RFGULAR MEETING
CITY OF PALM BEACH GARDENS
CCTOBER 16, 1986
The Regular Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Mayor Aldred at 8;00 P.M., in the Assembly Room at
the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens,
Florida; and opened with the Pledge of Allegiance to the Flag.
ROLL GALL The roll was called by the City Clerk and present were: Mayor Aldred,
Vice Mayor Feeney, Councilman Kiselewski, Councilman Martino and
Councilwoman Monroe.
APPROVAL OF
MINUTES The minutes of the Raguiar Meeting of September 18, 1986 and the Regular
Meeting of October 2, 1986 were unanimously approved as Written. The
minutes of October 9, 1986 were unanimously approved as amended.
AIIONS Mayor Aldred read a proclamation, proclaiming October 27 through November
8, 1986, as "Shrine Pospitai Days ".

NEW CITY PARK The City Manager presented a sketch to the Council of the proposed sign
"qr the new park in PGA National. The Council unanimously approved the
sign to read as follows.

KISELEWSKI Councilman Kiselewski reported attending a meeting of the Solid waste
Authority on 1018186, and updated the Council on discussions on possible

Planning Organization on 10116186. Councilman KiseIewski stated he will be
town during the November 10th meeting of the MPO and requested a repre-
sentative of the City attend the meeting. Councilman Martino agreed to
attend this meeting.
COUNCILWOMAN
M3NROE Councilwoman Monroe stated she was unable to attend the meeting of the
Beautification and Environmental Committee, at which time they began
reviewing bids for beautification of City areas. Councilwoman Monroe
stated that committee would be meeting the following Tuesday, and invited
any interested Councilmembers to attend.
MAYOR ALDRFD Mayor Aldred reported debating with Palm Beach County Commissioner Ken
® Adams re: Countywide Planning Council.

COUNCILMAN
MARTINO Councilman Martino inquired as to whether the County has responded to our
request concerning monies collected in our zones and how they were spent.
The City Manager stated a meeting has been scheduled for sometime in
November to discuss several items.
Councilman Martino stated, as representative to the Loxahatchse Council of
Governments, he has been requested to give them, in order of preference,
what the Council's three concerns are re: managed growth control concept.
Councilman Martino determined the three major concerns were: environment,
transportation, and interjurisdictional incompatibility. Mayor Aldred

® requested Councilman Martino also express the Council's wish for the
creation of the Northrin Palm Beach County Planning Council.
VICE MAYOR
FEENEY _ Vice Mayor Feeney requested the City Administration to provide a
management schedule for the maintenance of the recreational fields, indi-
cating the times of when maintenance such as spraying for weed removal
will occur, and how that interacts with our recreational schedule in terms
of baseball and soccer.
MAYOR ALDRED Mayor Aldred stated the Council has received a copy of proposed Resolution
49, 1986, opposing the Palm Beach County Charter Amendment, providing for
the creation of the Countywide Planning Council. Mayor Aldred felt it was
Important for residents of the City to know why the Council was opposed to
this amendment and suggested it be advertised in the Palm Beach Post Times
as well as any other local paper. A motion was unanimously approved by
the Council to place Resolution 49, 1986, under Item X. Resolutions, of
tonight's agenda.

Attorney Barry Curtin, representing Shoppers Drug Mart, addressed the
Council, requesting a recess of the Public Hearings or: Resolutions 40 and
41, 1986.
Mayor Aldred declared the Public Hearing open. A motion was unanimously
approved to recess the Public Hearings on Resolution 40 and 41, 1986,
until the Council's Regular Meeting of November 6, 1986.

RESOLUTION 49,
1986 Mayor Aldred stated Resolution 49, 1986, is a Resolution of the City of
• Palm 8each Gardens which opposes the Palm Beach County Charter Amendment
providing for the creation of a Countywide Planning Council. Mayor Aldred
read Resolution 49, 1986, into record. The Council unanimously approved
the adoption, of Resolution 49, 1986, adding the following sentence: "We
urge all citizens of Palm Beach Gardens and Palm Beach County to vote M7
on the Planning Council Question by punching $161." The Council unani-
mously approved a 318 page ad in the Palm Beach Post Times and the Sun
Sentinel on to be run November 1 and 3, and the Weekday Newspaper the week
before the election, with the costs to be charged to Council Contingency.

1986 Attorney Eugene hie addressed the City Council re: Ordinance 20, I986, and
Ordinance 18, 1986. Mayor Aldred read the "intent" of the Pn -
Professional Office District, from the City's Zoning Codes. Mr. Joe
P -hack of Kimerly Horne gave a brief description of the traffic analysis.
The Mayor asked for any comments from the public concerning the 8.895 -acre
parcel located between the Interstate -95 goad right -or -way and the west
side of North Military Trail, north of PGA Boulevard. Several residents
addressed the Council, stating they felt Professional Offices were best
for the site, however, expressed concern re: traffic and the use of Elm
Street as an access road.

1986, Attorney Ray Royce, authorized agent for Foundation Land Company addressed
the City Council re: Ordinance 20, I986 and Ordinance 19, 1986.
Attorney Royce stated the application for this project indicates this
annexation will be part of an overall plan with property already In the
City, and a plan will be coming forward for a PCD composed of separate
PUDs. ::ayor Aldred requested any comments from the public re: this pro-
ject. Betty Clawdell, 321 Riverside Dive, addressed the Council voicing a
complaint re: losing recreational areas at Lake Catherine. Mr. Joe
Estrada, 309 Riverside Drive, expressed concern re: density and traffic.
Pearl Britville, 334 Riverside Drive, stated she was concerned about the
possible density in the area. Councilman Martino read a letter from Mr.
Phil Bowdry, 9628 Begonia Street, outlining concerns re: density and traf-
fic.

1986 Section changing the land use designation on a 6.28 -acre parcel of land
located within Section 1 -42 -42 from industrial to commercial. Attorney
Lawrence Smith addressed the Council, stating this property is located
just south of Loehmann's Plaza, east of I -95 and west of RCA access Road.
Mr. Smith stated the petition was requesting a redesignation of the pro -
pesrLy to Comoercial, with an anticipated use of a hotel. Mr. John Bills,
petitioner, assured the Council this project would be brought in under a
PUD. There were no comments from the public on this Section of Ordinance
20, 1986.

Commercial. Attorney Lawrence Smith addressed the Council, stating this
Sproperty is now In the City and the petitioner is requesting a commercial
zonin- clvssificatiu+ rro7i residential. The 'Flame" meat/fish market Is
presently situated on this property. There were no comments from the
public on this section of Ordinance 20, 1986.
Mayor Aldred closed the Public Hearing on Ordinance 20, 1986, Ordinance
18, 1986, and Ordinance 19, 1986.
Vice Mayor Feeney expressed concern that plans for the 8.985 -acre expan-
sion between the Interstate -95 road right -of -way and the west side of
North Military Trail, north of PGA Boulevard may not be brought in under a
POO. Mr. Papalardo assured the Council he intended to bring the project
in as a POD.

ITEMS FOR DISCUSSION
LETTER TO Councilman Martino suggested the Council send a letter to all residents
RESIDENTS
of Palm Beach Gardens re. proposed Charter amendment creating a Countywide
Planning Council, pointing out the magnitude of this issue. By a unani-
mous vote of the Council, mailing fees for a letter to be sent to resi-
dents of the City of Palm Beach Gardens, were approved. A letter will be
drafted and presented to the Council for approval at the next meeting.
