HomeMy WebLinkAboutMinutes Council 031386v CITY COUNCIL • NQRKShVP WETING CITY OF PALM BEACH GARDENS MARCH 13, 1986 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Aldred at 8 :35 P.M., following a reorgani- zaticnaI meeting, in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Richard Aldred, Vice Mayor Dick Feeney, Councilman Martino, Councilwoman Monroe and Councilman Kiselewski. ITEMS BY CITY MANAGER: FINES FROM ETHICS Q2WITT£E The City Manager reported on the two members of the City's advisory com- mittees who have been fined by the Ethics Commission for failure to sub- mit fInancial disclosures, stating the City's charge is to collect the $200 fines and mail it to the Ethics Commission. The Council requested members being appointed to advisory boards be informed that financial disclosures must be submitted as a responsibility of being a member. LETTER FROM COUNTY RE: BIKE PATHS The City Manager reported receiving a letter from Dick Morley requesting the City and County enter an agreer,ent to sharing of funds for bikeway projects on Military Trail from Burns Road to north of Tanglewood Plaza and on Burns Road from Alt. A -I -A to east of Gardens Hospital. Councilwoman Monroe requested that a path also be put in on Burns Road from Military Trail to the Comr,,�ity Center. It was requested that a ® seven foot path be put on all areas and the extra money saved from the eight oot paths requested could be used to put the path in to the Community Center. The Council requested the City Manager determine the City Council Workshop Meeting,, 3113186 Page 2 actual expenses for this project, reducing the size of the bikeway from eight feet to five feet so they can make a decision. PERFORMANCE EASED PAY SYSTEM Mr. Orr reported at the Regular Meeting of the Merit Board they discussed the Performance Based Pay System, and after lengthy discussion and deliberation the Board recommended the City not exercise the contract with Waters, Trego and Davis at this time. REPORTS: COUNCILNC3MAN Councilwoman Monroe reported attending the Beautification and LINDA WNROE Environmental Committee meeting on March 12, I986, where the planned dedication of the nursery has been temporarily postponed. It was to have been on March 22, 1986. On March 25, 1986, there will be a joint meeting of the Planning and Zoning Commission and the Site Plan and Appearance Review Committee to hear from a restoration biologist. The Council was invited to attend this meeting. In answer to Councilwoman Monroe's question re: proposal for landscaping for various parts of the City recaived from the BkE Committee, Mr. Orr stated now that specific areas have been detailed, we need to go to the State to get approval to put anything in the medians. Right now the plans need to be finalized before the work can go out to bid. VICE MAYOR DICK FEENEY Vice Mayor Feeney reported attending the Planning and "Zoning Commission Meeting on Tuesday, March 11, 1986. 11 City Council Workshop Meet. ±ng, 3113186 Page 3 ITEMS BY MAYOR AND COUNCIL: 0 COUNCILMAN DONALD RISELEWSKI Councilman kiselewski requested the City Manager look into the cost of purchasing items to present to various key people in the City when an occassicn occur, that would represent a "key to the City ". ITEMS FOR DISCUSSION 4WN;nZNr "C1EVD��HIRE'AM 11 TT -FaMTi v w1n rRFarrn 4/1 71R2 BY RESOLUTION 23, 19821 ON THE M -22 TRACT OF THE FGA NATIONAL, PROVIDING FOR 252 RENTAL HIMENI UNITS IN ADDITION TO THE EXISTING 77 UNIT RENTAL APARTMENT BUILDING, RECREATIONAL CLUBHOUSc AND POOL FACILITY (PLATTED 9116182) (M3. HANK SKOKOWSK1) Mr. Hank Skokowski addressed the Council re: the above amendment to "Devonshire" multi- family PUD. The total project will consist of 329 dwelling units on approximately 22.49 acres with an overall density of 14..6. Plans call for 2 parking spaces per unit with the existing pool and clubhouse area having 20 additional parking spaces. The projected rents will be $625 for a 2 bedroom apartment and $575 for a 1 bedroom apartment. The Council requested the Recreation Department look at these plans to see if there was no need for additional recreational space and the Forester look at the landscaping plans to determine if there was any vegetation that would need to be preserved. The Council expressed concern over the parking spa ^es, pointing out there were no spaces planned for guest parking. The Council requested the approved color graphics be displayed at the next meeting. It was determined that the six units that were sold have been bought back by PGA National. The Council also expressed concern re: lack of landscaping around buildings. The Council requested to workshop this project at their next Workshop Meeting of March 27, 1986. 11
