CITY COUVCIL WORKSHOP hCETING i i l Y JF PALM BEACH GARCENS JANUARY 9, 1986 The Workshoo Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Ma sr Linda Monroe, at 9:20 P.M., sub- sequent to a Special Regular Meeting, in the Assembly Room at the Municipal Complex, 10300 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll wp-z called by the Secretary and present were: Mayor Linda Monroe, Vice Mayor Kiselewski, Councilman Martino, Councilman AIdred and Councilman Feeney. TTEN5 OV 9TTV 0400GER: GWH MANAGEhL NT Mr. Orr stated there was a public hearing in Tallahassee 117186 re: PLAN storm water treatment dealing with a new growth management plan. The Iocal governments are going to be required to install, update and main- tain storm water systems within the municipality, which will be extre- mely costly. The DER will monitor and mandate South Florida take over the systems once they meet DER criterias. Mr. Orr stated concern over the number of agencies that are becoming involved in the growth manage- ment and what the cost will be to the City. Mr. Orr stated he would find as much information about this as he could and give the Council a written synopsis on what this would do to us. Mr. Orr further added when a project comes into the City we would have to provide the storm water control system for anything off site. 11 ;City Council Workshop Meeting, 119186 Page 2 PERFORMANCE BASED PAY SYSTEM The City Manager requested the Council to set a date to have Waters, Trego, and Davis, Inc., attend a meeting for a presentation in an effort to make a decision on this subject. The City Manager pointed out the Merit System Board members will be checking with the Junior College to see if they can do the some job for the City. The Council members requested the Merit System Board members be present at the presentation from Waters, Trego and Davis, Inc. and requested the City Manager have this presentation at the City Council Meeting of January 23, 1986. COUNCIL OF GOYERNtiENTS The City Manager stated we needed to appoint a Council member to repre- sent the City at the Council of Governments. Councilman Dick Feeney stated he would represent the City of Palm Beach Gardens. REPORTS: COUNCILMAN ALDRED Councilman Aldred reported attending the Site Plan and Appearance Review Committee meeting on Tuesday, January 7, 1986, and stated that committee was very upset about the landscaping at Zayre's and are of the opinion that when they approved the landscaping there were 3 types of trees that could be ,planted there, none of which were red maple. The committee requested verification on how to avoid that problem in the future. The City Manager stated he has spoken to the people at Zayre's and told them it would be in their best interest to make sure some of the trees were removed and replaced according to plan. â–ºBNROE Mayor Monro,, reported 250 trees were donated by Foundation Land Company and are now temporarily planted behind the Community Center. Sometime In the Spring, near the end of February, the City will be having a tree sale and the Beautification & Environmental Committee would like to have the dedication of the nursery at that time and recognizing Foundation City Council Workshop Meeting, 119186 Page 3 Land Company for the donation of the trees. The City .Manager stated we 10 would like to have as many members of the City Council one afterfroon attend n ccremony behl;,d the Ceirrt,unity Center to present Foundation Land Company with a proclamation. Mr. Orr further stated he has spoken to the Post /Evening Times and Weekday newspapers for coverage and would like to have this done as soon as possible. Mr. Orr will schedule this and inform the Council members of the time. ITEMS BY THE MAYOR AND COUNCIL: COUNCILMAN FEENEY Councilman Feeney stated he received notification from the City Manager for the dedication of the City park at PGA National and suggested a the name of the park be "John Kiedis Memorial Park ". Councilman Feeney requested Councilman Kiselewski find out from the Solid Wase Authority where they intend to install transfer stations and if one will be located in our area. MAYOR MONROE: Mayor Monroe asked the City Manager if the City will be able to meet the scheduled date of February to hire a-Date Processor. Mr. Orr stated they were in the process of looking for a Data Processor to hire. COUNCILMAN MARTINO Councilman Martino expressed concern re: Cotran Bus Lines stopping ser- vice to the North County area, and requested the City Manager find out when the Public Hearing would be held so that the City can be repre- sented. Councilman Martino suggested, and the other Council members agreed, to have a resolution drafted to reflect the City's concern. Councilman Martino also expressed concern regarding the parking problems at Gardens Park Plaza and the stop signs that have been installed. He City Council Workshop Meeting, 119186 Page 4 requested the City Manager notify the Police Department about people psrking in the fire lanes. Councilman Martino expressed concern re: appearanc., of the shopping center on the southeast corner of Military Trail and Northlake Boulevard. Councilman Martino also stated the City has become more concerned with landscaping and have not paid as much attention to architectural elements as they should. COUNCILMAN ALDRED Councilman AIdred agreed with Councilman Martino's concern re: Cotran Bus Lines any+ felt a gas tax that was specifically earmarked for the production of mass transit would be the answer to these problems. Councilman Aldred expressed concern re: absence of drivers wearing seat belts and felt this should be mandatory. ORDINANCES: ORDINANCE 15, 1985 Peter Bergel, Fire Marshal for t.,e City of Palm Belch Gardens, addressed 0 the Council re: amending Sections II -5, 11 -26, and 11 -35 of Chapter 11, Fire Protection and Prevention Code. It was determined the standard for the area for the heighth of buildings was 4 stories, 46 feet, however, the Fire Marshal was proposing the change to be 5 stories, 60 feet to coincide with the City's zoning code. Several members of the Council felt perhaps we should be uniform with the County standards. A discussion ensued re. number of feet between fire hydrants. A question was raised whether the older sections of Palm Beach Gardens should have more fire hydrants installed since the distance between fire hydrants is greater in these areas. A discussion ensued as to whether all parts of the City should be brourht into line with the amended code. Mayor Monroe stated the City Manager would look at this ordinance further and if there was anything he wished to bring 'City Council Workshop Meeting, 119186 Page 5 Y, to the CounciI's attention, he could do so. The Fire Marshal was requested to report to the Council the different areas of the City and what the distances between fire hydrants are in several sections. ORDINANCE 1, 1986 The City Manager informed the Council we are trying to impose the same as is done for developers that come in under PUDs to insure we have something in the code that the Site Plan and Appearance Review Committee to let them know what should be done. The Council members were in agreement with this ordinance. RESOLUTIONS: RESOLUTION 55, 1905 vice Mayor Kiselewski felt it would be in the best interest of the Recreation Advisory Board to appoint Mr. David M. Kanter 4 -)d Charles A. Campbell as members of Board and Mr. Kaminski as an alternative. The other Council members were In agreement. RESOLUTION 2, 1986 The Council discussed amending Resolution 96, 1979, providing for a $20.00 increase in tennis membership fees and decided to raise the fees for tennis membership as follows: Nonresident of the City who does not own real property within the City shall pay the following: Single membership under 18 years of age $90.00 Single membership $150.00 Family membership $240.00 It was further decided the daily fees for a nonmember who is a nonresi- dent and who does not own real prc,arty in the City shall be $5.00 per person per day. The Council decided there would no longer be a nonrenewable guest privi- lege use card. ity Council Workshop Meeting, 119186 j page 6 FOR DISCUSSION Councilman Aldred stated he has received numerous calls from TownhaIl Homes residents re: boats being parked in swales and requested the City Manager inform the Police Chief that this is not allowed and to ticket these residents. COUNCILMAN FEENEY Councilman'Feeney requested information on what is charged for the soft - ball teams and what chat fee covers and what the City's expenses are, including the lights used on the fields. PETITIONS AND COMMUNICATIONS: 1. Mayor Monroe acknowledged receipt of a letter from Treasure Coast Regional Planning Council re: the draft of the regional roadway net- work map. Mayor Monroe further stated she has been asked to become an alternate with the Treasure Coast Regional Planning Council. ® 2. Letter from John Caporini was requesting the City to hire a pro- fessional consultant to study and make recommendations on the traf- fic and parking requirements in recreational areas of Palm Beach Gardens, 3. Letter from John Caporini resigning from the Recreation Advisory Board. There being no further business to report, the meeting was adjourned at 11:15 P.M. 11
