HomeMy WebLinkAboutMinutes Council 022085CITY COUNCIL KORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 28, 1985 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Mike Martino, at 8:00 P.M., in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Martino, Vice Mayor hbnroe, Councilman Aldred, and Councilman Kiselewski. Councilman Feeney was not present as he was out-of -town. City Manager John Orr and Attorney William Brant were in attendance. ANNOUNCEMENTS: Mayor Martino announced that the City's Merit System Board and the Site Plan and Appearance Review Committee will be meeting on Tuesday, March 5, 1985, at 7 :30 P.M. CAB AND The one bid received, as duly advertised on February 12, 1985, for a new =SIS medium -sized cab and chassis pick -up truck, was opened and read aloud by the Deputy City Clerk. Tre bid was received from General GMC Truck Sales and Service in West Palm Beach in the amount of $9200.00. A motion was unanimously adopted to remand this bid to the City Manager for a recommendation at a future meeting. FOUR -WHEEL The two bids received, as duly advertised on February 12, 1985, for a small DRIVE TRACTOR — small four -wheel drive tractor suitable for miscellaneous grass maintenance operations, was opened and read aloud by the Deputy City Clerk. The bids were received from: Sunrise Ford Tractor Company, Inc., in Fort Pierce, in the amount of $6,345; and Pro -Turf Equipment Company in Jupiter, in the amount of $7,000. A motion was unanimously adopted that these bids be remanded to the City Manager for his recommendation at a future meeting. C.ity'Council Workshop Meeting, 2128185 Page 2 OPENING OF BIDS: 1967 ATLANTIC /There were no bids received for the purchase of a 1967 Atlantic /Ford FORD 750 �lR ^ 750 Pumper, 4 X 4 Chassis from the City, which was advertised fn the "Florida Fireman" magazine in the January, 1985 issue. The City Manager was requested to meet with the Fire Chief and discuss other avenues of advertising for the sale of this vehicle. The City Manager will advise the Council of any conclusions they have reached at the next Regular Meeting of March 7, 1985. ITEMS BY THE CITY MANAGER: JOINT The City Manager requested the Council give a specific date and time for a MEETING joint meeting with the Site Plan h Appearance Review Committee, the Planning and Zoning Commission, and the Council. There was a general concurrence to have this meeting at 7:00 P.M., on Thursday, March 7, 1985. REPORTS: COUNCILMAN Councilman Kiselewski reported on the meeting of the Palm Beach County KI ELEWSKI Solid Waste Authority of which he is a member. VICE MAYOR Vice Mayor Monroe reported on the meeting of the City's Planning and MONROE Zoning Commission held on Tuesday, February 26, 1985. A copy of the minutes of this meeting are o -) file in the City Clerk's office. ITEMS BY THE MAYOR AND COUNCIL: COUNCILMAN Councilman Aldred advised that the dumpster at the high school has been LL R kept cleaner, however, he would still prefer the dumpster to be located behind the building. The City Manager advised that he spoke with the principal of the school and was informed that there will be landscaping added to this area. 0 City Council Workshop Meeting, 2128185 Page 3 VICE MAYOR Vice Mayor Monroe made a second request to have a discussion of MONROE Comprehensive Land Use Plan amendments once a year added to the pending items for discussion. Vice Mayor Monroe advised that she received a call from a resident objecting to the City offering a "St. Patrick's Day Pub Crawl" whereby 20 residents travel to seven establishments in the City and receive one free alcoholic beverage at each location. COUNCILMAN Councilman Kiselewski referenced a discussion he had with the City Manager KISELEW5KI re: trash in the rights -of -way. He suggested the City hiring an individual part -time to pick up the trash. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: SAMUEL Mr. Samuel Carsillo, 10063 Dahlia Avenue, Palm Beach Gardens, addressed the CARSILLO Council with regard to several items that concern him throughout the City. One item Mr. Carsillo discussed was the inadequate amount of bike paths in the City. Vice Mayor Monroe requested the City Manager speak to L"he Recreation Director and have him request the Recreation Advisory Board discuss this issue. ORDINANCES: ORDINANCE The Council members werkshopped Ordinance 3, 1985, amending "PGA Office 37 1985 — Complex" PUD, created 912182 by Ordinance I3, 1982, on a 4.50 -acre parcel located on the south side of PGA Boulevard, west of the Drivers License Facility. Mr. John Glidden, Architect, explained the phasing plan that is being proposed. 1.J City Council Workshop Meeting, 2128185 Page 4 Mr. Mark Gillis of David Plummer & Associates, Traffic Consultants, addressed the Council answering questions re: traffic problems and the parking situation. The Council preferred to have the proposed parking garage receive a Certificate of Occupancy at the same time as the second building. The Council requested a copy of the parking agreement between the petitioners and the United States Government Postal Service for parking of vehicular traffic from this site on the site of the proposed Post Office to the south. The petitioners agreed with their expanding two lanes into the site with the addition of the necessary stacking lanes. They also agreed to construct a bicycle path along the western boundary of their site. The City Manager will meet with Bankers Land Company and Mr. Joe Pollock of Kimely -Horn Traffic Consultants to discuss the dedication by Bankers Land Company of property that would be needed for road right -of -way at the intersection to be placed to the west of this site. Vice Mayor Monroe questioned the parking situation and traffic flow within the parking garage. She suggested angled parking be used to satisfy a better traffic flow. The petitioners are to supply a reply letter to the Council responding to comments made by different members of the City staff (i.e. Kenneth Stapleton, Administrative Planning Coordinator, City Engineer, and Jonathan Iles, City Forester), by Tuesday, March 5, 1985. The City Attorney was requested to red,aft Ordinance 3, 1985, incorporating the Council's thoughts. A Public Hearing and Council's consideration of adoption of Ordinance 3, 1985, will take place at the Regular Meeting of March 7, 1985. City Council Workshop Meeting, V28/85 Page 5 ORDINANCE The Council workshopped ordinance 4, 1985, requiring water line back- flow preventers to be installed no greater than 2' above grade; and screened by a fence censtructod of solid material other than vegetation and landscaped. The City Manager explained the reasons for the necessity of this Ordinance mandating the appearance of these beck -flow preventers. Mr. AIex Perez, Engineering Department Manager of Seacoast Utilities, gave a brief background of the need for the installation of the back -flow preventers in both residential units and commercial establishments. He explained that the devices are placed on private property. Mr. Perez advised that he would like to meet with the City staff, including the Fire Department to discuss this issue. Seacoast Utilities will comment to the City on the proposed Ordinance regulating these devices. The Council members would like to have the Ordinance include the regulation that these devices be placed underground. The City Attorney will redraft the Ordinance incorporating this idea. The Ordinance will be placed on First Reading at the Regular Meeting of the Council on March 7, 1985, to be further workshopped before the Public Hearing. s City Council Workshop Meeting, 2118185 Page 6 ORDINANCE The Council was in concurrence to place Ordinance 5, 1985, imposing 51 198 "Road Impact Fees" on new development within the City, on First Reading and Workshop at the ,7cetiny of March 7, 1985. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of the following communications: MRS. ROSELL 1. A letter from a resident inquiring as to the placement of the dump. HANKERS LAND 2. An annual report from Bankers Land Company regarding the Regional h Center as required in the Development of Regional Impact. ADJOURNMENT.
