HomeMy WebLinkAboutMinutes Council 041086CITY COUNCIL WDRKSHOP MEETING CITY OF PALM BEAC" GARDENS APRIL 10, 1986 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Aldred, at 8:00 P.M., in the Assembly Room at the 14unicipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present weie: Mayor Aldred, Vice Mayor Feeney, C,)�lncilman Kiselewski and Councilwoman Monroe. Councilman Martino arrived during the presentation for "The Gardens" Reginnal Shopping Mall. ITEMS BY THE CITY MANAGER: WN LODE The City Manager stated after meeting with the Building Ofticial it would take app-oximateiy one to one and a half months to recommend amendments to the City's Sign Code. it was the concensus of the Council to hear these recommendations at the June 5, 1986 meeting. RIGHT- TO -K&CW LAW The City Manager gave each Councilmember information re: right -to -know Iaw, requiring the City to provide training in the identification, docu- mentation, storage and other procedures for employees handling o_ working around chemicals. Mr. Orr felt the City would need to appropriate some monies to bring in a consultant for these procedures. E ■ .�.a, .fir : "�'';.3. .I .,�a�. - CITY COUNCIL WRKSHOP,MEETING, 4/10186 Page 2 REPORTS: VICE MAYOR FEENEY Vice Mayor Feeney geve a report on the PIanning and Zoning Commission meeting he attend&d on Tuesday, April 8, 1986, stating the amendments to the Regional Mall were approved by that Commission by a vote of 3 -0. ITEMS BY THE W YAR AND COUNCIL COUNCILMAN KISELEWSKI Councilman Kiselewski referred to the Open Container Ordinance recently passed by the County., Councilman Kiselewski requested comments from tha City Manager and the Police Chief re: Open Container Ordinance. COUNCILC94N MONROE Councilwoman Monroe received a telephone call from a resident askino if the traffic signal at Burns Road could be timed to coincide with the ® light at PGA Boulevard. Mr. Orr stated it would not be feasible at this time, however, may be possible at some date in the future. VICE M4YCR FEENEY Vice Mayo Feeney rec�fved a telephone call from an elderly resident requesting the numbers c,, 4ddresses on Northiake Boulevard be located in some way so it would be easier to read and find an address. COMMENTS FROM THE PUBLIC FOR ITEMS MAT ON THE AGENDA SAMUEL CARSILLO Mr. Samuel Carsillo, 10063 Dahlia Avenue, PSG, addressed the Council re: concerns he had regarding bike paths in the City. u City Council Workshop,Meeting; 4110186 Page 3 ORDINANCES: ORDINANCE 4F 1986 Ordinance 4, 1986, is for the purpose of restricting the parking of vehicles along southerly unpaved portion of Johnson Dairy Road. The Council had no problem with the Ordinance, however, requested the Police Chief be asked if he would have any problems enforcing this Ordinance. ORDINANCE 7? 1986 Ordinance 7, 1986, provides for final approval, by the Council, of cer- tain sized projects proposed to be developed under straight zoning. The Council had no problem with this Ordinance, however, requested the Site Plan and Appearance Review Committee be made aware of this Ordinance before the 2nd Reading. ITEMS FOR DISCUSSION Subsequent to workshop the City Council established May 1, 1986, as the date for a Public Hearing for determination re: substantial deviation from ''Development Order" adopted 2116184 by Resolution 9, 1984, and amended 3115184 by Resolution 23, 1984, for 458.185 - acre Foundation Land Company (flkla Bankers Land Company) PCD. Subsequent to workshop the City Council established May 15, 1986, as the date for a Public Hearing for: amending Foundational Lard Company (flkla Bankers Land Company) 458.185 - acre PCD, created 2116184 via Ordinance 5, 1984, providing for an amendment to the terms and conditions set forth by reference to "Development Order" adopted 2116182 by Resolution 9, E City Council Workshop Meeting, 4110186 Page 4 1964, r.id ),,)ended 3,'13 ;84 by Resolution 23, 1984 (to be advertised Public Hearing amending Ordinance 5, 1984); amending "The Gardens" Regional Shopping Mall PUD approved November 15, 1984, via Resolution 62, I984, on 92.409 - acre parcel, by increasing size to 100.2 - acre parcel, within 458.185 - acre Foundation Land Company (flkla Bankers Land Company) PCD (to be non- advertised Public Hearing, amending Resolution 62, 1984); and amending "Development Order" adopted 2116184 by Resolution 9, 1984, and amended 3115184 by Resolution 23, 1984, for 458.185 - acre Foundation Land Company (flkla Bankers Land Company) PCO (to be adver- tised Public Hearing amending Resolution 9, 1984 and Resolution 23, 1984). After a brief presentation by Attorney Ray Royce, and representatives ® from Forbes Cohen Properties, it was determined the following were the amendments being requested: To amend the approved plan to permit an increase in square footage of the Mall by approximately 190,000 square feet. This would involve adding additional land to the previously approved plan, which would increase the number of parking spaces, but would reduce the density of parking from 5.0 spaces per 1,000 square feet to 4.9 spaces per 1,000 square feet. In return for this the square footage of the office building area owned by Foundation Land would be reduced, City Council workshop Meeting, 411086 Page 5 • rr-aning the traffic irpact would be relatively the same at peak hours. Because the size of the project has bean increased, landscaping would be increased, but the percentage of landscaping 4ould remain as previously approved. Arcitecturally an abeyance has been requested from the 65 foot maximum limitati;,,n for the one area of the cupola to an 80 foot maximum heighth. COUNCIL SEATS REPRESENTING A GEOGRAPHICAL AREA After a discussion re: placing before the City's electors question of whether they want each of the 5 Council seats to represent, i geographical area (distrct of the City, it was decided to remove this item from the 49 "Pending Items for Discussion ". PETITIONS AND COMMUNICATIONS: TRAFFIC IN FRONT OF SOVEREL MARINE Councilwoman Monroe received a letter from Don Vogel re: accidents on PGA Boulevard in front of Soverel Marine, The City Manager stated once Soverel Marine submits his plans for his project perhaps some further improvements could be made re: traffic on PGA Boulevard.
