POLL. CALL The .,,II was called by the Cit.,, Clerk and present were: Vice Mayor Feeney, Councilman Martino, Councilman Kiselewski and Councilwoman Monroe. Mayor Aldred was absent due to being out of town. APPROVAL OF MINUTES The minutes of the Regular Meeting of June 19, 1986, were unanimously aporoved as written. N0UNCEMENTS Vice Mayor Feeney announced there would he a meeting of the Palm Beach Gardens Fire Department on Tuesday, July 8, 1986 and a meeting of the Beautification and Environmental Committee on Wednesday, July 9, 1966. Vice Mayor Feeney also announced the City's Administrative Offices would be closed Friday, July 4, 1986. CALL FOR BIDS The City Clerk opened and read the only bid received on a 1978 or newer Heavy Duty Tandem Axle Dump Truck, which was duly advertised June 18, 1986. the bid was frc,n General GMC Truck Sales are; Service, Inc. of WeGt Palm Beach, Florida in the amount of $15,500. A motion was unani- mously adopted to remand this bid to the City Manager and the Direct,,r o� Public Works for their review and recommendation. M City Council Regular Meeting, 713186 *EMS dY CITY MAiOGER Page 2 PURCHASE OF USED TRUCK Mr. Orr requested the Council's approval to purchase a used truck, not to exceed $2500, to be used by the Ci.y's Code Enforcement Officer. A motion was made by Councilwoman Monroe to authorize the City Manager to porchaf, � 3 ured truck for _fse by the Cndo Orricer, rnt to exceed $2500 to be taken from Council Contingency; seconded by Councilman Kiselewski. Motion unanimously approved. REPORTS COUNCILMAN KISELEWSKI Councilman Kiselewski reported on his trip to New York on behalf of the Solid Waste Authority to extend the escrow on their bonds. COUNCIL*O,ti,N MONROE _ Councilwoman Monroe reported attending a meeting on the North County Thoroughfare Plan. Councilwoman Monroe reported the County Commission was proposing to lower densities between Palm Beach Gardens area and Jupiter. The County Commission expressed a concern that the City of Palm Beach Gardens would take up the density and intensity they :(ere trying to reduce. VICE MAYOR FEENEY Vice Mayor Feeney reported attending a meeting of the Planning and Zcning Commission. The minutes of this meeting are on file with the City Clerk's u" -ice. IFvM5 BY THE MAYOR AND COUNCIL COUNCILMAN ,44RTl W Councilman Martino stated each Council member had received a copy of a letter written by Mayor Aldred re: the Task F-arcN for Growth Manaoefnent arid inter- Governwrital Coordination. Councilman Martino felt he City Council Regular Meeting, 713186 Page 3 40 did not need any Input from the County to monitor the quality and Integrity of life :n the Palm Beach Gardens. Councllman Martino stated VICE MAYOR rEENEY RESOLUTIONS RESOLUTION 26, he refused to accoot any Infringement upon the local jurisdictions that members of the City Council had on behalf of the residents of Palm Beach Gardens, and felt the Council should let the County and members of the Task Force know exactly how they felt. In response tc Councilwoman Monroe, Mr. Orr stated he would contact Mr. Sam Shannon of the County and request he address the Council on this issue. A discussion ensued as to what the Task Force for Growth Management and Inter - Governmental Coordination would mean to the City of Palm Beach Gardens. Vicc Mayor Feeney requested the City Manager have something done about the grass and weeds growing between the cracks in the bike oaths along PC/] Boulevard. Resolution 28, 1986, was unanimously adopted by the Council. RESOLUTION 29, 1986 Per the concurrence of the City Council, the City Clerk read by title only, Resolution 29, 1986, amending "The Gardens" Regional Shopping Mall PUD created I1115184, via Resolution 62, 1984, and amended 5115186 via Resolution 21, 1986, proviuing for temporary development /leasing signage. Councilman Kiselewski stated the Resolution should be amended as follows: Section 2. third IinP tC; I rs L ". Resolution 29, 1966, was unanimously adooted by the Council. RESOLUTION 30, <986 Per the concurrence of the City f:ouncil, the City Clerk read by title only, Resolution 30, 1986, requesting the City's portion of the County EMS surcha_ce Award Program funds. RESOLUTION 31, 1986 Per the concurrence of the City Council, the City Clerk read by title nnly, Resolution 31, 1985, creating a multi- family PUD proposed to con- sist of 42 condominium units and be located within 7.12 -acre M -12 Tract of PGA National PCn, Resolution .f1, 19E6, was unanimously adopted by thF Council. Attorney Lampert stated no additional signage would be required by this modification. Following a brief discussion by the Council, Vice Mayor Feeney requested the City Attorney draft an ordinance for the Council's consideration. COMMERCE PARK PUD PROPOSED TO BE LOCATED WITHIN 33.454 -ACRE PARCEL ON SOUTHEAST CORNER OF NORTHLAKE BLVD. & FLA. TURNPIKE WITHIN Pro NATIONAL PCO (Mtn. HANK SKOKOWSKI, AUTfU. AGENT). Mr. Hank Skokowski addres_ed the Council requesting a PUD approval for this Site with improvements to: entrance road, median, landscape entry and gate house. Mr. Skokowski requested to reduce the setback requirt.- m�.nt to 10 feet along the turnpike and the area edged by trees. Vise Mayor Feeney felt perhaps Mr. Skokowski should appear before the Site Plan and Appearance Ravi-?w Committee for their recorrnnclations on each individual site. Vice Mayor Feeney requested the City Attorney orepare paper-for< to proceed with applicant's request. Councilwoman Monroe suggested paving a portion of the reserved spares to compensate for spectators whatching the tournaments. In response to Councilman Kiselewski, Mr. Skokowski stated any lighting of this area wculd be low - level. Vice Mayor Feeney requested the City Attorney prepare paperwork necessary to proceed with the applicant's request.
