HomeMy WebLinkAboutMinutes Council 032885CITY COUNCIL W)RKSFVP b£ETING CITY OF PALM BEACH GARDENS 0 MARCH 28, 1985 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Linda Monroe, at 8:00 P.M., in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Monroe, Vice Mayor Kiselewski, Councilman Martino, Councilman Aldred, and Councilman Feeney. City Manager John Orr and Attorney William Brant were in attendance. ITEMS BY THE CITY MANAGER: PLAYSCAPE Mr. Doug Hood, Director of Recreation and Parks, addressed the Council Spresenting plans for proposed "playscape" playground equipment to be constructed in front of the community pool by the jogging trail. The Council requested Mr. Hood investigate the possibilities and cost of fencing and /cr Iighting of the area. REPORTS: MAYOR MONROE Mayor Monroe reported that she attended the City's Planning and Zoning Commission meeting March 26, 1985. The minutes of this meeting are on file in the City Clerk's office. ITEMS BY THE MAYOR AND COUNCIL: MAYOR MONROE Mayor Monroe advised that she read an article in the newspaper pertaining to paths not being considered for bicycle paths if they did not meet certain requirements. The City Attorney will research this issue and report bark to the Council with the specific information. City Council Workshop Meeting, 3128185 Page 2 COHvENTS FROM THE PUBLIC FOR ITEMS ACT ON THE AGENDA: MR. PAUL Mr. Paul Feldman, 603 Riverside Drive, Palm Beach Gardens, addressed FELD�i N the Council with concern of the traffic aroblem on Riverside Drive between Lighthouse Drive and Holly Drive. There are no stop signs in this stretch of roadway and it increases the speeding of vehicles in the area. The City Manager was requested to speak to the Police Department to add additional patrol in this area. Councilman Martino asked that the residents of this area be questioned as to their preference of adding a sidewalk along Riverside Drive. MR. BOB Mr. Bob Yeager, Cedar Avenue, Palm Beach Gardens, addressed the Council Y=R speaking for other residents of Plat 4, with concern about the billboard placed on the northern boundary of the area. The City Manager advised that this billboard is placed in the railroad right -of -way and is located in Palm Beach County. The Council requested the City Attorney draft • a Resolution to be presented to the Palm Beach County Commissioners voicing the City's concern over visual pollution in this area. ORDINANCES: ORDINANCE The Council workshopped Ordinance 5, 1985, imposing a "Road Impact 5— Fee" on new developments within the City. The City Manager compared the original draft of the Ordinance with the revised draft dated March 28, 1985 and gave an explanation of the mechanics of the Ordinance. There was question as to whether the City is large enough to be divided into zones at this time. Mr. David Lloyd of the Home Builders Association spoke to the Council giving his views on the proposed Ordinance. Councilman Martino invited any developers, or concerned individuals, to ® attend the next Workshop Meeting of the Council to speak with regard to their input into this Ordinance. FT. OF PROFE55IONAL OFFICE SPACL Mr. Ed Roby and Mr. Gary Krielow presented a film showing the parcels of land surrounding and including the proposed site. Mr. Roby explained that they are proposing seven commercial professional office buildings with a total of 92,500 square feet. The build -out of the entire project is estimated to be approximately 6 - 8 years. Mr. Mike Dudek, Traffic Engineer, presented the Council with a copy of the traffic study performed for this project and briefly explained the study. Mr. Dudek presented sketches explaining the proposed laving of Prosperity Farms Road in that area. The City Manager requested the petitioner provide a cost schedule for the paving of additional lanes of Prosperity Farms Road as presented by these sketches. The petitioner is to answer the letter which was submitted to the Council from the City's Administrative Planning Coordinator regarding this project. There were questions raised by the Council with regard to the intensity of the project and the proposed drainage plan. These are to be addressed by the petitioner at the next Workshop Meeting. The City Attorney was requested to prepare an Ordinance to be placed on First Reading at the next Regular Meeting of April 4, 1985. City Council workshop Meeting, 3128185 Page 4 CREATION OF "GARDENS PROFESSIONAL ARTS" PUD, WITH UNDERLYING ZONING - t RTH SIDE -OF- r Steve verkes, Architect, addressed the Council pursuant to their consideration of the "Gardens Professional Arts" PUD proposed to consist of 40,000 square feet of gross leasable floor area. The petitioner has agreed to conform to the recommendations made in the submitted traffic study, including the improvements to Burns Road. Dr. Steiner, Partner, conveyed the intentions of he and his partners for their business /building. The City Manager advised that he feels two ingress /egress points for this project would be best. He suggested the site plan show the location of the back -flew preventer. Councilman Martino suggested the petitioner present several items at the next Workshop Meeting. Those items consist of color samples proposed for the building, proposed drainage for this site, more detailed elevation plans, color rendition of the site plan, percentage of actual green space, and answers to the recommendations made by the City's Fire Chief. C.,uncllman Martino had concern with the parking situation in covered parking area. Vice Mayor Kiselewski voiced his concern with the parking stalls in front of the building, whereas the vehicles will have to back out into the entrance way. •
