PARKS AND RECREATION ADVISORY BOARD
March 10, 1987
The City of Palm Beach Gardens Parks and Recreation Department
Advisory Board met in the Conference Room of the Community Center
on Tuesday, March 10, 1987. Those in attendance: Chairman Kevin
Feeney, Cindy Cody, Art Kaminski, Chuck Campbell, David Kanter
and Betsey Yerry. Mayor Dick Feeney and Councilman Mike Martino
also attended the meeting.
Chairman Kevin Feeney called the meeting to order at 7:37 p.m.
Chairman Feeney announced that the Board needs to make an agenda
to be presented to an upcoming City Council Workshop meeting.
The items discussed:
1. Possible repair of the Tennis Courts.
• 2. Purchase of property behind the Klock Company.
3. Development of Lake Catherine property and land
swap future,
Kevin Feeney stated that lighting the basketball courts at Plant
Drive Park and additional lighting for the ballfields at Gardens
Park passed and this should be started in the near future.
Art Kaminski stated that the noticed the inadequate lighting on
the two public tennis courts near Military Trail.
There was a discussion on the need for the City to purchase
available land now for future development.
The condition of the fields at Lake Catherine are in poor shape
and this should be corrected. The problems include holes in the
fields, the need for paint, and designated parking. 32 ball
teams are now using that facility. The City is reluctant to
put funds in the area because of the future development being
planned by Foundation Land Company. It was stated that any
repairs needed for any of the park facilites be directed to
Parks and Recreation Department director, Doug Hood.
There was a discussion on the possibility of the baseball, T -ball,
and girl's softball program that is now under the direction of
the Palm Beach Gardens Youth Athletic Association, as well as the
basketball program, to be organized and run by the Parks and

iRecreation Department. The Parks and Recreation Department
presently runs the Soccer Program and this is most successful.
This program originated in the Parks and Recreation Department
a number of years ago and has grown every season. The Youth
Athletic Association, which is a volunteer parents program,
apparently is having a difficult time in getting directors for
their programs and team sign -ups are falling off in numbers.
Any transfer in running the baseball or basketball programs
would have to come as a request of the Youth Athletic Associa-
tion.
Mayor Dick Feeney explained the possible land swap with the
Lake Catherine property that is owned by Foundation Land Co.
The plan is to eventually have ball fields south of Howell
Watkins Jr. High School. This action may take a long time
to come about.
Mayor Feeney discussed expansion of the Senior Citizens pro-
grams and possibly adding Teen activities. The development
of a recreation facility in the facinity of the sewer plant
was also mentioned; as was a hobby center, skating facili-
ties, and a City golf course.
Mayor Feeney explained that the purpose of the Parks and Rec-
reaion Advisory Board is to determine recreation needs of
the community, devise a plan, and to report to the City Council.
• The population of Palm Beach Gardens is now 27,000. The pro-
jected population is 60,000. Future needs and land use can
be discussed by the board before surrounding property is devel-
oped. The board needs to be unified to analyze the needs of
the community, study how to utilize available facilities, and
bring projected plans to the City Council.
Other items discussed included the need to do away with cars
parked in the fire lane, sound - proofing the gymnasium, and
extending Community Center hours.
Councilman Martino suggested that the Advisory Board may want
to consider having five members with one alternate instead of
the present seven member board.
With no further business, the meeting was adjourned at 9:15 p.m
