Palm Beach GArdens, Florida, was called to order by Mayor Aldred at 8:00 P.M., in the Assembly Room at the Municipal Comoiex, '.2500 4,7rCh Military Trall, Palm Beach Gardens, FloridR; and opened with the Pledge of AIlegiance to the Flag. ROLL 1".9LL The roll was called by the Deputy City CIerk, and present were: Mayor Aldred, Councilman Kiselewski and Councilwoman Monroe. Councilman ,Martino arrived during a presentation by the Palm Beach County School Board. vice Mayor Feeney was not in attendance. ANWUNCEMENTS Mayor Aldred announced there would be a meeting of the City's Planning and Zoning Commission on Tuesday, January 27, 1987, at 7:30 P.M, PRESENTATION TO W. JACK HANSON. EMPLOYEE OF THE CITY FIFTEEN YEARS Mayor Aldred presented Mr. Jack Hanson with a pin and congratulated him on IS years o` service to the Citr of Pa,n Beach Gardens. REPORTS COUNCILMAN KISELEWSKI Councilman Kiselewski reported on two meetings of the Solid Nast& Authority yesterday; one discussing the location of the north area transfer station and another for the ground breaking cer°mony for the resource recovery facility. Councilman Kiselewski reported being elected Chairman of the Solid Waste Authority. ITEMS BY MAYOR AND COUNCIL UNCI LW N ELEWSKI Councilman Kiselewski reported speaking to Mr. Crosby, Chalrc-3n t -_ f Citizen's Advisory Council, where Mr. Crosby indicated they were in favor of doing away with the Expressway Authority. Councilman Kiselewski stated CITY COUNCIL MORKShUP MEETING, 1122187 Page 2 the City of Boca Raton has passed a resolution requesting the expressway authority be turned over to the County so they could be in control of it. Cc Kiselewski stated he has requested a copy of this resolution so this Council could determine if they wish to pass a similar resolution. MAYOR AHWD Mayor AIdred stated he would be in favor of abolishing the Expressway Authority. ORDINANCES ORDINANCE 1, 1987 Ordinance 1, 1987, provides for the adoption of upgrade of City's Code of Ordinances, performed by American Legal Publishing Company. The City Attorney stated he has prepared the ordinance, and stated after adopting this upgrade, items could be added. ITEMS FOR —LISCUSSION PALM BEACH COUNTY SCHOOL BOARD Mr. Augustin Hernandez, authorized agent for Palm Beach County School Board, addressed the Council re: modification to the "conditional uses" in the R4- Medium Density- P, idential, zoning district, based on the petition of the Palm Beach County School Board, to permit, as a conditional use, public school facilities on a 11.79 -acre parcel of land located on the southeast corner of Lilac Street and Military Trail. Mr. Hernandez discussed the proposed site plan and traffic flow. Mr. Hernandez stated he would discuss the Council's suggestions and questions with the Palm Beach Cuunty School Board and would incorporate their requests on relo- cating the racquetball courts to the west.of it's oresent location. Mr. Hernandez agreed to express to the Palm Beach County School Board, the Council's wishes that the landscaping around Palm Beach Gardens CITY COUNCIL KRKSHOP WETING, 1122187 Page 3 School be upgraded. Mr. 9ernandc stated that work on this project should begin in approximateiv two to three months. "GARDENS EAST" Attorney Ray Royce addressed the Council re: rezoning of 77.358 acres located between Alternate A -1 -A & Gardens East Drive and Burns Road & Lighthouse Drive to PCD - Planned Community District, which wild oermi; residential usage on 45.003 acres and commercial usage on 32.355 acres. Attorney Royce stated plans were to expand the existing shopping center on the southerly portion of this property, provide apartments for the elderly or living units and 9 60 -bed skilled nursing facility in the mid - section of this property and 248 apartment dwellings on the northern section of this property. Attorney Royce discussed buffering and landscape concepts and stated the construction on the roadway is almost cnmolet -, ' *r. Godfrey of Kimley -Horn discussed the traffic analysis, trip ratios and ® entrances to the various projects. The City Council cautioned Attorney Royce that thi; meeting was simply to discuss rezoning of this land to PCD and Council was not approving or agreeing to any items mentioned con- cerning traffic patterns, entrances or landscaping. The Council stated they would like the roadways in this area to operate at level of service "C ". First reading of this ordinance to consider rezoning of these 77.358 acres will take place at their Regular Meeting of February 5, 1987. SABATELLO DEVELOPMENT ANNEXATION Attorney Ray Royce, autnorized agent for Sahatello Development Corporation, addressed thr Council re: consideration of scheduling a public hearing on transmittal to State Department of Community Affairs, for determination of comoliancelconsistency with statutory requirements, "modifying the City's Comprehensive Land Use Plan /Mao adopted 11121185 by CITY COUNCIL WORKSHOP WCTING, 1122187 Page 4 ordinance 22, 1985, providing for a change in the delineation of the City's boundaries by a 8.05 -acre expansion within Section 23 -42 -42 on the south side of Northlake Boulevard, at Howell Lane, and simultaneously pro- viding for Residential 6 -8 units /acre land use designation ". Attorney Royce stated this property is continguous to Palm Beach Gardens by virtue of land on the north side of West Lake Park Road, and felt this annexation would be a plus for the City of Palm Beach Gardens. He further stated Horseshoe Acres was interested in annexing into the City of Palm Beach Gardens, and this property would then make that area contiguous to Iand in the City. Attorney Royce presented the Council with pictures of vcgeta- tion on tnis parcel and pointed out existing residences in the area. Attorney Royce stated there was a parcel immediately east of this parcel with was recently approved by the Councy to build a church whi,", also include a day care center and dwelling units for missionaries. Councilman Kiselewski expressed concern that annexing this parcel would mean fire and police personnel would have to leave the City in order to give them protection, and requested Attorney Royce provide him with figures showing what this annexation would cost the City taxpayers for services and what contributions the City would have in return. Councilwoman Monroe stated she was not in favor of annexing lands on the south side of NorthIake Boulevard. Councilman Martino stated he wds in favor of the annexation. Mayor Aldred requested Attorney Royce provide the Council with a map, covering one mile in either direction of this pro- perty, indicating densities in the area, including those on empty parcels, so that a comparison could be made. Mr. Larson, a resident living ;o1Ch of this parcel, addressed the Council stating he was opposed to the plans for this property. Mayor Aldred explained to Mr. Larson that the Council CITY COUNCIL NORKSHOP MEETING, 1122187 Page 5 would be deciding at their February 19, 1987, meeting whether to send this rearrest for ann^ '+`to •.0 the State Department of Community Affairs for their determination of compliance /consistency with statutory requirements. �rueyor Aldred stated after hearing from the State Department of Community Affairs, further public hearings would be held to determine if this parcel would be annexed intc ".,7e fity. The Council will hold a public hearing re: transmittal of this request to the 5,dte Department of Community Affairs, at their Regular Meeting of February 19, 1987. The Council requested the petitioner attend their Workshop Meeting of February 12, 1987, to review requested information. (.VUNTY AREAS IN PALM BEACH COUNTY BEING ANNEXED INTO CITY A discussion took place re: County owned lands within City limits being annexed into the City. Councilwoman Monroe stated the City of 40 Delray Beach recently experienced successful legislation annexing County owned land within it's City limits and felt the City of Palm Beach Gardens should research doing the same. Several Council members felt the City has already attempted this action, but had no response from the County. The City Manager stated there are new rules and regulations in this area, and he has ordered a manual from the Department of Community Affairs on how to approach a deleQatlon to get a local bill passed. Councilwoman Monroe requested staff to contact the City of Delray Beach to learn what help they had from the County and what procedures were used. PETITIONS AND MMMj i1,jrra r rnnrc NORTH COUNTY AIRPORT Mayor Aldred acknowledged a letter from a resident requesting the Council to do anything it coula to blcck the proposed site for the North County Airport.
