WORKShIOP MEETING
CITY OF PALM BEACH GARDENS
0 APRIL 25, 1985
The Workshop Meeting of the City Council of Palm Beach Gardens, Florida,
was called to order by Vice Mayor Kiselewski, at 8:00 P.M., In the Assembly
Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and was
opened with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were:
Vice Mayor Kiselewski, Councilman Aldred, and Councilman Feeney.
Mayor Monroe was a few minutes late in attending. Councilman Martino was
absent.
City Manager John Orr and Attorney William Brant were in attendance.
ITEMS BY THE CITY MANAGER:
e GROUP The City Manager advised the Council that he contacted the Legislation

informing them of the City's opposition to House Bill 1174 and Senate Bill
1099, whereby the State will mandate group housing.
ROOF The City Manager recommended a roof structure be purchased in the amount

POOL EQUIP, of $2,450.00 to be plr,L;ed over the pool equipment to prevent rust and
erosion of the equipment. The Council was in agreement with this
recommendation.
REPORTS:
VICE MAYOR Vice Mayor Kiselewski reported on the meeting of the County Commission
KISELEWSKI
on Monday, April 22, 1985. At the meeting there was discussion on two
sites being chosen for temporary storage and tranfer of hazardous waste.
One site will be picked for the processing of these wastes. A site must
be selected by July 1, 1985.

COMMENTS FROM THE PUBLIC FOR ITEMS tC T ON THE AGENDA:
SAM CARSILLO Mr. Sam Carsillo, 10063 Dahlia Avenue, Palm Beach Gardens,
addressed the Council with regard to an item discussed at a past
Council meeting which modifies Article VIII, Section 14(6)(m),
Zoning of the City's Code, re: permitted services at automotive
service stations.
ORDINANCES:
ORDINANCE The Council discussed Ordinance 5, 1985, providing fcr "Fair Share

Contribution for Road Improvements" by developers of new projects within.
the City. The Council decided to wait 30 days to enable the City Manager
to look at the working plan of Palm Beach County.
Dr. James Nicholas discussed the ways in which the plan would work if
the City joined in this agreement with Palm Beach County.
. The City Manager will meet with Dr. Nicholas in the near future to
discuss this issue. While the joint agreement is being pursued, fees
will continue to be collected as per the first reading of Ordinance 5, 1985.
ORDINANCE The Council members were in agreement to adopt Ordinance 9, 1985, as

written, providing for local implementation of the Water Shortage Plan
of the South Florida Water Management District, Ordinance 9, 1985, will
be placed on Second Reading and Council's consideration of adoption at their
Regular Meeting of May 16, I985,
ORDINANCE Ordinance I0, 1985, was workshopped by the Council. Ordinance 10,

1985, amending Section 2 -91 of Article '✓, Chapter 2, of the City's Code
by providing for petitioners to be financially responsible for time
spent by the City Engineer. They were in agreement with the Ordinance
® as it is written. Ordinance 10, 1985 will be placed on Second Reading and
Council's consideration of adoption at their Regular Meeting of May I6, 1985.

ITEMS FOR DISCUSSION:
ZONING OF LANDS CONTAINED IN PHASES OF MULTI - FAMILY SECTION OF THE
'S DT E" PUD THAT REP _ L
Mr. Dan Holewinski, developer, addressed the Council requesting they extend
the existing Planned Unit Development on these uncompleted lands.
Mr. Holewinski holds a lien againFt the remaining lots and would like to
continue the development of the units approved for this area.
The Council members were in agreement that these lands remain zoned
Planned Unit Development with underlying zoning of RM - Medium Density
Residential.
ITEMS BY MAYOR AND COUNCIL:
MAYOR Mayor Monroe reported that at the Planning and Zoning Commission meeting of
NROE
April 23, 1985, the members of that board requested they attend a conference
on planning and zoning, to be held Saturday, May 4, 1985. The cost of
the conference is $30.00 per person and they are requesting the City cover
the fee for any members that would like to attend. The City Manager was
asked to look at the agenda for this conference and decide whether the City
should pay for their fees to attend.
ADXURNMENT: There being no further discussion, the meeting was adjourned at 9:30 P.M.
