WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
MARCH 27, 1986
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Vice Mayor Feeney, at 8:00 P.M., in the Assembly
Room at the Municipal Complex, 10500 North Military Trail, Palm Beach
Gardens, Florida; and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Aldred
Vice Mayor Feeney and Councilman Martino. Councilwoman Monroe and
Councilman Kiselewski were not in attendance due to being out of town.
PROCLAMATIONS
CALL FOR BIDS
Mayor Aldred read proclamations proclaiming April, 1986, as Arbor Month
and April 11, 12 and 13, 1986 as Fifth Annual International Festival Days
for Palm Beach Junior College.
The Deputy City Clerk opened the following bids, which were then read by
Fire Chief Edward Arrants:

A motion was unanimously adopted to remand the above bids to the City
Manager and Fire Chief for their review and recommendation. Fire Chief
Arrants stated $35,000 was budgeted for a first year payment.

ITS BY CITY MANAGER:
ADMINISTRATIVE
OFFICES The City Manager announced the Administrative Offices would be closed
tomorrow March 28, 1986.
INTERNATIONAL
BALLOONING The City Manager announced the City has received a request from the
Science Museum "to host an International Ballooning Competition at the PGA
Sheraton in conjunction with PGA National on June 13 - 16, 1986. The

City Manager does not see a problem.
TRAFFIC CIRCLE -
PGA NATIONAL The City Manager stated the City is facing some problems in PGA National
with the traffic circle located on the Avenue of the Champions. Attempts
to obtain additional right -of -way from PGA of America have been unsuc-
cessful, and the additional right -of -way may need to be taken by condem-
nation. Councilman Martino suggested Mayor Aldred have a meeting with
the parties involved in an attempt to work out this problem as soon as
possible, and if negotiations cannot-be accomplished, the City Attorney
be authorized to take the necessary steps.
REPORTS:
COUNCILMAN MARTINO Councilman Martino reported attending a meeting of the League and
Municipalities at which 3 main items were discussed: growth management,
open container ordinance „,d "Hands Across America". Councilman Martino
stated the County has passea an "Open Container Ordinance" and understood
it applies to the City, whereby our officers can make the stops and issue
tickets, however, the fines go to the County. Councilman Martino felt we
had three options: opt out of the ordinance; create our own ordinance and

keep the fines ourselves; nr ,just leave the County ordinance in effect.
The Council requested the City Attorney read the ordinance and report on
its content at the next meeting.
Councilman Martino stated the "Hands Across America" project will be
approaching municipalities for assistance. He further reported they
would be trying to stretch from Boca Raton to the Martin County Line
along U.S. 1, needing 70,000 people.
VICE MAYOR FEENEY Vice Mayor Feeney reported attending the PAZ meeting where Patrick
Painter put on a presentation on protection of vegetation in South
Florida. The North Palm Beach Financial Center, presented by Larry
Smith, requesting a CG -2 zoning, was defeat =d with a 2 -2 vote.

COUNCILMAN MRRTINO Councilman Martino suggested the 36 -,acre park in PGA National be named
Llwyd Ecclestone Jr Park in honor of the work done by Ecclestone Jr & Sr
that has been done :n the north end of Palm Beach County. Councilman
Martino further suggested Plant Drive Park be renamed after John Kiedis.
A discussion ensued as to what the names of the parks should be and it
was decided to add this item to the Pending List so it can be discussed
When there is a full Counril attendance.
COUNCILMAN FEENEY Councilman Feeney ,-7uested Leonard Devine check the lighting in the
parking lot since severol bulbs are burned out. Councilman Feeney also
requested lighting for thb visitors parking be looked into.

SAMUEL CARSILLO Mr. Samuel Carsilo, 10063 Dahlia Avenue, PBG, addressed the Council with
regard to: the a fire station on the east side of the FEC railroad
tracks and hazardous materials being transported on Military Trail.

Hank Skokowski, President of Urban Design Studios addressed the Council
with revised plans for "Devonshire ". Mr. Skokowski,stated they would be
adding a play area or tot lot around the pool area and a secondary bike -
path will be installed so it will be possible to go to the park.. Areas
that are most remote and least desirable for parking have been reduced to
91x 181, reducing the amount of asphalt by over 3000 sq. ft. and at the
same time adding approximately 17 parking spaces. There would then be
2.1 parking spaces per unit. More extensive landscaping plans were shown
to the Council. adding material and upgrading sizes of some trees and
materials. Mr. Skokowski gave each Council member an updated copy of a
Comparative Dwelling Unit Data. The landscape architect for the project
informed the Council of the different species being used, stating the
area is fairly dense with cabal palms. It was determined there Mould be
12 unit-. , - -r floor. The Council requested the lighting be indicated on
the site plan. The materials for the buildings will be cement tile roofs
and concrete stucco buildings with some wood trim. Councilman Feeney
asked that portions of land planned for reserve parking areas be marked
® as such on the site plan. Construction is planned to begin sometime

COUNCILMAN FEENEY Councilman Feeney requested an attendance record be sent to the Council
for the Planning and Zoning Commission.

i�BR iDRED Mayor Aldred requested that instead of "Time Permitting" being placed an
the agendas under Items for Discussion, one specific item at a time be
placed on the agenda from the Pending List, beginning with the Sign
Code. The Mayor also requested that "Regulating garage sales" be taken
off the Pending List.
