HomeMy WebLinkAboutMinutes Council 041185CITY COUNCIL CRKSHOP MEETING CITY OF PALM BEACH GARDENS APRIL 1, 1985 The Workshop Mseting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Linda Monroe, at 8:00 P.M., in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Monroe, Vice Mayor Kiselewski, Councilman Martino, Councilman Aldred, and Councilman Feeney. City Manager John Orr and Attorney William Brant were in attendance. ANNOUNCEMENTS: • Mayor Monroe announced that the Site Plan and Appearance Review Committee would be meeting on Tuesday, April 16, 1985, at 7:30 P.M. CALL FOR BIDS: -TT BREATH- The three sealed bids received for a Breath Testing Instrument for the I CJ NS NENT Police Department, as duly advertised March 28, 1985, were opened and read aloud by the Deputy City Clerk, as follows: George Thomas Agency, 312 S. Old Dixie Hwy., Suite 111, Jupiter, FL 33458: $4,500.00. Intoximeters, Inc., 1901 Locust Street, St. Louis, NO 63103: $3,969.00 Public Safety Devices, Inc. 322 N.E. 80 Terrace, Miami, FL 33138: $4,175.00 without ,preservation, $4,661.00 with preservation. By a unanimous vote of the Council, these bids were remanded to the City Manager for a recommendation. a t City Council Workshop Meeting, 4111185 Page 2 ITEMS BY CITY MANAGER: BRUCE KING The City Manager referenced a letter from Bruce King requesting the City's input on the location of a car dealership on Northlake &iulevard. BURNS ROAD The City Manager addressed the Council re: future discussions on the 3- laning of Burns Road. TRAFFIC The City Manager advised that the traffic signal at Elm Avenue and SIGNALS Military Trail is in operation, and there will be a traffic signal at Keating Drive and Northlake Boulevard. WATER The City Manager suggested the City adopt the requested Water Shortage FAGE INANCE Ordinance recently submitted by the South Florida Water Management REPORTS: District since it covers present and future conditions. REPORTS: MAYOR MINROE Mayor Monroe reported that she attended the City's Planning and Zoning Commission meeting April 9, 1985. The minutes of this meeting are on file in the City CIerk's office. ITEMS BY THE MAYOR AND COUNCIL: VICE MAYOR Vice Mayor Kiselewsk' requested the Community Appearance Ordinance be =LEWSK2 placed on the list of pending items for discussion. Vice Mayor Kiselewski voiced concern regarding newspaper boxes being placed on private and public property throughout the City. Vice Mayor Kiselewski suggested the Planned Unit Development Ordinance be discussed and modified by the City Council. City Council Workshop Meeting, 4111185 Page 3 MAYOR MONROE Mayor Monroe advised that she met with Palm Beach County Commissioner Karen Marcus and discussed the placement of billboards in the County, traffic congestion on P.G.A. Boulevard, and the concern over density in the northern Palm Beach County area. Mayor Monroe questioned the status of the Code update. ORDINANCES: ORDINANCE The Council workshopped Ordinance 7, 1985, annexing 6.56 -acres Iocated 7, 1985 on the east side of Prosperity Farms Road, north of RCA Boulevard, and simultaneously providing for the creation of "Prosperity Gardens" Planned Unit Development, with underlying zoning of CPO - Commercial Professional Office District, proposed to consist of 7 two -story professional office buildings. Mr. Edward Roby and Mr. Gary Krielow addressed the Council re: the • annexation and usage of the proposed site. There will be substantial improvements made to Prosperity Farms Road. Easy Street will be paved to the back of the site, and maintained at the developers expense. There will be one parking space for every 250 square feet of building area for a total of 358 spaces, the parking stalls being 9' X 181. There are major oak 'rees at the northern boundary of the site that will be saved, which has been discussed with the City Forester. There are 168 live oak trees proposed to be placed on the site. The petitioner agreed to place no occupant signage on the buildings. The air conditioning will be placed on the roofs with screening to match the building material. The parking areas will be lighted after dark. The bicycle path in front of the site will be constructed of concrete and maintained by the City. This was agreed upon by the petitioner. City Council Nbrkshop Meeting, 4111185 Page 4 The Public Hearing and Council's consideration of adoption of ® Ordinance 7, 1985 will take place at the Regular Meeting of the Counci, on May 16, 1985, ORDINANCE Mr. Steve Yeckes, Architect, addressed the Council re: their 8 985 consideration of adoption of Ordinance 8, 1985, providing for the creation of the "Gardens Professional Arts" PUD, with underlying zoning of CPO - Commercial Professional Office District, proposed to be located on a two -acre parcel on the north side of Burns Road, contiguous to the east of "Plaza North Medical Complex ". Mr. Yeckes advised that they are proposing 42,000 square feet in gross area and 37,000 square feet net leasable. The parking stalls will be 9' X 18' with exception of those under the building which will be 10' X 181. There are 168 parking spaces provided and all spaces 49 will be double striped, and wheel stops at every sta21. The pan shows 15% green space and 17% open space. Per the City Engineer's suggestion, there will be two access points into the project. Burns Road will be widened to three lanes in front of this site. The canal to the north of the site varies in width from 5' to 121, with a 50' right -of -way easement. Mr. Yeckes provided the Council with a sketch showing the curb cuts that are presently in place along Burns Road in this area. The garbage and trash pick up areas will be placed to the rear of the buildings ano fenced. The petitioner agreed to place a bicycle path along Burns Road from their property line to property line. They were requested to place a 5' high hedge along the northern property line • to protect any future residential areas to the north. Public Hearing and Council's consideration of adoption of Ordinance 8, 1985 will take place at their Regular Meeting of May 2, 1985.
