CITY OF PAIM BEACH GARDENS
RM, 7, 1984
The Regular Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Martino at 8:00 P.M. in the Assembly Room, located at
10500 North Military Trail, Palm Beach Gardens, Florida, and opened with
the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the Deputy City Clerk and present were: .Mayor Marino,
Vice Mayor Monroe, Councilman Kiedis, Councilman Aldred and Councilman
Kiselewski. City Manager John Orr and Attorney William Brant were also in
attendance.
MINUL'ES: The minutes of the May 17, 1984 Regular Meeting were unanimously approved as
written.
The minutes of the May 24, 1984 Workshop Meeting were unanimously approved as
written.
WNNOONCEI S: Mayor Aldred announced that the PBG Fire Dept., Inc. and the City's Recreation
Advisory Board will meet on Tuesday, June 12, 1984, at 7:30 P.M.
ITEMS BY TIE CITY MANAGER:
WORD PROCESSORS Per the regt:est of the City Manager, a motion was unanimously adopted by the
CF�'ITY U1 E2K S Council authorizing him to purchase three word processors from CPT to cost
approximately $34,000, including installation and supplies. $30,000 is al-
ready budgeted and $4,000 to come from Council Contingency.
?MEDICAL Mr. Jack Flagg, Agent of Record, was in attendance to reco:miend to the
111a up L Council several options regarding the City's Medical Insurance contract with
Connecticut General, which was brought about due to an increase in the
insurance rates. To reduce the premium costs, the members of the Council
were in agreement that the City accept the proposal of Connecticut General
which will provide for co- insurance coverage of 80 /20 of the first $2500,
(compared to 90/10 of the 1st $4,000, which the City presently had); also a
first day in- hospital deductible of $100 and a change in out- patient diagnostic
x -ray and lab to a maxinum of $500 per accident; $500 all sicknesses per
calender years and this new insurance coverage will go into effect inTnediately.

��CHASING The City Manager recommended to the Council they consider his request
E SYSTEI to purchase the City'c present telephone system, which he estimated
would save the City $10,000. The City Manager further went on to say
that in checking into the offer made by ATT to purchase the phones,
he found out U at there may be a problem with the offer made by ATT
for the City based on Florida Statutes, and may have to consider a
lease /purchase agreement which would meet Florida Statute requirements.
This would cost $20 additional per n mth, however, would save the City
between $8000 - $9000 a year. The members of the Council voiced no
objections to this, and Mr. Orr will provide the members of the Council
the exact figures regarding savings and cost.
UPGRADING
The City Manager expressed to the Council that the present grade -all

in the Public Works Department is experiencing problems and is in need
of repair, which will cost approximately $20,000, He stated there is
a grade -all on the west cost of Florida that can be purchased for
$40,000, which is $5,000 dollars under book value. This is a 1978
machine. He would like to get one of the banks to purchase it, and we

can lease it from the bark on a lease - purchase agreement. He would
like to do this rather than repair the present one the City has. The
members of the Council were in agreement to this request, and Mr. Orr
will check into the financing and report his findings back to the Counc
REPORTS:
COUNCILMAN KIEDIS:
Councilman Kiedis reported on the Site Plan and Appearance Review
Coamittee meeting held on Tuesday, June 5th. The minutes of this
meeting are on file in the office of the City Clerk.
COIJNCIUTAN
Councilman Kiselewski reported that the Mayor is sending out a letter

to Westwood Gardens requesting they stop advertising their location
as being in Palm Beach Gardens, and also requested a letter be sent
to Eastpoint who are advertising the same.
Councilman Kiselewski also reported that there will be a B & E
Connittee meeting on Wednesday, June 13, 1984, and a {Ierit Board
Meeting of Tuesday, June 12, 1984.
Councilman Kiselewski voiced his concern stating there are still signs
in violation in the City.

oITEMS BY THE MAYOR AND COUNCIL:
MAYOR WTINO: Mayor Martino requested that a sign be erected at Palm Beach Gardens
High School, recognizing the fact that they are State Champions.
Mayor Martino informed the Council that there will be a Public Hearing
at the County Courthouse an June 28th, and requested the City Manager
check into this to see if it involves any property around the City.
Mayor Martino also advised the members of the Council that Bankers Land
Company will be on the Agenda at the June 21st Regular Meeting, regarding
the zoning map and the Comprehensive Land Use Plan /Map conformance.
VICE MAYOR MONROE: Vice Mayor Monroe requested that the City Attorney draw-up a Resolution,
to be discussed at a meeting in the near future regarding the reading of
a Resolution be read by title only,
RESOLUTIONS:
RESOLUTION 33, Mayor Martino declared the Public Hearing open which was duly advertised on
11J8� May 15, 1984, and held on the intent of Resolution 33, 1984, permitting as
a CG-1 Conditional Use the sale of alcoholic beverages, for on- premise
consumption, at the "La Cappaninia Restaurant" located at 10971 N. Military
Trail, within Garden Square Shopping Center.
Attorney Fred Cohen, re-iresenting the petitioner, was in attendance
to address the Council reqarding this request, and requested that the
seating capacity be changed to 12 seats, where it addresses seating
capacity in the Resolution under Section 1, instead of 4 seats.
There being no further discussion, Mayor Martino declared the Public
Hearing closed.
By a unanimous concurrence of the Council, the Deputy City Clerk read
in full, Resolution 33, 1984, �Tith the wording change in the last sentence
of Section 1 to read, " The size of existing bar on the premises and total
bar seating shall not be increased beyond 12 seats, except by subsequent
approval of the City Council. This Conditional Use is granted for sale of
alcoholic beverages pursuant to a 4COP SRX license."
Resolution 33, 1984, was unanimously adopted by the Council.
®RESOLUTION 34, Mayor Martino declared the Public Hearing open which was duly advertised on
1984 May 15, 1984, and hold on the intent of Resolution 34, 1984
granting a

variance to the distance requirement of 750' between alcoholic beverage
vendors to "La Cappanini.a Restaurant ".
There being no discussion, Mayor Martino declared the Public Hearing closed.
By a unanimous concurrence of the Council, the Deputy City Clerk read, in
full, Resolution :4, 1984. Resolution 34, 1984, was unanimously adopted
by the Council.
RESOLUTION 35, By a unanimous concurrence of the Council, the Deputy City Clerk read, in
T75T__ full, Resolution 35, 1984, Amending Section TX, "Position Classifications"
of the Merit System Rules and Regulations.
Resolution 35, 1984, was unanimously adopted by the Council,
ORDINANCES:
ORDINANCE 10, Mayor Martino declared the Public Hearing open, which was duly advertised
on May 21, 1984, and held on the intent of Ordinance 10, 1984, creation
of "Sabal Ridge" i•i lti- family P0, proposed to be located on 20 -acre parcel
on west side of Military Trail, adjacent to PBG Estates Plat ¢#4 subdivision,
(site of forrwrl} approved "Winchester Courts II Multi - family PUD),
• There were no ccmxL -nts from tie public in favor or against the proposed
PUD, and Mayor Martino declared the Public Hearing closed.
ORDINANCE 11, 1984
By a unanimous concurrence of the Council, the Deputy City Clerk read by
title only and Section 3 as amended, on second and final reading, Ordinance
10, 1984.
Ordinance 10, 1984, was unanimously adopted by the Council.
Mayor Martino declared the Public Hearing open, which was duly advertised
on May 21, 1984, and held on the intent of Ordinance 11, 1984, Modification
to Comprehensive Land Use Plan adopted June 18, 1981 by Ordinance 12, 1981,
providing for designation of RM - Medium Density Residential Zoning on
20 -acre parcel on west side of Military Trail, adjacent to Palm Beach
Gardens Estates, Plat #4 Subdivision.
There being no comments from the Public, Mayor Martino declared the Public
Hearing closed.
By a unanimous concurrence of the Council, the Deputy City Clerk read, by
title only, Ordinance 11, 1984.
Ordinance 11, 1984, was unanimously adopted by the Council.

,0,ORDUTANCE 13, 1984 - Mayor Martino declared the Public Hearing open which was duly advertised
May 21, 1934, and held on r_he intent of Ordinance 13, 1984, Amending
Article V of Chapter 2. Administration of City's Code, providing for
developer's payment of costs for independent planning, engineering and
traffic studies.
There being no cemmients from the Public, Mayor Martino declared the
Public Hearing closed.
By a unanimous concurrence of the Council, the Deputy City Clerk read,
by title only, and Section I as amended, Ordinance 13, 1984.
Ordinance 13, 1984, was unanimously adopted by the Council as amended.
