HomeMy WebLinkAboutMinutes Council 101085CITY COUNCIL BORKSHOP MEETING CITY OF PALM BEACH GARDENS OCTOKR 1O, 119?5 The Workshop Meeting ^f the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Linda Monroe, at 8:00 P.M., in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Monroe, Vice Mayor Kiselewski, Councilman Martino, and Councilman Aldred. Councilman Feeney was absent. City Manager John Orr and Attorney William Brant were in attendance. • Mayor Monroe read two proclamations proclaiming October 20 through November 2, 1985 as "Shrine hospital Days" and October 20 through 26, 1985 as "Lupus Awareness Week ". ITEMS BY CITY MANAGER: PBGHS YEAR- The City Manager advised that the Palm Beach Gardens High School is BUUR— requesting the City place an ad in their Yearbook. The Council was in agreement with this, monies to be taken from the Community Promotions account. P.B. COUNTY The City Manager contacted Commissioner Marcus to have her appear before LION the Council before the Beach Bond election so the City will have a better understanding of what is involved. He also asked for a copy of the ordinanace imposing a curfew an the flights entering and leaving P.B.I.A. This 0 curfew could effect the industry of this area, with particular concern over the closing of the RCA Plant in the City. City Council Workshop Meeting, 10110185 Page 2 REPORTS: VICE MAYOR Vice Mayor Kiselewski reported on a seminar he attended Friday, October 4, RIbECEWSKI 1985 ou Planning of South Florida. MAYOR MONROE Mayor Monroe reported on the meeting of the Planning and Zoning Commission on Tuesday, October 8, 1985, and the meeting of the Beautification and Environmental Committee on Wednesday, October 9, 1985. A copy of these minutes are on file in the office of the City Clerk. ITEMS BY THE MAYOR AND COUNCIL: VICE MAYOR Vice Mayor Kiselewski voiced concern over the deterioration of the right - =tLE-WSKI of -ways within the City and the imbalance of their maintenance.. MAYOR MONROE Mayor Monroe questioned the timing of the traffic light at Burns Road and Military Trail. 0 COUNCILMAN Councilman Aldred requested that the grate over the storm hole by 9773 Gardenia Drive be replaced as it is rusted through and the City would be liable if an injury were to happen. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: SAM CARSILLO Mr. Sam Cars_IIo, 1x,063 Dahlia Avenue, Palm Beach Gardens, addressed the Council with some concerns he had for items around the City. ORDINANCES: ORDINANCE The Council workshopped Ordinance 15, 1985, amending Sections I1 -5, 17M65 I1 -26, and I1 -35 of Chapter 11, Fire Protection and Prevention Code, per recommendations of City Fire Marshal. Peter Bergel, Fire Marshal, was present and explained a sample map of the what the layout of fire hydrants would be with the new addition of Section 11 -26. City Council Workshop Meeting, 10/10/85 Page 3 The Council requested a copy of the Palm Beach County Code requirements OR for the placement of communication systems at a certain height in buildiry,s. Mr. Bergel was requested to update the proposed Oidinnance Incorporating his suggestions into the wording. ORDINANCE The Council workshopped Ordinance 24, 1985, regulating the firing of 24, 1985 weapons within the City. The Ordinance will be changed incorporating the Council's thoughts and will be placed on Second Reading and Council's consideration of adoption at the Regular Meeting of November 7, 1985. ITEMS FOR DISCUSSION: CREATION OF "CLOCKTOWER" POD, WITH UNDERLYING ZONING OF CPO- CC*fRCIAL 941 -ACRE PARCEL SIDE OF MILITARY TRAIL, ADJACENT TO MUNICIPAL COMPLEX Mr. Joseph Legan, Architect, presented a sketch of the surrounding Comprehensive Land Use Plan designations. Mr. Cory Cross, Architect, explained the proposed site plan stating that they were trying to keep with a residential appearance. They are proposing cedar shake roofing, light stucco with wood trim and wood paneling on the corners for accent. Theee are 3.6 parking spaces per 1000 square feet. The spaces are 9' X 18' in size. A variance of 3' in the rear of the property is requested. Mr. Jeff Blakely, Landscape Architect, gave a brief present- ation on the proposed landscape plan. Vice Mayor Kiselewski advised that he felt this project was too much building for this parcel of land and did not agree with the use. The petitioner was requested to bring a mass model showing the size of the building in comparison with the land to the next Workshop Meeting. The Council requested the residents within 300' be advised of the • next scheduled Workshop Meeting so they may attend and voice their opinions. City Council Workshop Meeting, 10110185 Page 4 Mayor Monroe expressed concern over what appears to be an exception- ally inadequate number of parking spaces in light of recommendations for medical parking from the Community Developer's Handbook. She also did not chink that cars should be able to extend over the 5' buffer strip while parking. First Reading of the Ordinance for adoption of this project will take place at the Regular Meeting of the City Council on October 17, 1985. MODIFICATION TO "CONDITIONAL USES" IN THE CG -1 ZONING DISTRICT, ON- PREMISE TO BE LOCA TEu This item will be discussed prior to the advertised Public Hearing to be held at the Regular Meeting of October 17, 1985, as the petitioner was not present at this meeting. • VARIANCE TO DISTANCE REQUIREMENT OF 750' BETWEEN ALCOHOLIC BEVERAGE This item will also be discussed prior to the advertised Public Hearing to be held at the Regular Meeting of October 17, 1985. PETITIONS AND COMMUNICATIONS: Mayor Monroe acknowlelged receipt of the following communications: PALM SPRINGS 1. A letter from the Village of Palm Springs with an attached Resolution regarding a moratorium on billboards. FBI 2. A letter from the FBI recognizing members of the City's police department. A copy of this letter will be placed in each employee's personnel file.
