HomeMy WebLinkAboutMinutes Council 050985CITY COUNCIL NORKSHOP MEETING CITY OF PALM BEACH GARDENS MAY 9, 1985 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Lind& Monroe, at 8:00 P.M., in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Monroe, Vice Mayor Kiselewski, Councilman Martino, and Councilman Aldred. Councilman Feeney was absent. ANNOUNCEMENTS: City Manager John Orr and Attorney William Brant were in attendance. Mayor Monroe announced that the Planning & Zoning Commission and P.B.G. Fire Department would be meeting on Tuesday, May 14, 1985, at 7:30 P.M. PROCLAMATION: Mayor Monroe read a proclamation proclaiming May 5 - 12, 1985 as "National Police Week" and May 15th as "National Peace Officers Memorial Day ". ITEMS BY CITY MANAGER: PROS747rPER.ITY The City Manager advised that he contacted the Florida Housing Finance Agency to get an update on Prosperity Oaks, which is still pending due to additional information required by the agency. LEGISLATURE The City Manager addressed the Council re: pending items before the legislature. They were the Growth Management Bill, State Mandated Zoning • for Group Homes and State Mandated Police /Fire Pension Administration. City Council Workshop Meeting, 5 -9 -85 REPORTS: Page 2 VICE MAYOR Vice Mayor Kiselewski reported that on May 15, I985, the Solid Waste. KISELEWSKI Authority will have the issue of hazardous toxic waste being stored at Site 7 on their agenda and requested anyone interested in this discussion attend the meeting at 7:30 A.M. RESOLUTIONS: By a general concurrence of the Council, due to the absence of Councilman Feeney, discussion on Resolutions 17, 18, and 19, 1985, appointing and reappointing members to City's Zoning Board of Appeals, Comprehensive Land Use Plan Committee, and Code Enforcement Board, respectively, was tabled to the next Workshop Meeting. ITEMS FOR DISCUSSION: AMENDING "WINCHESTER COURTS" MULTI- FAMILY PUD CREATED 913178 BY UNUINANUL 1-5, 1916, BY T U A I PARK" IN THE STEAD G "W1 L " • Mr. Alex Sholp, President of the Winchester Courts Homeowners Association was not present. The discussion on this item will be tabled to the next Workshop Meeting. ANNEXATION OF 5.056 -ACRE SITE OF NOW "POSSUM 1VLLOW PLANT NURSERY" ON MILITARY TR IL, AND vu N UF oq PUD w1TH uNDERLYING ZyNING OF UM CENSITY RESIDENTIAL DISTRICT PROPOSED TO CONSIST Mr. John Trusler of Windward Development and Invstments, Inc., addressed the Council on the above project. The parcel is presently zoned AG - Agricultural in the County and permits up to 5 dwelling units per acre. Mr. Trusler presented his plans to the City's Planning and Zoning Commission at 10 dwelling units per acre and it was denied by a 5 - 0 vote. The plans have since been reduced to 8 dwelling units per acre. 0 City Council Workshop Meeting, 5 -9 -85 Page 3 Mr. Trusler advised that there is a substantial tuffer area in the front of the project being 90' beyond the property line. He has met with the City staff and has addressed their comments. A traffic statement was made and discussed with Kimley -Horn. The petitioner has also been in contact with Palm Beach County Planning. The building materials were referenced with a sample of the block material to be used. Mr. Jeff Blakely, 'Landscape Architect, addressed the Council presenting the proposed landscape plan. He advised that he did meet with the City Forester and he is attempting to use mostly native vegetation throughout the project. The Council members would like to see any comments from Palm Beach County Planning in writing, and a Traffic Impact Study performed. There was concern over the number of parking stalls provided. The internal • roadways will be asphalt and maintained by the Condominium Association. The approximate cost of the units will be $70,000. The storage of boats, recreational vehicles, etc., will be outlined in the Homeowner's documents. The size of the garages proposed is approximately 12' X 221. The way in which trash and garbagF Kill be collected has not been solved at this time. The possibility of having a joint entrance along the western property line with Bankers Land Company was addressed. Mr. Trusler will meet with members of Bankers Land Company to discuss this possibility. A recommendation was made that a member of the City staff observe a project such as Edgemere, which is close in layout to this project, on a weekend to see if there is any problem with their parking situation. 0 City Council Workshop Meeting, 5 -9 -65 Page 4 Mrs. Kathleen Koons, a resident of Horseshoe Acres, addressed the Council with the concerns of residents in that area. Some of the concerns were that of density, _nsufffcient buffer along the eastern and western property lines, traffic impact, and the parking provided. Mrs. Ronnye Sands, President of the Horseshoe Acres Homeowners Association, addressed the Council, reiterating Lhe comments made by Mrs. Koons. Mr. TrusIer agreed to the City hiring a traffic consultant to perform a traffic study for this project and the petitioner paying for the services. The Council requested a plan showing the all around elevations be presented at the next Workshop Meeting. NORTHLAKE There was a discussion by the Council re: NorthIake Boulevard having �50C�VARD three different names. The City Attorney was questioned as to the . procedure for having the roadway given only one name. ADXURNMENT: There being no further business for discussion, the meeting was adjourned at 9:30 P.M.
