HomeMy WebLinkAboutMinutes Council 102386ROLL CALL CITY rOUNCIL KORKSHOP MEETING CITY OF PALM BEACH GARDENS OCTOBER 23, 1986 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Aldred at 8:00 P.M., in the Assembly Room at the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens, Florida; and opened with the Pledge of Allegiance to the Flag. The Deputy City Clerk called the roll, and present were: Mayor Aldred, Vice Mayor Feeney, Councilman Martino, Councilman Kiselewski, and Councilwoman Monroe. ANWbWEEPENTS Mayor Aldred announced there would be a meeting of the Code Enforcement Board on Monday, October 27, 1986, at 7:30 P.M., and a meeting of the Planning and Zoning Comm <ssion on Tuesday, October 28, 1986, at 7:30 P.M. ,�ESENTATION OF RDS TO THIS YEAR'S WINNERS OF "FIRE PREVENTION WEEK" POSTER AND ESSAY CONTESTS Firefighter Scott Fetterman presented awards to this year's winners of "Fire Prevention Week" poster and essay contests. ITEMS BY THE CITY MANAGER The City Manager gave each Council member copies of a letter to be sent to each registered voter of Palm Beach Gardens, as well as a copy of a letter sent to each Mayor and Council member of the municipalities in Palm Beach County, outlining the negative effects of the proposed Palm Beach County Planning Council. The Council instructed the City Manager to have the letters mailed as written. ROADWAY BEAUTIFICATION PROGRAM The City Manager gave the Council a copy of a recommendation from the Beautification and Environmental Committee re: meeting with the four firms that submitted proposals for the Roadway Beautification Program, City Council Workshop Meeting, 10/23/86 Page 2 .requesting the Council be in attendance for these presentations. The meetir_4 will bo Wedrexfay, November 5, 1986, at 7:30 P.M. in the Assembly Row. PLANNING AND ZONING CONFERENCE The City Manager reported there would be a Planning and Zoning Conference in Tallahassee on November 19 - 22, 1986, covering some new State laws. Mr. Orr stated there were monies in the budget to cover conferene-,s and requested the Council recommend who they thought should attend. The cost of registration is $I ?O /per person. It was the con - rTnsus of the Council that a City staff member should possibly attend the conference, and an invitation be extended to one member of the Planning and Zoning Commission and the City Attorney's office. The Council also requested those attending the conference write a memo outlining infor- mation learned from this conference. PORTS VAPI- COUNCILMAN KISELEWSKI Councilman Kiselewski reported the sub - committee of the Metropolitan Planning Organization studying bus_ transportation met this morning and decided the reported received was not a good reported and will be going back to the drawing board to see what else can be dnne. COUNCILWOMAN MONROE Councilwoman Monroe reported attending the Beautification and En-ironmental Committee meeting last night and commended that committee for scrutinizing all bids offered for the Roadway Beautification Program. ITEMS BY THE MAYOR AND COUNCIL NCILWOMAN ROE Councilwoman Monroe stated she has received a number of complaints re: City Council Workshop Meeting, 10/23/86 Page 3 Perry Cable TV and the way they were going about repair work. coun�fi: roman ,Monroe f1rLn stated when you call the repair service it's very hard to get through, and felt they needed additional staff. COUNCILMAN FEENEY Councilman Feeney stated Perry Cable is slow in response time, however they are trying to meet the needs, but are understaffed. COUNCILMAN KISELEWSKI Councilman Kiselewski felt the Council needed to make a decision re. Council of Governments membership. Mr. Orr stated the City has received a bill from COG re: membership, in the amount of .2124, and requested a concensus of the Council on whether to renew membership. It was the concensus of the Council to join COG for ono more year. ITEMS FOR DISCUSSION AMORTHLAKE MFQUARE" Attorney Ray Royce, representing the Petitioner, addressed the Council re: "Northlake Square ", briefly giving the background of the property. Mr. Ed Oliver, architect, explained in detail the site plan and proposed improvements for this project. He stated the Council's request to have an access road for Florida Power and Light employees i customers to use the traffic signal was not feasible due to insurance liabilities. The shopping center will consist of 3 buildings with 3 outparcels, one out parcel being the existing Wendy's Restaurant. Mr. Oliver also outlined the elevations and color plan. The 3 buildings of the shopping center would be single story and approximately a total of 112,000 square feet. The out parcels would total approximately 110,000 square feet. The rear of the all buildings will be treated the same. Councilwoman Monroe requested copies of any staff reports that have been prepared on this City Council Workshop Meeting, 10/23/86 Page 4 project and would like a statement from staff re: whether code require - ments have been met. Mr. r)r„er stated there were 5 parking spaces for each 1,000 square feet of space. Traffic, roadway improvements and landscaping was discussed in detail. It was the concensus of the Council that a deceleration lane be installed at the main entrance to the site. Mr. Oliver stated they would come back before the Council at a later date with plans for the outparcels and plans for signage. The Council suggested some of the parking spaces be reduced from 10 feet to 9 feet. It was also the concensus of the Council that the petitioner sod the out parcel areas until they were built. PRESTON LAKES Jeff Blakely, Landscape Architect, addressed the Council re: Preston Lakes POD, proposed to consist of 29 single family zero - lot -line resi- dential units to be located within 13.669 -acre S -11 Tract of PGA ® National PCD. This is area was originally part of the recreation around "Coventry Green ". The product for this project will be the same as "Coventry Green ". Each unit has a 2 car garage with a side entry. The landscape plans would also be the same as "Coventry Green ". PRESTON GOLFVIEW Jeff Blakely, Landscape Architect, addressed the Council re: Preston Golfview PUD, proposed to consist of 16 single family zero - lot -line residential units to be located within 6.76 -acre M -19 Tract of the PGA National PCD. Mr. Blakely stated this project would also be the same as "Coventry Green ". This is the current site of the Palm Beach Gardens Nursery, directly across from the park. The Council expressed concern re: access to the last lot. The Council requested an area be created for the placement of mailboxes, trash and garbage, to serve the last
