WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
LEPi MBER 11, 1986
The Workshop Meeting of the City Council of Paler Beach Gardens, Florida,
was called to order by Mayor Aldred at 8:20 P.M., In the Assembly Room at
the Municipal Complex, 10500 North Military Trail, Palm Beach Gardens,
Florida, immediately following a Special Regular Meeting of the City
Council.
ROLL CALL Mayor Aldred noted all Council members were present, exreot Vice Mayor
Feeney who was out of town.
PROCLAMATIONS Mayor Aldred read a proclamation proclaiming September 15 - 19, 1986,
"Florida Industry Appreciation Week "; and November 16 - 22, 1986, as
"Alzheimer's Disease Public Awareness Week ".

HAVERHILL ROAD The City Manager gave each Counctla,amber a copy of certain pages from the
Comprehensive Land Use Plan, stating some oeople in the North County area
picked up the City's Land Use Plan Map and Zoning Map and are getting. a
petition together to stop Foundation Land Company from selling property in
the JDM Country Club area, and are stating that the City has already
agreed to extend Haverhill Road and to four -lane Holly Drive. Mr. Orr
stated all of this has already been addressed in the City's Comprehensive
Land Use Plan and wanted the Council to be aware of this in the event they
were approached by any of these people. None of the assumptions being made
are true.

AROPMPAT—COMPLEX The City Manager stated there are plans for new parking arrangements at
Gardens Park and plans for traffic flow around the'MunicipaI Complex.

Councilman Martino stated he attended the Recreation Advisory Board
meeting and the Merit System Board Meeting, and the minutes are on file 9t
the City Clerk's office. Councilman Martino stated the Recreation
Advisory Board would like to be involved in the overall planning for the
traffic flow and parking for Gardens Park. Mr. Orr stated the traffic
flow plan was done a couple of years ago by Lindahl Browning and we are
now .implementing these plans. It was the consensus of the Council to make
copies of these plans available to the Recreation Advisory Board at their
next meeting.
Councilman Kiselewski reported he attended a meeting today of the Solid
Waste Authority where contracts were drawn for the design and building of
the resource recovery facility and the operation and maintenance.
Ccunrilwoman Monroe reported she attended the Beautification and
Enviro ^mental Committee meeting who will be sending a letter to the
Council re: a master plan for the City, expressing concerns over the
landscaping around the City Hall Complex.

requested to write by the Editor of the Palm Beach Post to present the con
side of the Palm Beach Planning Counr l proposal. On Sunday the pro and
con version will be run side by side.

MARTINO Councilman Martino requested the Mayor consider a workshop meeting with
the Recreation Advisory Board sometime after the first of the year.

ELEW KY Councilman Kiselewski stated he was happy to notice some of the neon sions
beginning to coma down around the City.
MAYOR ALDRED Mayor Aldred stated he has contacted Burg and DiVosta, who will be coming
before the Council in October to preset plans for a solution to the
parking problems at Garden Square Shoppes.

Attorney Larry Smith addressed the Council, stating he has spoken to the
DCA about the position on whether the new or old law applies, and was
Oadv.tsed that since the first public hearing of this Ordinance was after

July 1, 1986, it was their opinion that the new law applies. The Council

Attorney Larry Smith addressed the Council stating this is the final
workshop before the second and final reading of this o.dinance on
Thursday, September 18, 1986. The major issues of this project have been
traffic and intensity. Attorney Smith stated the preliminary sturiy on the
Metropolitan Planning Organization's North County study presented by Mr,
Sam Shannon of Palm Beach County, stated PGA Boulevard can handle the
traffic from this project. Attorney Smith described all changes that were
suggested by the Council and made by the petitioner from the original
plans, including the removal of the helicopter pad, the islands at PGA
Blvd. Attorney Smith showed the Council phasing plans, showing what the
site would look like with each phase.Attorney Smith stated the phases not
being built would be grassed, and depending on the phase, all trees should
be planted. Hopefully, the first phase will be the parking garage and the
office tower, depending on leasing progress. The project will be built in
4 phases. All trees along PGA Boulevard and U.S. #1 will be planted when
the first phase is built. Mr. Hoag, architect for the project, stated
plans call for royal palms to be along U.S. #1 and PGA Boulevard. A
discussion ensued re: royal palms not providing enough greenery. It was
suggested a couple of parking spaces in each corner could be eliminated to
provide more greenery. Attorney Smith stated they have given up a number

of feet of right -of -way, however, the County still wants an additional 12
feet. He further stated he would be meeting with the County again next
week to deY'o °mine the right -of -wry. It was the concensus of the Council
that the 12 foot right -of -way should be dedicated to the City, who in turn
would give it to the County when they need it. Attorney Smith stated he
would have an answer to the right -of -way next week.
Attorney Smith stated the name of the project would be changed to "The
Financial Center ". Attorney Smith stated they would Iike to come back
before the Council with sign details at a later date. They would like it
part of the Ordinance that they would return before the Council.
Councilwoman Monroe requested revised Landscape Plans be turned into to
City staff in time for their review before the next meeting. Councilwoman
Monroe also requested a staff report be prepared indicating the plans were
reviewed by staff.

1966 UPDATING AND RE-ESTABLISHING RETIREMENT PLAN FOR ALL GENERAL EMPLOYEES OF

The City Manager stated this will update the benefits of the general
employees, changing the monthly benefit to 2% of the final 5 year average
salary and increase the officer - employee required contribution to 5% of
average monthly earnings. The City Manager stated this plan would hope -
fully get more employees involved in the retirement plan.

AMENDING SECTION 17. PLANNED LUWUNITY DISTRICTS OF ARTICLE VII. GENERAL —
REGULATION PROVISIONS, APPEND ' ", UFF THE ZDNI 0�
Attorney Ray Royce, representing Foundation Land Company, addressed the
Council. Basically the changes suggested by Foundation Land are as
follows: changing 250 acres or more in size being reduced to 50 acres or
more; certain language throughout the ordinance. Several Council members
felt no acreage should be mentioned, as the criteria was spelled out in the
remainder of the ordinance. It was suggested that page 3 be changed as
follows: (2) PC district: Defined. "A PC district Is hereby defined as a
contiguous tract of land. A 50 acre tract is a nominal size, however,
lesser acreage can be presented due to certain circustandes."
® Attorney Royce volunteered to incorporate the thoughts of the Council into
the PIanned Community District Ordinance. The Council will consider this
ordinance fox first reading at their Regular Meeting of September 18, 1986.
