ANNOUNCEMENTS:
MARCH 14, 1985
The Workshop Meeting of the City Council of Palm Beach Gardens,
Florida, was called to order by Mayor Linda Monroe at 8:20 P.M.,
following the Special Reorganizational Meeting, in the Assembly
Room at the Municipal Complex, 10500 North Military Trail, Palm
Beach Gardens, Florida.
Mayor Linda Monroe announced that on Tuesday, March 19, 1985, at
7:30 P.M., the Site Plan and Appearance Review Committee will meet.
ITEMS BY THE CITY MANAGER:
PGA BLVD. & The City Manager advised the Council on the status of the pedestrian
MILITARY TRAIL
signal at the intersection of PGA Boulevard and Military Trail.
REPORTS:
VICE MAYOR Vice Mayor Kiselewski reported on a meeting of the State Metropolitan
KISELEWSKI
Planning Organization yesterday at which House Bill 287 was discussed.
House Bill 287 is a new growth management bill.
ITEMS BY THE MAYOR AND COUNCIL:
COUNCILMAN Councilman Martino presented plans to the Council showing proposed
improvements to the Holly Drive duplex area. This is located on the
east side of Holly Drive, just to the north of Lighthouse Drive.
The property is owned by Bankers Land Company and Mr. Martino has been
meeting with them in preparing the plans. Mr. Barry Present, Mr. Rick
40 Warner and Mr. Raymond Royce from Bankers Land Company were present.

Councilman Martino explained that the lands will be sold under a
Unity of Title by Bankers Land Company. The parking spaces to the
duplexes will be realigned for a better parking situation. There
are 17 existing access points into the units. This will be changed
to 4 total access points. The entire area will be landscaped and
irrigated. The City Forester will 5e consulted on this issue.
Attorney Raymond Royce addressed the Council confirming some points
that were discussed by Councilman Martino.
The City Attorney will draft a contract outlining the proposals
and agreements between the City and Bankers Land Company.
The contract will be approved by Resolution. There was a concensus
of the Council to request the City Attorney to proceed with a rough
draft of the contract.
• VICE MAYOR Vice Mayor Kiselewski requested the Police Department check into a

complaint he received from a resident of PGA National regarding stray
dogs and cats.
Vice Mayor Kiselewski suggested the Council discuss the placement of
solar heaters and TV antennas on roofs at a future Workshop Meeting.
COUNCILMAN Councilman Aldred voiced concern about the placement of the garbage

dumpster at Palm Beach Gardens High School; and the timing of the
traffic signal at Burns Road and Alternate AIA.
Councilman Martino suggested the City Manager request the Public Works
Director contact County Sanitation and have them place the garbage
dumpster at the High School back on the proper pad after dumping.

fftM-TLMAN In response to Councilman Feeney, the City Manner advised that the

criteria has not been met for the placement of left turn signals on
Military Trail at Holly Drive.
Councilman Feeney suggested the Police Department observe the north-
bound traffic on Military Trail for speed.
REPORTS:
MAYOR WNROE Mayor Monroe reported that she attended the meeting of the City's
Planning and Zoning Commission on Tuesday, March 12, 1985. The
minutes of this meeting are on file in the City Clerk's office.
Mayor Monroe requested the status of the discussion on the Recreation
Impact Fee Ordinance and the Tree Preservation Ordinance.
ORDINANCES:
ORDINANCE The City Manager advised the Council of his discussions with Seacoast

Utilities and other utility companies re: requiring water line back -
flow preventers to be installed no greater than 2' above grade; and
screened by a fence constructed of solid material other than
vegetation and landscaped. He suggested that installation 5' above
grade be better suited in this Ordinance, although screening and a
fence of solid material should remain.
The City Attorney was requested to redraft the Ordinance incorporating
the Council's thoughts. He will discuss the verbiage of the Ordinance
as it pertains to landscaping with the City Forester.
A Public Hearing and Second Reading of the Ordinance will take place
at the Regular Meeting of the City Council on March 21, 1985

ORDINANCE Ordinance C, 1985, modifying Article VII, Section 14(6)(m),

® Zoning of the City's Code, re: permitted services at Automotive
Service Stations, was further Korkshopped by the Council.
Mr. Peter Sachs, Attorney, advised the Council that he and his
client agreed with Ordinance 6, 1905, as it has been amended,
excluding the service of malt beverages.
Ordinance 6, 1985 will be placed on First Reading at the Regular
Meeting of the City Council on March 21, 1985.
ITEMS FOR DISCUSSION:
NUDIFICATION TO CONDITIONAL USES IN THE AG- AGRICULTURAL ZONING
MEDICAL CENTER TO
F A M]SPITAL
The City Manager advised that this is a procedural step. The
. decision that the Council has to make is whether or not this site is
still suitable for the placement of a hospital. The site and parking
information will be presented to the City's Site Plan and Appearance
Review Committee.
The City Manager explrined that at the time of application by
Palm Beach Gardens Medical Center for a Certificate of Need
for expansion of the hospital, they were required to show some
construction Knrk being performed. Therefore, the City
issued a footer permit following the submittal of a $50,000 letter of
credit by the hospital.
Councilman Feeney advised that following discussion with the City
Attorney, he has decided to abstain from discussion of this item
because he is a member of the Board of Trustees for Palm Beach Gardens
Medical Center.

PETITIONS AND COWUNICATIONS:
Mayor Monroe acknowledge+ receipt of the following communications:
PALM BEACH 1. A letter from Palm beach County discussing some of the City's
COUNTY proposed land uses.
COMMISSIONER 2. A letter from Kenneth M. Adams, Chairman of the Board of County
KEN ADAMS Commissioners, regarding the Florida Gas Transmission Company's
proposed gasoline pipeline.
ADJOURNMENT: There being no further business for discussion, the meeting was
adjourned at 9:30 P.M.
